In the first 6 months of the year, in addition to Party and mass organization building, the State Treasury system of Vinh Long has focused on performing professional tasks and effectively managing the state budget revenue and expenditure according to the estimates assigned by the Central Government and the Provincial People's Council.

Tighten financial and budget discipline

The Party Committee of the State Treasury of Vinh Long currently has 102 party members (2 new members were admitted during the period, 1 retired party member) with 10 affiliated party cells. Mr. Nguyen Phuoc Loc - Deputy Director of the State Treasury of Vinh Long, said: In the past time, the work of implementing and thoroughly promoting the study and following of Ho Chi Minh's ideology, morality and lifestyle has been focused on all party members, civil servants and the masses of the Party Committee in conjunction with regulations on setting examples, creating positive changes in the working style, manners and attitudes of party members and civil servants in the entire Party Committee.

At the same time, the unit directs and thoroughly educates civil servants in charge of expenditure control to enhance their sense of responsibility, shorten payment control time, and strictly control in accordance with regulations and procedures for state budget expenditure. Strengthen security assurance in the fields of information technology, communications infrastructure, and databases; review and complete security solutions, and promptly fix potential vulnerabilities.

During the period, Vinh Long State Treasury focused on implementing and effectively managing the State budget revenue and expenditure. It directed units in the system to continue to closely coordinate with local revenue agencies to fully and promptly collect revenues into the State budget, striving to fulfill the highest estimates of State budget revenue and expenditure.

Closely coordinate with tax and customs agencies to effectively implement administrative reform and reform administrative procedures in the process of collecting and paying state budget revenues, refunding budget revenues from the electronic tax refund program to create a breakthrough, shorten transaction time, and overcome the issue of receiving and delivering paper documents.

Accordingly, the State Treasury of Vinh Long continues to coordinate collection with the system of 11 commercial banks. Contributing to modernizing and diversifying the methods of collection and payment to the State budget; creating favorable conditions and increasing options for organizations and individuals to quickly, fully and effectively fulfill their obligations to pay the State budget.

Thanks to the good performance of the work of authorizing cash collection and disbursement through commercial banks in the area, the revenue from cash collection and disbursement through the Vinh Long State Treasury system decreased by 100% compared to the same period last year.

As of June 20, the total state budget revenue in the area was more than VND 3,767 billion. The total regular expenditure of the local budget was more than VND 2,610 billion, reaching 41.1% compared to the Resolution of the People's Council. At the same time, the State Treasury of Vinh Long focused on disbursing the 2024 capital plan as soon as payment records were available, proactively coordinating with relevant units to resolve difficulties and problems, ensuring timely disbursement, and not leaving records at the State Treasury. Specifically, the total value of disbursed public investment capital, including extended capital, was more than VND 1,257 billion, reaching 20.2% compared to the total capital plan of more than VND 6,209 billion.

Continue to effectively manage state budget revenue and expenditure

In the coming time, the Party Committee of the State Treasury will focus on directing and leading individuals and units in the entire Party to build models and typical examples of studying and following Uncle Ho, and the emulation movement "Skilled mass mobilization". Pay attentionto educating and training outstanding union members and masses for the Party to consider admission. Party cells prepare personnel and documents for the Party cell congress for the 2024-2027 term. At the same time, carry out the tasks of inspection, supervision and discipline enforcement within the Party according to the proposed inspection and supervision program.

According to Ms. Ngo Phuong Hien - Deputy Director of Vinh Long State Treasury, the unit continues to expand collection coordination with commercial banking systems in the area to promote non-cash payments. Closely monitor the implementation to ensure full and timely accounting of state budget revenues and accurate and correct budget allocation in accordance with regulations.

Strengthen inspection and control of cash, stamps, valuable documents, and valuable assets managed by the State Treasury; strictly inspect cash receipts and disbursements through the treasury. Strengthen discipline and order in the management of State budget expenditures; proactively control and prevent risks in State Treasury operations. Regularly inspect and supervise civil servants in controlling State budget expenditures in accordance with the State's norms, regulations, and State Treasury procedures.

At the same time, strictly control state budget expenditures, in accordance with regulations and within the assigned budget. Strengthen measures to accelerate the disbursement of the 2024 public investment capital plan, striving to disburse 95% of the plan; regularly urge investors and project management boards to recover advanced capital in accordance with regulations. At the same time, continue to promote administrative procedure reform, control administrative procedures according to the Government's project, the direction of the Ministry of Finance and the State Treasury; promptly upgrade equipment and application software to ensure absolute security and safety in all aspects of State Treasury operations.
