"Go to every alley, knock on every door"
In mid-May, hearing information on many newspapers and radio stations about people participating in giving opinions on amending and supplementing a number of articles of the 2013 Constitution of the Socialist Republic of Vietnam, Ms. Nguyen Thi Mong Thuy (Truong An ward, Thuan Hoa district) was confused because she did not know how to give opinions. “Older people have less technology than the younger generation. I heard that we can give opinions via phone or computer, but I am still quite vague.”
Understanding the situation of elderly people like Ms. Thuy, the Truong An Ward Police force coordinated with local youth union members to conduct "Going to every alley, knocking on every door" to directly guide people to contribute ideas to the Constitution through the VneID application on their phones.
“Thanks to being “guided by hand”, I was able to proactively give my own feedback via smartphone. Actually, the method was not too complicated, so I was able to instruct my friends and family members,” Ms. Nguyen Thi Mong Thuy shared.
According to Major Le Viet Phuong , Head of the Youth Department of Hue City Police, not only in Truong An Ward, the city's youth police have established "Digital Popular Education" shock groups to propagate and guide people to contribute ideas to the draft content of amending and supplementing a number of articles of the 2013 Constitution on VNeID.
Officers and soldiers of the working groups have disseminated information to help people understand the content, purpose, meaning and importance of the draft Constitution and provided instructions on how to participate in giving opinions on the VNeID application. The collection of opinions is carried out via the VNeID application - a technology platform deployed by the Ministry of Public Security to help people easily access and send opinions, ensuring convenience, speed and transparency.
Through practical implementation, many opinions have been recorded showing people's deep concern for the issue of ensuring citizens' rights, enhancing the effectiveness and efficiency of state management, and proposing to perfect legal regulations related to security and order in the new situation.
“The working groups of Hue City Police will continue to strengthen propaganda and guide the people in the city to give their opinions on the draft amendments and supplements to a number of articles of the 2013 Constitution on the VNeID application. Thereby, ensuring that all classes of people can easily access, exercise their rights and obligations to contribute opinions, and join hands to build a complete Constitution, suitable for the development requirements of the country in the new period,” said Major Le Viet Phuong.
Deployment in parallel
According to information from Hue City Police, in order to implement the direction of the City Police Director, in recent days, the Police of communes, wards and towns have proactively advised the People's Committees at the commune level to establish guidance teams with the core force being the Police force, the force participating in protecting security and order at the grassroots level, coordinating with local political and social organizations to implement the motto "Go to every alley, knock on every door, check every person" to guide comments on the draft Constitution of 2013 through the VneID application.
The police force also stepped up coordination with markets, apartment buildings, industrial parks, schools and hospitals in the area to mobilize and guide people, traders, officials, civil servants, students, etc. to contribute ideas to the draft amendments and supplements to the 2013 Constitution.
Lieutenant Colonel Do Van Phu, Deputy Head of the Department of Administrative Management of Social Order of Hue City Police, informed: Implementing the direction of the Board of Directors, the unit has proactively advised the City Police to issue a plan to collect opinions on amending and supplementing a number of articles of the 2013 Constitution of the Socialist Republic of Vietnam on the VNeID application. Thereby, directing professional departments and commune-level police to deploy propaganda measures to bring opinions on amending the Constitution closer to the people.
To bring the comments on the draft Constitution closer to all classes of people, in addition to directly going to each household, Hue City Police also proactively diversified the forms of propaganda such as: posting instructional videos on social networks; using local loudspeaker systems; integrating into programs and activities... so that people can grasp the policy and proactively research to participate in giving comments.
