According to Mr. Truong Huu Dong - Chairman of Dam Rong District People's Committee, implementing the decisions of the Provincial People's Committee on administrative reform, in 2021, the locality issued the Administrative Reform Work Plan for the period of 2021 - 2025 in the district with the determination to build a friendly, effective, efficient and people-serving Dam Rong district government. Every year, the District People's Committee develops a plan to deploy and implement state administrative reform work to departments, branches, sectors, and People's Committees of communes in the district. Focusing on 6 contents including: Institutional reform; administrative procedure reform; apparatus reform; civil service reform; public finance reform; building and developing e-government and digital government.
Specifically, in the reform of administrative procedures, every year, the People's Committee of Dam Rong district has issued plans to review and evaluate administrative procedures, thereby requiring specialized departments under the People's Committee of the district and the People's Committees of communes to develop plans to review and evaluate administrative procedures in the fields under their management. During the settlement process, if it is discovered that administrative procedures are inappropriate, causing difficulties, inconveniences, or disadvantages for people or through contact with voters regarding the reflections and recommendations of people and businesses on regulations related to business activities, inappropriate administrative procedures on the national public service system, promptly synthesize and propose to the People's Committee of the district to recommend competent authorities to issue guiding documents and supplements according to regulations.
The quality of implementing the one-stop shop and inter-connected one-stop shop mechanisms has been increasingly improved; the provision of online public services and online payments has been enhanced. From the beginning of 2021 to the end of March 2025, 74,909 records were received. Of these, 74,848 records were resolved, 74,491 records were resolved on time, reaching 99.52%.
The work of receiving and handling petitions and feedback from individuals and organizations on administrative regulations continues to be maintained. During the period from July 15, 2021 to March 31, 2025, there were no petitions, feedbacks or recommendations from organizations or individuals on administrative procedures under their jurisdiction.
Dam Rong district has also actively researched and proposed solutions, models, and good practices in administrative reform implementation. From 2021 to present, Dam Rong district has applied 12 administrative reform initiatives in practice, achieved effectiveness and has the potential to expand application such as: Initiative to propose a number of tasks and solutions to promote digital transformation in the district; Solution to increase the rate of using online public services in Da Rsal commune...
The professional level, professional skills and sense of responsibility of the staff, civil servants and public employees are increasingly improved. The work of inspecting administrative reform and inspecting the performance of public duties is regularly carried out with 27 units (13 times at specialized agencies in the district, 14 times at the commune level) contributing to improving the responsibility, spirit and service attitude of the staff, civil servants and public employees and tightening administrative discipline and order.
Regarding the construction and development of e-government and digital government, in recent years, Dam Rong district has focused on applying and developing information technology in the district. In particular, focusing on investing in upgrading information technology infrastructure to serve the direction and administration of leaders, professional work of officials and civil servants, and creating conditions for people to access the internet and digital applications to serve life.
In recent years, Dam Rong district has focused on investing and developing databases and information technology application software to promote the development of digital government and e-government. Notably, the Intelligent Operations Center (IOC) has been built early to centrally manage data of agencies, units and People's Committees of communes. In addition to state agencies, organizations, individuals and businesses in the district have focused on applying information technology to production and business, bringing high productivity and efficiency. Online payment activities have been expanded, many individuals, business and service organizations mainly pay online, providing QR codes for customers' convenience in paying for services. OCOP product businesses are supported to promote their products on e-commerce platforms. 100% of businesses use social networking channels to do business and promote their products.
From a difficult, remote district with a low starting point, after many efforts and attempts in recent years, the PAR Index of Dam Rong district has achieved clearly positive results, ranking 9th out of 12 districts in the city in 2021, 5th in 2022, and 7th in 2023 (2024 evaluation results are not yet available).
However, the current problem in administrative reform in Dam Rong is that a number of cadres, civil servants and public employees are still limited in capacity. At the commune level, some specialized civil servants encounter difficulties and confusion in performing operations of exploiting and looking up data on the Population Data System to serve the reception and settlement of administrative procedures for organizations and individuals. In addition, there is still a situation of overdue settlement of administrative procedures, mainly occurring in the land sector. Transmission infrastructure in remote areas is not yet synchronous, the level of people is limited, leading to many difficulties in accessing and using online public services...
In the coming time, administrative reform will still be one of the key tasks that this locality will carry out in accordance with the current two-level local government organization model.
