Following the directives from the Central Government, the Steering Committee for the reorganization of commune-level administrative units in Quang Ninh province is currently proposing two options: Establishing 54 new commune-level administrative units, including 30 wards, 22 communes, and two special zones: Van Don and Co To; and, if the Central Government approves Mong Cai as a special zone, the plan will be adjusted to 51 new commune-level administrative units, including 27 wards, 21 communes, and three special zones: Mong Cai, Van Don, and Co To.
To ensure the progress of the reorganization and merger, as well as to unify the naming of communes and wards, the Standing Committee of the Quang Ninh Provincial Party Committee requires that the naming and location selection of headquarters take into account historical, traditional, cultural factors, natural conditions, transportation infrastructure, and the distribution and organization of economic development spaces of each administrative unit. The goal is to maximize the potential and advantages of each locality, gain public consensus, and connect to provide timely and optimal service to the people. Regarding the location of the new headquarters, the proposed plans must meet criteria regarding geographical location, transportation connectivity, and facilitate administrative management and the implementation of administrative procedures for citizens at the merged commune-level administrative unit, while maximizing the utilization of existing facilities in the localities.
Currently, localities throughout the province are actively developing plans for rearranging administrative units at the commune and ward levels, especially focusing on soliciting opinions from citizens and voters regarding names, ensuring transparency, democracy, and creating the highest level of consensus and support from the people. In order to preserve old place names with historical significance, promote development, and establish brand recognition, most central communes and wards in Quang Ninh are proposed to be named after the current districts, towns, and cities.
In Ha Long City, as of now, the city has completed the process of gathering opinions from voters regarding the reorganization of commune-level administrative units. Ha Long City will reorganize 30 units into 11, merging two communes, Dong Son and Ky Thuong, with the Ba Che administrative cluster. Regarding retaining the name Ha Long, the city plans to rename the merged wards, Hong Ha and Hong Hai, as Ha Long ward. The results of the consultation with 86,675 household representatives (nearly 100%) on the establishment of the new administrative unit and its naming received high levels of consensus from voters and the public.
In Cam Pha City, which currently has 15 commune-level administrative units, it is planned to reduce them to 5. Specifically, Cam Pha Ward will be merged with 5 existing commune-level administrative units: Cam Trung, Cam Thanh, Cam Tay, Cam Binh, and Cam Dong. In Dong Trieu City, the current 19 communes and wards will be reorganized into 5 new commune-level administrative units. Specifically, 5 communes and wards – Thuy An, Nguyen Hue, Hung Dao, Duc Chinh, and Hong Phong – will be merged into Dong Trieu Ward. Uong Bi City, currently with 10 commune-level administrative units, is planned to reduce them to 3 new units. Uong Bi Ward will be established by merging Quang Trung, Thanh Son, and Yen Thanh wards, and Khu Den Cong 1, 2, and 3 wards of Trung Vuong ward.
Following directives from the Central Government and Quang Ninh province, 13 districts, towns, and cities in the province are actively developing plans for reorganizing commune-level administrative units, while also proposing names that are appropriate to historical, traditional, cultural, natural conditions, and regional characteristics. Simultaneously, they are continuing to gather feedback from voters and hold People's Council meetings to approve the plans, ensuring completion according to the set schedule.
