GD&TĐ - On July 23, the Central Propaganda and Mass Mobilization Commission worked with Danang University on implementing the Party's policies in the fields of science, technology, and innovation.

Mr. Huynh Thanh Dat, Deputy Head of the Central Propaganda and Education Commission, led the delegation to have a working session with Danang University on the survey and assessment of the implementation of the Party's policies and guidelines in the fields of science - technology, environment and intellectual work.

Concretize the Resolution with goals and action programs

Associate Professor, Dr. Nguyen Ngoc Vu, Director of Danang University, reported on the results of implementing major policies of the Party and State at the unit, especially the concretization of Resolution 45/2023 of the Party Central Committee on building and promoting the role of intellectuals and Resolution 57/2024 of the Politburo on breakthroughs in science, technology, innovation and national digital transformation.

Accordingly, international publication activities are of interest to and promoted by Danang University. The number of international articles in prestigious journals (WoS/Scopus) in the period 2020-2024 nearly doubled compared to the period 2016-2020 (more than 2,600 articles), an average increase of approximately 10%/year. The scientific publication productivity of the PhD team increased sharply, from 0.18 articles/PhD in 2015 to 0.74 articles/PhD in 2024. In 2024, Danang University will implement 242 projects at all levels with a total mobilized budget of 39.7 billion VND. Implementing the action plan on breakthroughs in science, technology, innovation and digital transformation according to Resolution 57-NQ/TW, the units under the University of Danang have issued implementation plans, proactively proposing more than 100 specific tasks. These proposals are divided into 4 key groups: Breakthroughs in science and technology; innovation; digital transformation and other related tasks.

Danang University has many policies to develop high-quality human resources. Young lecturers, after being recruited, must commit to studying abroad through the Government's Project or other scholarship programs. Thanks to that, every year, Danang University has from 60 to nearly 100 new PhDs, most of whom are trained in developed countries, so they have excellent foreign language skills and expertise to meet the requirements of improving teaching quality in the context of international integration. Lecturers are given the opportunity to be academically autonomous, participate in teaching activities, scientific research and professional exchange abroad.

Danang University also takes the lead in opening new training majors and majors to meet the needs of the labor market of Danang city in particular and the whole country in general such as: Semiconductor, artificial intelligence, data science, financial technology, logistics, ...

Danang University recommends that Danang city needs to develop a systematic strategy for training high-quality human resources for each industry and field. There must be preparation and close coordination from high school to university so that STEM education can form a class of students who are passionate about science and mathematics, which is an important input source for universities to continue improving the quality of training.

At the meeting, Danang University proposed that the Central Government consider issuing a special mechanism for regional universities, including extensive autonomy in finance, organizational structure, personnel policies and use of the Science and Technology Development Fund following the National University model.

Propose to allow Danang University to pilot the model of Center of Excellence, University-level Science and Technology Investment Fund with technology guarantee mechanism for start-up companies, flexible financial mechanism, promote technology transfer and commercialization of research products.

In addition, Danang University proposed that the Central Government prioritize the allocation of medium-term investment capital for key projects in core technology fields such as: AI, semiconductor chips, green energy, microchip design, financial technology and digital economy, biotechnology and high-tech agriculture and aquaculture.

Synergizing investment resources

Mr. Nguyen Dinh Vinh, Deputy Secretary of the Da Nang City Party Committee, said that the City supports Da Nang University in reviewing the 1/2000 Planning for the Da Nang University Construction Project in Hoa Quy - Dien Ngoc; investing in facilities, research centers, shared laboratories, especially for fields such as semiconductor microchips, artificial intelligence, biotechnology; mobilizing social resources, attracting scientists and experts; continuing to support and assist Da Nang University to develop into a National University...

Representatives of the Department of Education and Training and the Department of Science and Technology of Da Nang City suggested a coordination mechanism with Da Nang University in related fields.

Mr. Huynh Thanh Dat highly appreciated Danang University for its proactive and creative approach and active implementation of policies and resolutions on developing intellectuals, training high-quality human resources, scientific and technological research, innovation and digital transformation; perfecting policy mechanisms and innovating advanced university governance systems.

The Deputy Head of the Central Propaganda and Mass Mobilization Commission suggested some orientations for Danang University to effectively implement the Party's policies in the fields of science - technology, environment and intellectual work.

Accordingly, Danang University needs to continue to implement and concretize the vision and development strategy to become a National University, focusing on developing a team of intellectuals and strong research groups; nurturing talents through domestic and foreign training and research cooperation programs; having a mechanism to attract and retain scientists and experts; mobilizing domestic and international resources from socialization.

Operate the Science and Technology Development Fund of Danang University, focusing on developing spin-off businesses to commercialize products and research results; encourage intellectual property registration; increase investment in strategic industries and fields as listed by the Prime Minister, including AI, semiconductor chips, big data, renewable energy, etc.

Mr. Huynh Thanh Dat suggested that Danang University needs to develop a strategy and digital transformation model towards a smart university connected to the National Database System. In addition, it is necessary to promote regional connectivity, associated with regional development, green economy, circular economy; enhance training of high-quality human resources, develop Danang University into a knowledge center of the Central region and the whole country.
