Dak Lak is a province with a large area (18,096 km²) and a population of more than 3.34 million people, with a total of 102 administrative units at the commune and ward levels. Many remote localities are hundreds of kilometers away from the provincial center. After the merger, in many places, digital infrastructure was utilized from the old administrative units, leading to a lack of uniformity. Moreover, the capacity and level of science and technology of civil servants and public employees are also limited. These directly affect the settlement of administrative procedures and the connection between the province and the grassroots.
To overcome the above shortcomings, Dak Lak Provincial Party Committee has allocated 300 billion VND to upgrade digital transformation infrastructure. Along with financial investment, the province has directed departments and branches to review and support additional appropriate funding for each locality.
In addition to upgrading terminal equipment and coordinating with the electricity and telecommunications industry to overcome the unstable transmission lines, Dak Lak province also promotes improving digital skills for grassroots civil servants. The province has launched the "Digital Literacy for All" movement across the province and opened digital skills training classes for grassroots civil servants to participate.
In addition, Viettel Dak Lak was selected as the main digital infrastructure provider for the province to carry out administrative procedures at the grassroots level as well as overcome the intermittent situation in online meetings. According to Dak Lak newspaper, this unit is coordinating with the Provincial People's Committee to implement many digital transformation items, including introducing and deploying paperless meeting room systems, improving online meeting systems and meeting rooms through the eOffice system.
The fact that localities have boldly invested hundreds of billions of VND in upgrading digital infrastructure and promoting technology skills training for grassroots civil servants shows the great determination of the entire political system. When infrastructure is improved, civil servant capacity and people's awareness of digital transformation are raised, the successful construction of a "Digital Government" is not a far-fetched goal.
