The first Hai Phong City Patriotic Emulation Congress.

On the side of Hai Phong city, there were comrades: Leaders of Hai Phong city included comrades: Le Tien Chau, member of the Party Central Committee, Secretary of the City Party Committee, Head of the City's National Assembly Delegation; Do Manh Hien, Standing Deputy Secretary of the City Party Committee; Le Ngoc Chau, Deputy Secretary of the City Party Committee, Chairman of the City People's Committee, Chairman of the City Emulation and Reward Council; Le Van Hieu, Deputy Secretary of the City Party Committee, Chairman of the City People's Council; Pham Van Lap, Deputy Secretary of the City Party Committee, Chairman of the City Vietnam Fatherland Front Committee attending the Congress.

Comrade Le Tien Chau, Member of the Party Central Committee, Secretary of the City Party Committee, Head of the National Assembly Delegation of Hai Phong launched the emulation movement.

Comrades of the Standing Committee of the City Party Committee; leaders and former leaders of the city through the periods; delegates of Vietnamese Heroic Mothers, Heroes of the People's Armed Forces, Heroes of Labor... along with more than 200 typical collectives and individuals who are advanced models in patriotic emulation movements in the city in the period of 2020 - 2025 attended the Congress.

Over the past 5 years, emulation movements have contributed to promoting the spirit of solidarity, proactiveness, creativity, promoting democracy and striving, overcoming difficulties, creating an important driving force to promote socio -economic development. Emulation and reward work has always adhered to the regulations of the Party and the State, collectives and individuals have been rewarded in many fields and economic sectors, especially the proportion of direct production workers being rewarded has been increasing. Emulation movements have further enhanced the revolutionary tradition, culture and patriotic emulation spirit of the "Heroic Port City - Cultural Eastern Land".

Chairman of the City People's Committee Le Ngoc Chau highlighted the outstanding results of Hai Phong city in 2025, especially from July 1, Hai Phong and Hai Duong merged, the city entered a new development stage with open space, potential and resources were strongly enhanced, creating a new vitality, having a wide spread influence for patriotic emulation movements, contributing to creating important breakthroughs, maintaining a high growth rate.

With continuous efforts, the whole city has 1,172 collectives and individuals awarded medals, emulation flags, certificates of merit, and titles of national emulation fighters by the Central Government; 21,761 collectives and individuals awarded emulation flags, titles of excellent labor collectives, certificates of merit, and titles of emulation fighters by the Chairman of the Provincial and City People's Committee. In particular, on April 28, 2025, the Party Committee, government, and people of the city were honored to be awarded the title of "Heroic City" by the Party and State - a noble award, recognizing the city's outstanding and comprehensive achievements and great contributions to the cause of building socialism and defending the Fatherland.

The Chairman of the City People's Committee emphasized that this City Patriotic Emulation Congress has a particularly important meaning; objectively and comprehensively assessing the results of patriotic emulation movements in the period of 2020 - 2025, good practices, effective models; honoring typical and advanced collectives and individuals. At the same time, it is also an opportunity to frankly acknowledge the limitations and challenges; determine directions and tasks to strongly innovate emulation and reward work in the period of 2025 - 2030; bring the patriotic emulation movement into depth, becoming a source of inspiration for the city to successfully implement the goals of the Resolution of the First City Party Congress and Resolution No. 45, dated January 24, 2019 of the Politburo on building and developing Hai Phong city to 2030, with a vision to 2045.

The Chairman of the City People's Committee believes that all cadres, party members, armed forces, business community and people of the city will continue to promote the tradition of "Heroic Port City - Cultural Eastern Land"; uphold the spirit of solidarity, overcome all difficulties and challenges, determined to join hands, contribute to building Hai Phong city to develop rapidly, comprehensively, sustainably, civilized, modern, livable and worth-living and contributing.

Many typical and advanced collectives and individuals were commended and rewarded.

At the Congress, Vice President of Vietnam Vo Thi Anh Xuan presented the Government's emulation flag to Hai Phong city for its outstanding achievements, leading the patriotic emulation movement of the emulation cluster of 5 centrally-run cities in 2024. T awarded the First Class Independence Medal to 4 collectives: Office of the City People's Committee; Department of Home Affairs; Department of Health and Department of Finance. Awarded the Second Class Independence Medal to the Office of the Hai Phong City Party Committee. Comrade Nguyen Van Tung, former Deputy Secretary of the City Party Committee, former Chairman of the City People's Committee was awarded the Third Class Labor Medal.

Speaking at the Congress, Vice President Vo Thi Anh Xuan acknowledged and highly appreciated the outstanding results of the patriotic emulation movement, the achievements of the Party Committee, government and people of Hai Phong city in the past time. The Vice President praised the efforts, endeavors, sense of responsibility and enthusiasm of the staff working in emulation and reward and warmly congratulated more than 250 advanced models attending the Congress.

The Vice President emphasized that Hai Phong city is an urban area with a population of over 4.6 million people, an area of nearly 3,200 km², ranking fourth in the country in terms of population and third in terms of economic scale. This is an important foundation for Hai Phong to rise to become one of the dynamic and leading growth poles in the country, with regional and international influence; a national industrial, seaport and logistics center, a core urban area of the Red River Delta and the Northern coastal region - a modern, civilized, international seaport urban area, leading the country's industrialization and modernization.

The first patriotic emulation congress of Hai Phong city was a great success, clearly defining the development orientation and goals for the 2025 - 2030 term and the following stages, in which the goal is to build Hai Phong into a modern, civilized, ecological, livable industrial seaport city of Southeast Asia by 2030.
