The first Congress of Quang Han Commune Party Committee for the 2025-2030 term

On July 14-15, Quang Han Commune Party Committee held the 1st Congress of Delegates, term 2025 - 2030. Attending were comrades: Nong Tuan Phong, member of the Provincial Party Committee Executive Committee, Director of the Department of Health; La Hoai Nam, member of the Provincial Party Committee Executive Committee, Deputy Head of the Provincial Party Committee's Inspection Committee; leaders of the Provincial Party Committee's Organization Committee; Defense Command of Region I; 80 delegates representing 610 party members in the entire Party Committee.

The 1st Congress of Quang Han Commune Party Committee, term 2025 - 2030 .

Quang Han is a border commune of Cao Bang province, formed on the basis of merging the two administrative units of Quang Han commune and Quang Vinh commune (old). Quang Han commune Party Committee has 33 subordinate Party cells, with 610 Party members; the commune has a natural area of over 93 km², 21 hamlets, and more than 6,900 people with 4 ethnic groups living together in solidarity.

During the past term, the Quang Han Commune Party Committee has continuously improved the quality of political and ideological education. With 100% of cadres and party members studying and fully grasping the Party's directives and resolutions; Admitting 108 new party members, reaching 113% of the planned target. The quality of party cell activities has been constantly improved. Regarding economic development, the Commune Party Committee has proposed many solutions to develop agriculture in the direction of commodities, linked to the market and local conditions, focusing on developing crops with high economic value in the direction of commodity production, especially cassava, with a total area of over 300 hectares in 2025.. and a number of other crops with high economic value, contributing to increasing the value of agricultural products by over 50 million VND/ha. Services - Trade development. The construction of new rural areas has achieved many results. The Party Committees and authorities of the communes before the merger have paid close attention and directed closely. The organizations have done a good job of propaganda, mobilization, promoting the sense of responsibility and internal strength among the people. More than 29,000 m2 of land has been voluntarily donated by the people to clear the land and serve civil works; more than 10,000 working days have been contributed to build roads, cultural houses, irrigation canals, etc. Many examples of good people and good deeds have spread throughout the community.

Before the merger, the old Quang Han commune met 11/19 criteria, the old Quang Vinh commune met 10/19 new rural criteria. The results achieved in the past term created an important premise, a solid foundation for Quang Han commune to continue to improve the criteria and aim to meet new rural standards in the coming period.

In the 2025 - 2030 term, the Party Committee of the commune has identified 10 specific targets, 2 key work programs and 1 breakthrough content. In particular, striving for an average annual growth rate of total budget revenue in the area of over 10%; average income per capita in the area by 2030 reaching over 40 million VND. The value of agricultural products by 2030 reaching over 60 million VND/ha. Gradually improve the administrative reform index, digital transformation index; striving to be in the top 20 communes in the province by 2030. The rate of multidimensional poverty households has decreased by an average of over 3%/year. The rate of Party organizations completing their tasks well every year is 85% or more; over 90% of Party members are classified as completing their tasks well or better; annually admitting 15 or more new Party members...

The Congress announced the decisions of the Provincial Party Standing Committee on appointing the Quang Han Commune Party Executive Committee for the 2025-2030 term, consisting of 26 comrades; the Commune Party Standing Committee has 9 comrades, Comrade Ha Minh Hai holds the position of Party Secretary ; appointing 5 official delegates and 1 alternate delegate to attend the 20th Provincial Party Congress, term 2025-2030.

Speaking at the Congress, Comrade Nong Tuan Phong, member of the Provincial Party Committee, Director of the Department of Health, acknowledged and commended the achievements that the Quang Han Commune Party Committee has achieved in the past time. He requested the Party Committee to continue to focus on leadership, direction, and accelerating economic development in conjunction with effectively solving social issues; pay attention to improving the quality of education and training, building a learning society to meet the requirements of improving people's knowledge; develop human resources, foster and support local talents; preserve and promote the unique traditional cultures of ethnic minorities; strengthen the leadership and direction of the Party Committee in building a national defense. At the same time, build a truly clean and strong Party Committee, steadfast in politics, strict in organization, exemplary in ethics. Train and foster cadres, continue to improve professional capacity, meet the requirements of the task of implementing the model of a two-level local government. Effectively implement the new rural construction program, sustainable poverty reduction, ensure social security and order and safety.
