
A wide new road
Born and raised in Phuong Ky commune (now Lac Phuong commune, Tu Ky district), Pham Quoc Tiep shudders whenever he remembers the precarious experience of crossing the Mu pontoon bridge with its rusty iron plates propped up on old wooden planks.
Mr. Tiep said that previously, the road from Phuong Ky commune to Ha Ky commune across the Cai River (also known as Tu Ky River, part of the Bac Hung Hai irrigation system) had to go over the Mu pontoon bridge. The bridge was patched up, dilapidated, and dangerous. Since hearing the news that the Bac Hung Hai bridge, part of the East-West arterial road project, was being built, the people in the commune were all very happy.
The 36.6 km East-West arterial road passes through Thanh Mien, Ninh Giang, and Tu Ky districts. It is designed as a Class III road in a flat area, with a roadbed width of 12 m, a road surface width of 11 m, and a design speed of 80 km/h. Six bridges will be newly constructed or renovated along the route. The project, managed by the Provincial Investment and Construction Project Management Board, commenced in April 2022. Some sections are under construction while others are in operation. To date, the East-West arterial road is largely complete, with some areas currently undergoing the completion of traffic safety systems. The goal is to have the entire road fully open before the Lunar New Year of 2025.

The asphalt-paved road, starting from the intersection with Provincial Road 392C in Doan Ket commune (Thanh Mien district), winds like a 'silk ribbon' through fields, residential areas, crossing rivers, and bustling neighborhoods. The project's end point intersects with Provincial Road 391 in Lac Phuong commune. This will be one of the most beautiful provincial roads in Hai Duong .
This route connects with many major roads such as the Hanoi-Hai Phong expressway, the North-South arterial road, National Highways 10, 37, 38B, and many provincial roads in Hai Duong and Hung Yen provinces, forming a connected and smooth transportation network that promotes socio -economic development in Hai Duong province.
Synchronized connection

Currently, two transportation projects are underway at the beginning and end points of the East-West arterial road to further connect the two routes. These are the Hai Hung Bridge Project and the access road connecting the East-West arterial road in Hai Duong province with Provincial Road 389 in Phu Cu district ( Hung Yen province). Hai Duong province is investing in the 180-meter-long access road, costing approximately 60 billion VND. The Hai Hung Bridge project across the Chanh River is being invested in by Hung Yen province.
The project to extend Provincial Road 396 (the section connecting Provincial Road 391 to Provincial Road 390) starts at the intersection of the East-West arterial road and Provincial Road 391 at km 24+600 in Lac Phuong commune, with a main route length of approximately 7.6 km. Of this, approximately 3.66 km is located in Thanh Ha district and approximately 3.95 km is located in Tu Ky district.
Upon completion of these projects, the regional transportation infrastructure network will be further improved, forming a provincial ring road connecting the districts of Binh Giang, Thanh Mien, Ninh Giang, Tu Ky, and Thanh Ha. This road will connect with the Hanoi-Hai Phong expressway and National Highway 37, facilitating traffic flow and linking the southeastern districts of Hai Duong province with neighboring provinces and cities.
The completion of the East-West arterial road project marks a new stage in the development of Hai Duong's transportation infrastructure. This is also one of the province's key projects for the 2020-2025 period.
