Accompanying the Prime Minister were Minister of Labor, Invalids and Social Affairs Dao Ngoc Dung, Chairman of Hanoi People's Committee Tran Sy Thanh, and leaders of several central and local ministries and branches.

As a public service unit under the Department of Labor, Invalids and Social Affairs of Hanoi City, the Center for Nurturing Children with Disabilities is currently caring for, nurturing, rehabilitating, and teaching culture and vocational guidance to 130 children with severe disabilities, including 62 deaf-mute children, 44 children with intellectual disabilities, 7 children with motor disabilities, and 17 children with autism and hyperactivity.

Currently, the Center is organizing 11 cultural classes (from 9-15 children/class), including 8 cultural classes for hearing-impaired children and 3 classes for mentally retarded children.

Children are entitled to a nurturing regime according to the City's regulations of VND 1,760,000/subject/month and VND 350,000/subject/month for other expenses.

In general, deaf and mute children after leaving the Center are able to integrate into the community and become independent. Children with especially severe disabilities who cannot reintegrate into the community when they are too old, the Center reports to the Department to transfer them to another center for lifelong care.

'Leave no one behind'

Speaking here, Prime Minister Pham Minh Chinh expressed his joy and emotion when visiting, meeting and talking with teachers and students of the Center - a place that cares for, nurtures,educates and provides career guidance for disadvantaged students who suffer many disadvantages compared to their peers.

On behalf of the Party and State leaders, on behalf of General Secretary Nguyen Phu Trong, with warm feelings, the Prime Minister sends to teachers, cadres, civil servants, public employees, workers in the education sector, and all students and children nationwide in general and students and children with special circumstances in particular my warmest greetings, kind regards and best wishes; wishing all students a happy, safe, meaningful and enjoyable summer vacation with their families, relatives, teachers and friends.

The Prime Minister emphasized that children are the happiness of every family and the future of the country. Caring for, educating and protecting children is a strategic and long-term issue, contributing significantly to the preparation and improvement of the quality of human resources to serve the cause of industrialization, modernization and international integration, building a strong and prosperous Vietnam, and making the Vietnamese people increasingly happy and prosperous. Investing in children is investing in the future of the country, investing in long-term, sustainable, fast and highly effective development. Doing this well is the responsibility of Party committees at all levels, authorities, organizations, families, schools and the whole society.

Over the years, our Party and State have always paid special attention to the work of protecting and caring for children, creating the best conditions for children to develop comprehensively, have a safe and healthy living environment; respect, listen, consider and respond to children's opinions and wishes; do not discriminate and ensure the best interests of children in related decisions; consider this a strategic and long-term issue.

The Party and the State have perfected institutions, mechanisms and policies on child protection and care, organized smooth, synchronous and comprehensive implementation from the central to grassroots levels, mobilized all resources, invested in facilities, teachers and curriculum so that students have the conditions to study, including children with disabilities who are cared for and educated, have the opportunity to overcome adversity and develop their best abilities.

All levels, sectors, localities, social organizations, unions and people always pay attention to, invest in and care for the education, protection and health care of children, especially for poor children, children in especially difficult circumstances, disabled children, orphans...

Visiting the Center's facilities, the Prime Minister was pleased to learn that, despite many difficulties and challenges, especially in terms of facilities and teaching equipment, teachers and students have made great efforts to teach and study well.

The Prime Minister affirmed that such attention and care have brought about very positive results, with children with disabilities receiving special attention, in accordance with the spirit of "leaving no one behind", not sacrificing progress, fairness and social security to pursue mere economic growth, taking people as the center, the subject, the goal, the driving force and the resource for development.

Resources for caring for disabled children are mobilized from both the state budget and the goodwill of people, businesses, and the whole society.

Many localities, typically Hanoi, not only fully and promptly implement mechanisms and policies for children with special difficulties and children with disabilities according to general regulations, but also proactively issue specific policies to expand within their authority to better care for these children.

Many schools and specialized vocational education facilities have been built and put into operation to improve learning conditions and quality of life for disabled children, with the heart, affection and sacrifice of teachers.

Contributing to the above results is the role of the Hanoi Center for Nurturing Children with Disabilities, with the task of receiving, caring for, nurturing, rehabilitating, teaching culture and vocational guidance for 130 disabled students.

Through the report of the Center's leaders, the Prime Minister was pleased to know that, despite many difficulties and challenges, especially in terms of facilities and teaching equipment, teachers and students have made great efforts to teach and study well.

In addition to studying culture, the children also learn information technology, receive vocational guidance (currently there are artisans teaching them how to make clay flowers), and are taught life skills and self-service skills to help them integrate into the community. In addition, the children are well cared for, have fun, and participate in many useful and interesting sports and health training activities.

"It can be said that after 46 years of formation and development, the Center has become a common home for students and children, a warm home for intellectuals and love.

This home is where teachers have truly become fathers and mothers who are always persistent, steadfast, tolerant, forgiving, sympathetic, patient, teaching and educating, imparting knowledge, advising, comforting, encouraging, and sharing with the children's difficulties and disadvantages.

This shelter is the place to support, inspire, and help the children to constantly strive, try, and with will and determination, overcome adversity to study well, practice well, become good children, good students, good grandchildren of Uncle Ho and quickly integrate into the community," the Prime Minister was moved.

The Prime Minister was very pleased to know that after being raised and cared for at the Center, some children were sent by their families to continue their secondary school education, while others were accepted by companies and businesses for vocational training and jobs with incomes ranging from 3 to 10 million VND/month.

These are very encouraging signs, demonstrating the culture and fine humanistic traditions of our nation, helping disadvantaged children have the opportunity to assert themselves and make certain contributions to society; they are clear and vivid proof of the teaching of beloved Uncle Ho: "Nothing is difficult/Only fear of not being steadfast/Digging mountains and filling seas/Determination will make it happen".

On behalf of the Government, the Prime Minister highly appreciated and commended the cooperation and contributions of all levels, sectors, localities, organizations, individuals, and enterprises, especially the role of the Ministry of Education and Training and the Ministry of Labor, Invalids and Social Affairs in protecting and caring for children in general and children with disabilities and those in special circumstances in particular.

The Prime Minister appreciated and commended the efforts and achievements of teachers, students, staff and workers at the Center; especially the special role, love, compassion, altruism, perseverance, endurance and sacrifice of teachers towards students.

Sincerely, sincerely, genuinely care for, protect and educate children with disabilities

The Prime Minister pointed out that the new development stage poses many new difficulties and challenges for the work of children in general and education for children with disabilities in particular. Barriers to access to equal, quality education for children with disabilities need to be further addressed and resolved. "No matter how difficult or challenging, we must do it," the Prime Minister emphasized.

The Prime Minister emphasized, remembering and imbibing the teachings of beloved President Ho Chi Minh: "For the benefit of ten years, we must plant trees, for the benefit of a hundred years, we must cultivate people"; to overcome those challenges, we need to be more determined, make greater efforts, take more drastic and practical actions, and devote more resources to doing a good job of caring for, educating and protecting children in the coming time.

"Let each family truly be a warm home filled with love so that children can be cared for, looked after, feel safe and happy, and feel equality! Let each school be a happy home, so that 'every day at school is a joy', so that children can study, practice, interact, mature and develop! Let our entire community and society act practically with the highest responsibility; with the closest and most affectionate feelings; with all our hearts and love! Let us be a solid support, a place for children to place their trust, love and confidence in their future!", the head of the Government shared.

Regarding some specific tasks and solutions, the Prime Minister noted some key points, first of all continuing to effectively implement mechanisms and policies to protect and care for children in general, and educate children in particular.

In particular, focusing on effectively solving a number of problems such as: Lack of educational facilities, especially in big cities and industrial zones; local surplus and shortage of teachers; phenomenon of teachers having inappropriate behavior, violence, abuse... towards children; inadequate textbooks, temporary schools, remote school locations, difficult living, teaching and learning conditions for teachers and students in remote, border and island areas.

Along with that is the issue of ensuring toilets, clean water, nutrition, food safety in school kitchens; dangers such as school drugs, drowning, violent games, injuries, etc.; the lack of safe and beneficial places for entertainment, especially during the summer to prevent and stop bad, toxic, and impure information on the internet, foreign and substandard culture.

The Prime Minister requested to accelerate the implementation of policies and guidelines on people with disabilities, including students and children with disabilities. The Ministry of Education and Training will strengthen coordination with relevant ministries and agencies to focus on completing the planning of specialized educational facilities for people with disabilities and the system of centers to support the development of inclusive education for the 2021-2030 period, with a vision to 2045. Investment implementation can be phased in, appropriate to the resources of each stage.

Local authorities at all levels need to promote public-private partnerships, attract social resources to invest in facilities and specialized teaching and learning equipment, such as Braille, devices to support hearing impairments, visual impairments, autism, intellectual disabilities, etc. for students. Continue to pay attention to fully implementing policies for students in special circumstances.

The Hanoi People's Committee is speeding up the project "Renovation and upgrading of the Hanoi Center for Children with Disabilities" to improve the accommodation, study and living conditions for the children of the Center. At the same time, it is continuing to direct the work of nurturing, caring for, educating and vocational training for children in special circumstances and children with disabilities to become more in-depth, effective and practical.

The Prime Minister hopes that teachers of the system of specialized schools in general and of the Center in particular will constantly strive to overcome difficulties and challenges, continue to share, sympathize, love, educate and guide students to become good citizens, useful to society.

The Prime Minister recalled that during his lifetime, beloved Uncle Ho entrusted his faith to children through four verses:
