Promoting disbursement of public investment capital

(VLO) Chairing the regular meeting in July, Mr. Lu Quang Ngoi - Chairman of the Provincial People's Committee, directed departments, branches and localities to resolutely promote the disbursement of public investment capital, considering this a top priority.

Strengthen discipline, focus on accelerating site clearance, resettlement, construction progress and promptly removing difficulties and obstacles for projects.

Speed up construction progress, disbursement of works/projects, creating development momentum.

Leaders of the People's Committees of some localities said that the site clearance work is currently facing some difficulties, partly due to the conflict between old regulations and the Land Law that took effect from August 1.

Mr. Dang Van Luong - Chairman of Vinh Long City People's Committee, said: "The Land Law takes effect from August 1. Decree No. 88 dated July 13, 2024 of the Government regulating compensation, support, and resettlement when the State acquires land also takes effect from August 1. So are the old documents issued by the province still valid?...".

Accordingly, Mr. Luong asked for direction from the Provincial People's Committee "to effectively carry out site clearance work, especially for ODA projects".

According to the Provincial Steering Committee for Basic Construction, the province's total public investment capital plan for 2024 is VND 4,793,703 billion. Mr. Vo Quoc Thanh - Director of the Department of Planning and Investment, said that as of July 29, disbursement reached 22.8%, lower than the national average (31.6%).

According to Mr. Thanh, besides objective causes, there are also subjective causes.

Mr. Thanh analyzed that in the first 6 months of 2024, growth was even in all sectors, but GRDP increased by 4.77%, in which the decrease in the construction sector dragged down overall growth.

Mr. Thanh proposed that projects should urgently complete design estimates, site clearance, and focus on transitional projects to speed up construction progress. Leaders of departments, branches, and localities directed investors to urge contractors to have specific construction progress.

Regarding the entanglement between the old and new Land Laws, Mr. Thanh requested members of the Provincial People's Committee to advise on an early resolution to avoid affecting site clearance in localities.

Leaders of departments, branches, and district-level People's Committees closely and resolutely direct basic construction work because "whichever unit or locality is interested, there will be good disbursement".

According to the Provincial People's Committee, in July, the province's socio -economic situation continued to achieve many positive results. The total state budget revenue in the month is estimated at 367 billion VND; in the first 7 months of 2024, it is estimated to be over 4,201.4 billion VND, reaching 70.64% of the annual estimate, up 11.1% over the same period.

Besides, agricultural production continued to be stable; industrial production, trade, services, and tourism achieved positive results; and exports grew quite well.

Total retail sales of goods and consumer service revenue in the month is estimated at VND5,734.2 billion, up 3.22% over the previous month and up 13.87% over the same period.

The province's total export turnover in the month is estimated at 83.58 million USD, up 5.74% over the previous month and up 29.81% over the same period.

However, natural disasters and landslides are still complicated, affecting production and people's lives; bad credit debt shows signs of increasing; production and business activities of enterprises in some fields are still facing difficulties.

Mr. Lu Quang Ngoi - Chairman of the Provincial People's Committee, commented that, besides the achievements, there are still many potential risks and challenges, especially the health of businesses.

Each industry and sector recovered slowly, in which, the number of dissolved enterprises increased quite high compared to the same period last year.

Therefore, special attention is needed. Mr. Lu Quang Ngoi also noted that the disbursement rate of public investment capital is still low, and determination is needed, considering this as the number 1 priority.

In particular, it is necessary to regularly inspect, urge, and attach responsibility to the head of the unit and investor with the responsibility of disbursing public investment capital.

The Chairman of the Provincial People's Committee assigned the Department of Planning and Investment to review and supervise to advise the Provincial People's Committee to consider timely transferring capital plans to feasible projects/works to disburse capital. At the same time, review and draw lessons from any units that do not implement or implement slowly due to subjective errors.

The Chairman of the Provincial People's Committee directed investors and localities to be committed and determined in performing their tasks.

Review the tasks of 2024 to direct drastically and must accelerate the progress of the contents, not to delay, especially the monitoring, inspection, urging and commitment work of July that has not been completed, then put it into the August plan to be resolved completely.

At the same time, it is necessary to regularly and promptly monitor and resolve difficulties and problems for businesses and people; and increase investment attraction.

The Chairman of the Provincial People's Committee directed departments, branches and localities to focus on directing their branches and localities effectively based on their assigned functions and tasks. In particular, the Department of Agriculture and Rural Development proactively coordinated with localities in preventing and responding to natural disasters and complicated storms.

The Department of Natural Resources and Environment continues to review, re-evaluate, and develop a sand exploitation plan to ensure sand supply for the construction of key national projects according to assigned targets and projects; advise the Provincial People's Committee to issue decisions specified in detail by the 2024 Land Law.

The Department of Construction continues to implement policies to develop social housing and low-income housing projects according to the 2024 Housing Development Plan. Urgently advise the Provincial People's Committee to issue decisions assigned by the 2024 Housing Law to provide detailed regulations. The Department of Transport; the Management Board of Investment and Construction Projects for Civil and Industrial Works; the Provincial ODA Project Management Board focus on speeding up the implementation of projects managed by the industry, especially the Dinh Khao Bridge project, ODA projects... The Department of Culture, Sports and Tourism urgently coordinates with relevant agencies to advise on the plan to organize the Red Ceramic Festival to soon deploy and carry out the next steps.
