Provincial National Assembly delegates give comments on the Draft Law on Fire Prevention, Fire Fighting and Rescue

Dien Bien TV - On the afternoon of June 19, the 7th session of the 15th National Assembly discussed in groups the draft Law on Fire Prevention, Fire Fighting and Rescue. Speaking, Major General Trang A Tua, Director of the Department of Building the Movement to Protect National Security, National Assembly Delegate of Dien Bien province, agreed with the necessity of promulgating the Law to institutionalize the Party's policy and meet the requirements of fire prevention, fire fighting, rescue in the new situation.

Delegates assessed that the draft Law has many new points, abolishing many administrative procedures to create favorable conditions for organizations, individuals and enterprises in production, business, construction... At the same time, it is necessary to increase the encouragement of socialization in the implementation of services related to fire prevention, fire fighting, rescue and salvage such as: Design consultancy, appraisal consultancy, supervision consultancy on fire prevention, fire fighting, rescue and salvage...

Regarding the explanation of terms, the delegate said that the draft Law has added explanations for a number of new concepts, however, many of the explanations are unclear and inconsistent. For example, the concept of design appraisal for fire prevention and fighting is inconsistent with the provisions in Article 14 of the Draft Law; the concept of fire prevention, fighting and rescue forces at the grassroots level; the concept of specialized fire prevention, fighting and rescue forces.

According to the delegate, in fact, whether it is the fire prevention, fire fighting and rescue force at the facility or the specialized fire prevention, fire fighting and rescue force, they all carry out fire prevention and firefighting at production and business establishments.

So, is it necessary to separate them into two separate concepts? The delegate suggested that the drafting agency and the agency in charge of reviewing continue to review, consider, and adjust so that the interpretation of terms is concise, accurate, and consistent, facilitating the implementation process when the Law comes into effect.
