Dumping soil outside the project area
For many days now, people living along National Highway 49 through Thuan An Ward, Thuan Hoa District have reported that during the construction of the road leading to the Thuan An seaport overpass, the construction unit has scraped and gathered a large amount of weathered soil (field soil) along National Highway 49. The dumping area is located outside the project's clearance area, "blocking" the side of National Highway 49, causing potential environmental pollution risks and deforming the soil in the temporary dumping area.
According to the reporter's records, up to now, the construction unit of the road leading to Thuan An Bridge has completed the excavation and compaction of the roadbed. After excavating thousands of cubic meters of rice fields to build the road, the construction unit dumped weathered soil at two locations: along National Highway 49 (outside the project area) and at a temporary site right on the road leading to the bridge (within the project area). In the area along National Highway 49, a large volume of dumped soil has partially filled the natural water surface here.
Mr. Ngo Van Truong, Project Manager of Tan Nam Construction Joint Stock Company - representative of the construction unit, said that the area of weathered soil after being scraped was temporarily gathered outside the project area because the waste dump was planned from the beginning when the project was established, but due to land issues, the construction units temporarily dumped it in the area along National Highway 49. This amount of soil was scraped to a depth of 0.3 - 0.5m, not used to build the roadbed but only used to make use of the median strips and traffic islands of the project's access roads. After having the land, the contractor will transport this amount of soil to the location within the project's land clearance area.

Mr. Nguyen Van Cuong, Deputy Director of the Hue City Traffic Construction Investment Project Management Board - the investor of the coastal road and bridge project across Thuan An estuary, informed that the organic soil being temporarily dumped outside the project is to be used to fill the median strip and traffic island for planting trees. The excavated soil is the former rice field soil of the people, not salty sand, and will not be dumped as waste soil. In the coming time, the board will request the construction unit to transport the soil to dump within the project area. The investor has previously submitted a proposal to the authorities on the plan to utilize this soil and it has been approved.
Accordingly, in 2022, the investor submitted a document to the Provincial People's Committee (now the Hue City People's Committee), the Department of Agriculture and Rural Development (now the Department of Agriculture and Environment) requesting agreement on the plan to use the topsoil to implement the coastal road and bridge investment project across Thuan An estuary.
According to the proposal, the area of land specialized in wet rice cultivation proposed to be converted to serve the project is about 3.25 hectares. Of which, the construction area must be stripped or buried with the topsoil layer of about 2.74 hectares within the construction area of the roadbed. The amount of topsoil to be stripped is about 5,500m3 with the thickness of the topsoil layer on the field surface expected to be 0.2m deep on average.
The surface land used in the project area of about 5,500m3 will be used to fill the green median strip in the section belonging to Hai Duong commune (old), the green median strip in the section belonging to Thuan An ward.
The Hue City Traffic Construction Investment Project Management Board affirmed that the surface soil volume will not be used outside the project scope. At the same time, it committed to properly implementing the plan to use the surface soil layer on land converted from land specialized for wet rice cultivation.
