Revoke the decision of the Principal of Pham Ngoc Thach University of Medicine

Today (May 9), the Party Committee of Pham Ngoc Thach University of Medicine issued a resolution on leading the establishment of the Faculty Council in 2025.

Accordingly, the Party Committee of Pham Ngoc Thach University of Medicine agreed to withdraw the decision of the school's principal on establishing an inspection team for the activities of the Science and Training Council, related to the proposal to establish a basic professor council in 2025. At the same time, the principal was assigned to urgently implement and report to the Party Committee before May 12. The principal was requested to urgently establish a basic professor council in 2025 and report to the Party Committee before May 14.

This resolution has been deployed to party committee members and principals, to direct relevant units and individuals to carry out the next procedures according to regulations.

On the same day, the Party Committee of Pham Ngoc Thach University of Medicine also announced the conclusion of the 10th Party Executive Committee on issues related to the establishment of the Basic Professor Council in 2025.

After reviewing the report sent urgent dispatches on the establishment of the 2025 Basic Professors' Council and Decision 1576 of the principal, the school's Party Executive Committee concluded: "The issues arising in relation to the establishment of the 2025 Basic Professors' Council are urgent, important and sensitive. The principal did not discuss and approve the opinions of the Party Committee or the Board of Directors but arbitrarily issued two urgent dispatches, which is not in accordance with the resolutions and working regulations of the school's Party Committee."

Recommend the principal to send a review report to the Party Committee.

According to this conclusion, the principal sent contents such as urgent dispatch No. 1278/TĐHYKPNT-TTPC dated May 5, 2025, scanned copies of the votes of confidence of members of the Council of Professors of Pham Ngoc Thach University of Medicine in 2025, and the minutes of the vote counting at the meeting of the School's Science and Training Council on April 23 to the school's Zalo groups/associations such as: School Party Committee, School Council, management staff meeting, professional meeting, University Admissions Council... which are not in accordance with Regulation No. 1052/QC-DU. Clause 4, Article 18 of this regulation stipulates the information, reporting and confidentiality regime: "Members of the Party Executive Committee must strictly implement the regime of confidentiality and discipline in speaking according to the regulations of the Party and the State".

The Rector issued Decision No. 1576/QD-TĐHYKPNT dated May 7, 2025 on the establishment of an inspection team for the activities of the Science and Training Council of Pham Ngoc Thach University of Medicine related to the proposal to establish a basic Professor Council in 2025 and approved the plan related to Decision No. 1576/QD-TĐHYKPNT which is not in accordance with Instruction No. 5360/BGDĐT-TTr dated September 29, 2023 of the Ministry of Education and Training guiding the implementation of internal inspection and examination tasks for training institutions.

"The above incidents have directly affected the reputation of Pham Ngoc Thach University of Medicine in general, the University's Science and Training Council and the 2025 Basic Professors' Council in particular. This may affect the establishment of the 2025 Basic Professors' Council of Pham Ngoc Thach University of Medicine and the progress of the work of considering the titles of professor/associate professor for candidates," the document stated.

Therefore, the Executive Committee of the Party Committee of the 10th term of Pham Ngoc Thach University of Medicine requested the principal to seriously criticize, review and draw experience and send a review report to the Party Committee before May 16.

Previously, on April 29, the Principal of Pham Ngoc Thach University of Medicine sent an urgent document to the State Council of Professors and the Ministry of Education and Training regarding the establishment of the Basic Council of Professors in 2025. The document detailed that a candidate met the standards of the Basic Council of Professors but was eliminated. The second urgent document was sent to the Government Inspectorate Office, the Ministry of Education and Training, and the State Council of Professors regarding the establishment of the Basic Council of Professors in 2025 on May 5. Yesterday (May 8), an urgent document was sent to the Standing Committee of the City Party Committee, the Inspection Committee of the City Party Committee, the Organization Committee of the City Party Committee, the Propaganda Committee of the City Party Committee, the Party Committee of the People's Committee and the People's Committee of Ho Chi Minh City.
