This is the direction of Vice Chairman of the Provincial People's Committee Tran Phuoc Hien at the meeting on the morning of August 14 on resolving difficulties in implementing land division and consolidation dossiers.

The Department of Agriculture and Environment reported that the situation of land division and consolidation has many problems due to the lack of consistency in current regulations. Some areas do not have a plan, leading to no basis for considering the issuance of land use right certificates, land division and consolidation for people according to regulations. The Department of Agriculture and Environment proposed that the Provincial People's Committee agree to continue applying Decision No. 34, dated October 14, 2024 of the People's Committee of Quang Ngai province (old) and Decision No. 59, dated October 30, 2024 of the People's Committee of Kon Tum province (old) promulgating the Regulations on conditions and minimum areas for land division and consolidation for each type of land in the province. The delegates also proposed that the Provincial People's Committee issue an administrative document assigning tasks and guiding the People's Committees of communes, wards and towns to confirm the conditions for water supply and drainage to resolve land division and consolidation procedures according to regulations.

Concluding the meeting, Vice Chairman of the Provincial People's Committee Tran Phuoc Hien requested the Department of Agriculture and Environment to preside over and coordinate with departments, branches and localities to urgently advise the Provincial People's Committee to issue a Decision to replace Decision No. 34 of the Quang Ngai Provincial People's Committee (old) and Decision No. 59 of the Kon Tum Provincial People's Committee (old) regulating the conditions and minimum area for land division and land consolidation for each type of land in the province, ensuring compliance with current legal regulations. Strengthen support for localities to resolve outstanding land records, ensuring the smooth and effective operation of the 2-level local government apparatus.

The Department of Construction coordinates with localities to prioritize the immediate implementation of planning consultation work to facilitate urban management and land management. Actively review, make specific recommendations, and propose solutions to problems in the implementation process so that the Provincial People's Committee can give timely direction and solutions.
