Important milestone in innovation and digital transformation

Leaders of the Hanoi Party Committee experience shared digital transformation applications at three levels of the city.

Head of the Hanoi Party Committee's Organization Board Ha Minh Hai said that on February 25, 2025, the Standing Committee of the Hanoi Party Committee issued Decision No. 8258-QD/TU on promulgating a list of three-level shared digital transformation applications in Party agencies, government, Fatherland Front and socio- political organizations of Hanoi city. Accordingly, the list of three-level shared digital transformation applications in Party agencies, government, Fatherland Front and socio-political organizations of Hanoi city includes two types with eight applications.

With the spirit of "Thinking Capital, acting Hanoi", the Office of the City Party Committee, the Office of the National Assembly Delegation and the City People's Council, the Office of the City People's Committee and the Hanoi City Public Administration Service Center immediately signed a competition agreement demonstrating their determination to effectively operate and use the city's three-level shared applications.

According to the emulation agreement, the City Party Committee Office advised on the issuance of an Action Program to implement Resolution No. 57-NQ/TW, ensuring that 100% of the 2025 work plan integrates innovation and digital transformation; at the same time, pioneering the deployment of shared digital transformation applications transferred by the Central Party Office, achieving 100% of documents and work files processed in the digital environment; launching the movement "Capital officials and party members innovate for the people" to improve the digital capacity of the entire system.

The Office of the National Assembly Delegation and the City People's Council promotes the application of digital platforms in management and administration, striving for 100% of documents and records to be processed in the digital environment; builds a database of voters' petitions from the beginning of the 2021-2026 term, effectively uses petition receiving software; expands and develops the Electronic Information Page of the National Assembly Delegation and the City People's Council, connects with shared software; coordinates with the Office of the City People's Committee to build software to monitor and urge the implementation of resolutions and conclusions after supervision of the People's Council.

The Office of the City People's Committee advises and develops breakthrough mechanisms and policies on innovation, digital transformation, and promoting socio-economic development; builds a model of a "Model Digital Office", applies advanced technologies (AI, blockchain, virtual reality, etc.) to improve management and operation efficiency; presides over research and deployment of shared information systems and applications, ensuring consistency in the city's political system.

The City Public Administration Service Center ensures 100% of essential online public services reach level 4, integrating big data and AI to support people and businesses; 100% of administrative procedures are processed on digital platforms, raising the satisfaction level of people and businesses to over 95%; building a transparent and effective digital public service ecosystem, integrating multi-sectoral interconnected data; training to improve digital capacity for officials, building a team of "Capital Digital Civil Servants" pioneering in administrative services.

Lieutenant General Vu Ngoc Thiem, Head of the Government Cipher Committee, affirmed that the three-level shared digital transformation applications of Hanoi are an important milestone in the city's innovation and digital transformation process. This not only demonstrates Hanoi's determination to apply technology to management and operation, but also affirms the strategic vision of the City Party Committee in building digital government, developing the digital economy and moving towards a modern and civilized digital society.

According to Nguyen Van Phong, Standing Deputy Secretary of the Hanoi Party Committee, the Resolution of the 17th City Party Congress, term 2020-2025, as well as Resolution No. 15-NQ/TW dated May 5, 2022 of the Politburo on "Orientations and tasks for the development of Hanoi Capital to 2030, with a vision to 2045", both identify the development of science and technology associated with innovation and digital transformation. This is one of the three important breakthroughs of Hanoi Capital in the current period as well as in the coming time.

"With the determination and efforts of the Party Committee, government and people of the Capital, I believe that the implementation of digital transformation applications by the Hanoi Party Committee will create an important driving force for development. Thereby, Hanoi will continue to firmly affirm its role as the leading economic, scientific and technological center of the country," Comrade Nguyen Van Phong affirmed.
