At the Conference, Mr. Nguyen Ba Cat, Deputy Chief of Office, Director of the Information and Digital Transformation Center of the Central Committee of the Vietnam Fatherland Front, said that "Digital Front" (access address: http://app.mattranso.vn) is a digital platform designed to closely follow the core tasks of the Front's work, and is a necessary tool for the Fatherland Front at all levels in the new situation.
This platform consists of 05 core software:
Firstly, the online database software is designed to synthesize information, contributing to building an organizational database on the Fatherland Front, socio -political organizations, and mass organizations assigned by the Party at all levels. The fields of the management database include: Organization of the Fatherland Front, mass organizations, and mass organizations; Number of members of organizations; Staff (number of full-time staff, number of members of the Fatherland Front Committee, members of the Executive Committee of mass organizations and mass organizations at 4 levels from the Central to villages, hamlets, and residential groups; Typical activities of units; Difficulties, shortcomings; Recommendations, proposals. The software is designed for 4 levels: Central; province, city; commune, ward, special zone; village, hamlet, residential group. In which, each level includes the Fatherland Front and 5 socio-political organizations.
Second, the software for receiving and processing people's feedback and recommendations is designed to realize the role of social supervision and criticism of the Front in the strongest and most direct way. Every citizen, no matter where they are, only needs a smartphone to send their opinions and recommendations directly to the Front's system. Each opinion will be recorded, classified, forwarded to competent authorities and the processing and resolution process monitored. The feedback and recommendations on the software are updated and processed quickly. The software's management system includes 3 levels: Central; province, city; commune, ward, special zone with decentralized management to receive and respond to people's feedback and recommendations. Recommendations from each level will be sent to the Fatherland Front at that level for reception and response. Feedback on people's feedback and recommendations is made public and transparent on the System's homepage.

Third, the Community Digital Library software supporting the people is designed as a comprehensive information channel, guiding people to look up necessary information. The software is not only a useful search tool but also an official, reliable information channel for people to access, learn, raise legal awareness and participate more actively in community activities. Currently, the software is being connected and integrated with 2 content groups: "Public Services" and "Law Library". In the next phase, it is expected to continue to upgrade and supplement information related to areas of life that people are interested in.
Fourth, the virtual assistant serving the advisory work of the Fatherland Front at all levels is designed as a smart chatbot to support the Fatherland Front staff at all levels in looking up information related to the Front's professional work areas. Users enter sentences and keywords about issues and areas of interest. Based on the installed database, the system will automatically extract appropriate information. The advantages of the system are 24/7 instant feedback; high accuracy, regular updates, and multi-platform support.
Fifth, the software for monitoring the progress and results of the congresses of the Fatherland Front at all levels is designed to quickly and promptly synthesize basic information of the congress (on the time of the congress, on the results of the current personnel situation, and news of the congress). The information is centrally managed, synchronized and visually monitored on a single system to provide a comprehensive, accurate, and real-time overview of the work of the congresses of the Vietnam Fatherland Front at the provincial and communal levels.
According to Mr. Nguyen Ba Cat, all systems on the “Digital Front” platform are connected to each other via the OpenID single sign-on platform. One account can log in to all software. It is expected that in the next phase, the Fatherland Front will coordinate with relevant units to integrate and synchronize with the National Population Database and authenticate centrally via the VNeID application.

Speaking at the Conference, Ms. Nguyen Thi Thu Ha said that this is an important conference, opening a series of technology application activities, associated with the major policies of the Party and State on digital transformation. Digital transformation is an inevitable and urgent requirement, a key political task and a measure of the innovation capacity of each organization and individual. The Front system is currently starting behind the general level, so it is necessary to be highly determined, taking advantage of the opportunity to "go behind, take shortcuts, and get ahead". All levels must establish steering committees and working groups for digital transformation, to be completed within a week; develop specific plans or projects, prioritize human resources and coordinate with technology units.
Ms. Ha emphasized that the immediate tasks include: building an online database; perfecting the system for receiving and processing people's feedback and suggestions; and ensuring the effective operation of the new organizational model. It is necessary to focus on the grassroots level - close to the people - to grasp the situation and serve the people better. Digital transformation will be a criterion for competition and evaluation of the activities of the Fatherland Front at all levels.
She suggested that the Fatherland Fronts of provinces and cities must assign staff to support the grassroots; coordinate with the Youth Union to mobilize volunteers in all communes, wards and special zones. At the same time, focus on ensuring information safety and security, building regulations and operating mechanisms and improving the quality of human resources. The Central Government will provide documents and sample plans for localities to implement synchronously and effectively, contributing to bringing the Vietnam Fatherland Front closer to the goal of "being close to the people, by the people, for the people" in the digital age.
