Our province identifies administrative reform as a key and regular political task of Party committees, authorities and the entire political system. Administrative reform focuses on people, and the satisfaction of people and businesses is a measure of the service quality of state administrative agencies at all levels.
Thoroughly grasping that viewpoint, the Provincial People's Committee has focused on directing the synchronous implementation of state administrative reform tasks in the area. Every year, the Provincial People's Committee issues an administrative reform plan, which fully and specifically identifies 6 administrative reform contents: institutional reform; administrative procedure reform; state administrative apparatus reform; civil service reform; public finance reform; building and developing e -government and digital government.
On that basis, the People's Committees of districts, towns and cities develop specific plans for their units and at the same time organize implementation to achieve many important results, especially in administrative procedure reform. During the implementation process, agencies, units and localities regularly review and propose to competent authorities to amend, supplement, replace and abolish administrative procedures that are no longer suitable; propose decentralization of settlement to simplify administrative procedures and shorten the settlement time for administrative procedures under the authority of people and businesses.
After being announced, the administrative procedures have been promptly and fully updated into the national database system on administrative procedures. Up to now, 1,795 administrative procedures have been publicly updated on the National Database and linked to the electronic information pages of agencies and localities, of which the total number of administrative procedures under the jurisdiction of the district level is 222 administrative procedures, and 121 administrative procedures at the commune level. 6/6 People's Committees of districts, cities and towns have publicly posted administrative procedures (including: public list of administrative procedures, processes, forms; list of online public services and administrative procedures performed via postal services) for organizations and individuals to look up and perform; publicly posted results of administrative procedure settlement on the provincial administrative procedure settlement information system.
According to the assessment results and determination of the Administrative Reform Index of the Department of Home Affairs, the average value of the Administrative Reform Index of districts, towns and cities in 2021 reached 90.13 points, in 2022 reached 90.70 points, in 2023 reached 90.37 points, all higher than the average value of the results in 2019 and 2020.
Along with reviewing and simplifying administrative procedures, the "one-stop" and "one-stop" mechanisms continue to be maintained to receive, resolve and return administrative procedure results to organizations and individuals through the Reception and Return of Results Department at the district and commune levels. In the whole province, there are currently 133 agencies, units and localities (communes, wards, towns, districts, towns, cities and departments, branches and sectors) implementing the "one-stop" and "one-stop" mechanisms.
From 2021 to the end of August 2024, the District People's Committee has received and resolved 159,527 administrative procedure records for people and organizations (of which, 149,987 records were resolved before the deadline; 9,315 records were resolved on time; and 225 records were resolved after the deadline). The Commune People's Committee has received and resolved 1,234,734 administrative procedure records for people and organizations (of which, 1,129,480 records were resolved before the deadline; 104,350 records were resolved on time; and 904 records were resolved after the deadline). In addition, the People's Committee at the commune level has supported the settlement of 6,359 administrative procedure files (mainly related to the fields of justice, land - construction, administrative management of the Police) right at home for the elderly, the weak, the lonely, the disabled with difficulty in traveling, etc.
Implementing the slogans "5 know", "3 show" of the model "Friendly government serving the people" and the province's regulations on office culture, compliance with discipline, administrative discipline, up to now, in general, the team of cadres, civil servants, and public employees at district and commune levels in communicating, behaving, and solving work for people and organizations have had a respectful, polite, close, friendly, and open attitude; paying attention to listening and explaining issues that people and organizations do not understand or are not clear about administrative procedures according to State regulations; guiding and helping people and organizations to make declarations according to forms to complete procedural records quickly, without wasting much time traveling, and without causing frustration for people.
The survey results assessed the satisfaction level of people and organizations after completing the settlement of administrative procedures for the People's Committees at the district and commune levels. The number of votes for very satisfied evaluation accounted for over 80%; the number of votes for dissatisfied evaluation at the district level was absent, and at the commune level was very low (0.041%).
The results achieved in administrative reform have contributed to building a democratic, modern, professional, disciplined, public, transparent, streamlined, effective and efficient administration with the capacity to create development and serve the people. This is an important premise for our province to continue to effectively carry out administrative reform tasks in the coming time, promote socio -economic development, improve and enhance people's lives.
