Resolving social insurance (SI) is one of the important tasks, aiming to ensure the rights, create peace of mind and stabilize the lives of workers.

Ensure “3 correct”

Ms. Nguyen Thi Hai Ha, former Head of the Department of Science, Culture and Arts, Propaganda and Mass Mobilization of the Provincial Party Committee, has worked and participated in the Social Insurance for 32 years. To facilitate the merger of the two departments, Ms. Ha proactively submitted an application for early retirement. However, in the process of completing the application, she encountered difficulties due to inconsistent personal information in previous documents. Ha Giang City Social Insurance directly guided and supported her to verify the information, ensuring that the application was complete before the decision to retire was made. Ms. Ha shared: “During the process of completing the early retirement procedures, Ha Giang City Social Insurance and I regularly exchanged, updated information and promptly resolved any problems. Thanks to that, the application was completed correctly and completely, ensuring the rights of social insurance participants. However, each individual also needs to proactively monitor their insurance payment process to promptly detect errors.”

According to the report of the Provincial Party Committee's Organizing Committee, the whole province has 1,165 civil servants, public employees, and employees who are eligible to take leave under the policies according to Decrees No. 177/2024/ND-CP, 178/2024/ND-CP, 67/2025/ND-CP of the Government , from September 1, 2025 onwards. Of these, 187 people belong to the Party bloc and 978 people belong to the government bloc. With a large number of records, some cases have problems such as missing documents, interrupted social insurance payment period, need to verify more information...

In that situation, in order to ensure the legitimate and timely rights of employees, the Social Insurance of Region XIX has proactively and synchronously implemented many solutions. Notably, it has increased human resources and established a specialized working group to review the social insurance participation process of those who have retired according to the above decrees.

The working group is divided into two groups in charge of appraising the records of the government and the Party. At the same time, the Directors of the Inter-District Social Insurance and the Social Insurance of Ha Giang City are required to enhance their sense of responsibility, seriously carry out the inspection and review of original records, ensure that no time for social insurance participation is missed, that there is no backlog of records, and that employees are supported to complete procedures in a timely manner.

As of May 30, the Social Insurance of Region XIX has resolved the retirement regime for 341 cases, including 331 records according to Decree 178 and 10 records according to Decree 177. All were carried out to ensure "3 rights": correct procedures, correct subjects, correct time regulations, contributing to protecting the rights of workers and clearly demonstrating the accompanying and supporting role of the Social Insurance sector in the period of streamlining the payroll and rearranging the organizational apparatus according to the policies of the Party and the State.

With the motto “Taking people and businesses as the center of service”, Social Insurance of Region XIX clearly defines its role of accompanying agencies, units and employees in the process of restructuring the apparatus. The full and timely implementation of social security policies not only protects the rights of employees but also contributes to strengthening people's trust in the social insurance policy system.

In the coming time, the Social Insurance of Region XIX will continue to closely follow the direction of local Party committees, authorities and Vietnam Social Insurance; strengthen coordination with relevant agencies and units to review, appraise and resolve social insurance regimes in accordance with regulations. At the same time, promote administrative procedure reform, apply information technology in receiving and processing records, towards a modern and professional administration.

Behind each set of documents is a journey of dedication, years of hard work for the common work. They have the right to be served wholeheartedly, fully guided and have their benefits resolved on time. To do that, the staff of the Social Insurance sector has constantly improved their sense of responsibility, dedicated service, and professionalism.

However, to ensure smooth file processing, especially in the context of organizational restructuring, employees need to proactively monitor and compare the process of participating in social insurance through the social insurance book or electronic account on the VssID application - Social insurance number. Timely detection and adjustment of errors will help avoid unnecessary problems when carrying out procedures. Employees also need to regularly update information on benefits and social insurance settlement procedures through the electronic information portal and fanpage of Tuyen Quang and Ha Giang provincial Social Insurance. At the same time, closely coordinate with the employer to ensure timely and complete submission of documents, avoid loss or errors; proactively contact the employer to coordinate with the Social Insurance of Region XIX to guide and promptly handle errors when there are errors, avoiding delays in settling the regime.

Active coordination between employees, employers and social insurance agencies is an important factor contributing to the smooth and convenient process of streamlining the apparatus.
