The highlight of the program is the comprehensive guidance on core operations in document and archive work. From how to create records, submit documents to the agency archive; to managing outgoing and incoming documents; creating electronic records; collecting, editing and determining the value of documents... are all presented systematically, close to the practical situation at the grassroots level. In addition, the content of statistical reports and document management procedures in the context of reorganizing the apparatus according to Conclusion 127-KL/TW of the Politburo on continuing to reorganize administrative units at the district and commune levels in the period 2023-2030 are also given special attention.

The officials participating in the training were directly guided and had their problems resolved when using the city's shared software systems, and at the same time approached the implementation of Decision 458/QD-TTg of the Prime Minister on electronic document archiving for the period 2020-2025. This is a necessary preparation step for the process of administrative modernization and building a digital archive, towards digital government.

After the training program, the Department of Home Affairs coordinated with the Office of the People's Council and People's Committee of Phong Dien town to conduct a survey on the actual document management work at a number of agencies and units to grasp the situation, support the locality in reorganizing administrative units and building a two-level local government model according to new requirements.
