The Circular only applies to products and goods with HS codes and product descriptions specified in the List of products and goods in group 2.
The list of products and goods in group 2 includes the list of specialized products and goods in the Information and Communications Technology (ICT) sector that require conformity certification and conformity declaration; the list of specialized ICT products and goods that require conformity declaration.

The list of products and goods in group 2 will be reviewed, revised and supplemented by the Ministry of Information and Communications from time to time, in accordance with the State's management policy.
Also in Circular 04, the Ministry of Information and Communications clearly stipulates the principles for managing products and goods in group 2. Accordingly, the quality management of products and goods in the List of products and goods in group 2 is carried out according to the regulations of the Ministry of Information and Communications on conformity certification, conformity declaration and quality inspection of specialized ICT products and goods and corresponding technical regulations.
