Immediately after the Prime Minister's Decision No. 1446/QD-TTg dated August 30, 2021 on the program "Training and retraining to improve human resource skills to meet the requirements of the Fourth Industrial Revolution", the Provincial People's Committee issued Plan No. 190/KH-UBND dated October 8, 2021, assigning specific tasks to sectors, localities and vocational education institutions (VET) to synchronously and flexibly deploy training and retraining activities, focusing on key areas such as processing industry, marine economy , information technology, logistics and modern management.
The province has paid special attention to propaganda work to raise awareness of the role of vocational training and skills conversion. From 2021 to May 2025, departments, branches and localities have organized hundreds of conferences, consultation sessions, television programs, video clips and topics in newspapers and social networks with thousands of participants. Thanks to that, the rate of students oriented to vocational training after junior high school and high school has continuously increased, contributing to diversifying career opportunities for young people and workers.
Along with propaganda, the province conducted a survey on the current status of vocational skills of workers at more than 300 enterprises in key industries. The survey showed that more than 50% of current workers have not been properly trained or their skills are not suitable for new technology, of which 20-25% are at high risk of being replaced due to automation and digital transformation.
Based on the survey results, vocational training institutions have reviewed and updated more than 200 training programs in the direction of integrating professional knowledge and practical skills, and at the same time built 140 new programs, directly meeting the needs of industries in the field of Industry 4.0. The proportion of practice in the programs reaches 70-80% of the total duration, ensuring that graduates can "start working immediately" at the enterprise. Training modules are flexibly designed, easily adjusted to the specific requirements of each enterprise, thereby creating a solid bridge between vocationaleducation and the labor market.
Along with program innovation, Quang Ninh also pays special attention to improving the capacity of teachers and managers of vocational education institutions. From 2021-2024, more than 600 teachers and managers have been trained in professional expertise, skills and digital skills, focusing on integrated teaching methods, digital transformation in teaching and management. Training courses organized by the General Department of Vocational Education have helped 140 managers master the skills of planning training according to orders, assessment skills according to output standards and modern human resource management. In particular, many large enterprises have participated in "master trainer" training, selecting highly skilled workers to become internal lecturers, contributing to the practicality and increasing the applicability of the training program.
Thereby, in the period of 2020-2024, vocational training institutions in the province recruited nearly 195,400 participants (an average of more than 39,000 people per year). Of which, the elementary level accounted for nearly 97%, the intermediate level nearly 16%, the college level about 2.2%, the rest were short-term courses under three months. In particular, groups of industries such as operations, mining - mining support and tourism - services tended to increase, reflecting the needs of businesses and promoting the policy of student streaming.
Training support policies also play an important role in attracting learners. The province has allocated more than VND 94.4 billion for 53,893 people in the 2021-2024 period, including tuition support for college, intermediate and high school levels; at the same time, Resolution 35/2021/NQ-HDND was implemented with a budget of nearly VND 67.9 billion for 16,049 students. In addition, vulnerable groups such as rural youth, female workers, and people with disabilities are also given priority support through Decision 46/2015/QD-TTg.
The coordination model of "State - School - Enterprise" has gone into depth with the number of workers introduced to enterprises and trained at enterprises increasing dramatically. In 2023, more than 20,200 workers were trained at enterprises, nearly 5 times higher than in 2022. In 2024, 19,209 workers were trained at enterprises. From 2021-2024, the local budget for vocational education reached more than 21,600 billion VND, accounting for about 20% of total budget expenditure; of which development investment was 4,643 billion VND and regular expenditure was 16,995 billion VND, creating a solid foundation for long-term training activities.
With strong leadership, close coordination between parties and appropriate investment resources, Quang Ninh is building a high-quality human resource that can quickly adapt to the trend of the fourth industrial revolution, contributing to making the province a dynamic industrial, service and marine economic center of the Northern coastal region. Quang Ninh will continue to promote its advantages, perfect the lifelong training ecosystem, innovate management and training methods, and meet the aspirations of sustainable development in the digital age.
