The conference has the theme "Promoting the dynamic role of culture, sports and tourism for the country's sustainable development"; held directly in Hanoi, online with the People's Committees of 63 provinces and centrally-run cities.

Also attending were Minister of Culture, Sports and Tourism Nguyen Van Hung; Minister of Information and Communications Nguyen Manh Hung; President of the Vietnam General Confederation of Labor Nguyen Dinh Khang; Chairman of the National Assembly's Committee for Culture and Education Nguyen Dac Vinh; Chairman of the National Assembly's Committee for Foreign Affairs Vu Hai Ha; Chairman of the National Assembly's Committee for Social Affairs Nguyen Thuy Anh; leaders of several central ministries and branches; leaders of centrally-run provinces and cities.

Shifting from the mindset of "doing culture" to "state management of culture"

At the conference, delegates listened to reports, discussed enthusiastically, and fully and comprehensively assessed the results achieved in 2023; the key tasks and solutions in 2024 of the Culture, Sports and Tourism sector; and at the same time, assessed after two years of implementing the Conclusion of General Secretary Nguyen Phu Trong at the 2021 National Cultural Conference, with the tasks and solutions for cultural development that have been specified in activities and work by the Ministry of Culture, Sports and Tourism and ministries, departments, branches, and localities across the country.

The conference assessed that in 2023, with the attention and support of Party and State leaders, the collective efforts, timely and accurate advice, the entire Culture, Sports and Tourism sector closely followed and synchronously and effectively implemented the Party's guidelines and policies, the State's laws and policies, the Resolution of the 13th National Party Congress, the Conclusion of General Secretary Nguyen Phu Trong at the 2021 National Cultural Conference, resolutions at regular meetings of the Government; focused on implementing the task of reviving and developing Vietnamese culture; restoring and developing sports and tourism; building progressive, prosperous and happy families. The conference said that the clear success was the shift in thinking from "doing culture" to "state management of culture".

The Department of Culture, Sports and Tourism closely follows major political events of the country, organizes major events of national and inter-regional scale, with highlights and influence; cultural and artistic activities, festivals, sports and tourism to celebrate Spring and Tet take place vibrantly, and are positively received by people and tourists.

In particular, with innovation and creativity in the way of doing things, policies to remove bottlenecks and create new attractions, tourism activities have recovered quickly, with the number of international tourists estimated at 12.5 million, far exceeding the target of 8 million and 3.5 times higher than in 2022; domestic tourists estimated at 108 million, exceeding the plan by 5.8%; the cultural industry has been promoted. Sports activities have received attention and investment, in which, participating in the 32nd SEA Games, the Vietnamese Sports Delegation competed excellently, exceeding the set target, winning the first place overall at a SEA Games held in a foreign country for the first time.

The Department of Culture, Sports and Tourism has identified 2024 as an important year in implementing socio-economic development goals according to the Resolution of the 13th National Party Congress and the 5-year socio-economic development plan for the period 2021 - 2025. The Department of Culture, Sports and Tourism continues to further promote its core role in the cause of "Revitalizing Vietnamese culture in the new era", continuing to effectively implement 6 groups of tasks and 4 groups of solutions to build, preserve and promote the unique values ​​of advanced Vietnamese culture, imbued with national identity, as directed by General Secretary Nguyen Phu Trong at the 2021 National Cultural Conference. The consistent goal and task is to "Strongly arouse the spirit of patriotism, the will of national self-reliance and the aspiration to develop a prosperous and happy country", actively contributing with the whole country to complete the socio-economic development goals and tasks of the year. 2024.

Speaking at the Conference, Prime Minister Pham Minh Chinh emphasized that in recent years, the role and position of the Culture, Sports and Tourism sector has been raised in both awareness and action, affirming: Culture is the endogenous strength of a nation; if culture exists, the nation exists; culture lights the way for the nation; culture is national, scientific and popular.

The Prime Minister said that the organization of the 2021 National Cultural Conference, commemorating the 80th anniversary of the Vietnamese Cultural Outline, shows that the Party and State attach great importance to and pay attention to the cultural field. Along with that, sports help improve the physical, mental and will of each citizen. Each citizen is healthy and resilient, the whole nation is healthy and resilient, the country is strong and prosperous. Tourism is a smokeless industry, a key economic sector in the country's economic development.

The Prime Minister acknowledged and commended the efforts and congratulated the important results achieved by all cadres, civil servants, public employees, artists, actors, athletes, workers, and those working in culture, sports and tourism across the country in 2023, in which the Ministry of Culture, Sports and Tourism completed 133/148 tasks assigned by the Government in 2023, contributing to the overall achievements of the country's socio-economic development.

Note some shortcomings, limitations, difficulties and challenges that the Culture, Sports and Tourism sector needs to strive to overcome such as: Institutions, mechanisms and policies are still limited; coordination within the sector and between the sector and ministries, branches and localities is sometimes and in some places not tight; the cultural institutional system, especially in ethnic minority areas, is degraded and lacks uniformity; the field of physical education and sports still has limitations and inadequacies in both mass sports and high-performance sports; the tourism sector has not recovered as before Covid-19; some complicated cases have been prolonged, causing loss and waste of resources, causing public outrage.

Pointing out the causes and lessons learned in implementing the tasks of culture, sports and tourism; analyzing the context, situation and the coming time, Prime Minister Pham Minh Chinh requested the Culture, Sports and Tourism sector to continue to maximize its endogenous strength, traditions and achievements; overcome difficulties and challenges; create breakthroughs to accelerate, develop quickly and sustainably the culture, sports and tourism of Vietnam.

The Culture, Sports and Tourism sector in general and the Ministry of Culture, Sports and Tourism in particular must be determined to make a breakthrough in institutionalizing the Party and State's guidelines, policies and laws on the development of culture, sports and tourism, especially in areas of activity that are lacking in regulatory laws; focus on reforming administrative procedures, improving the investment and business environment in conjunction with promoting digital transformation; continue to preserve, embellish and promote the values ​​of heritage, national culture, tangible and intangible cultural values ​​of regions; promote digital transformation in heritage management and exploitation; gradually harmonize the relationship between conservation and development; diversify forms of communication and education about heritage.

The Department of Culture, Sports and Tourism coordinates with other departments and localities to prioritize investment in construction, upgrading and renovation, along with improving the quality and efficiency of the cultural institution system; well organize cultural and artistic activities to celebrate major holidays and important events of the country; strongly promote the role of families in nurturing and building human ethics and personality, and upholding social ethical standards. Strengthen and improve the efficiency, innovate the operating model and management methods of state management agencies on physical education and sports. Promote socialization in the development of physical education and sports; have mechanisms and policies to promote sports economy. Innovate the mass physical education and sports movement associated with the Campaign "All people practice physical training following the example of great Uncle Ho"; Resolutely and effectively implement the Safe Swimming Program, prevent drowning accidents in children and the Overall Project on physical development and stature of Vietnamese people by 2030.

Prime Minister Pham Minh Chinh requested to strongly innovate the methods and content of tourism promotion and advertising; develop a smart tourism ecosystem associated with digital transformation to strengthen service infrastructure connectivity, support and enhance the experience for tourists; increase the application of green and clean technology in tourism. Focus on implementing programs, strategies and projects approved by the Government and the Prime Minister; proactively coordinate with relevant ministries, branches and localities to propose specific mechanisms, policies and solutions to support, remove difficulties and obstacles, comprehensively and synchronously develop the tourism industry... With the goal of striving for 2024, the tourism industry will welcome and serve 18 million international tourists; 110 million domestic tourists. Total revenue from tourism is estimated at 850 trillion VND.

“We must promote intra-regional, inter-regional, national and international connectivity in culture, sports and tourism. Build “one route, many destinations”, “heritage road”; connect sports; connect people to people, from heart to heart. Ensure equal access to culture, sports and tourism, especially in remote, border and island areas, especially for the disadvantaged”, the Prime Minister especially noted.

Requesting more attention to caring for the lives, encouraging the spirit, providing practical material support, perfecting long-term and suitable policies for artists, actors, athletes, and people working in the culture, sports and tourism sector, the Prime Minister hopes and believes that all those working in culture, sports and tourism will promote the good traditions and achieved results, continue to join hands, unite, and be unanimous; be more disciplined, more determined, more innovative, and more dedicated; worthy of being "shock soldiers" on the ideological and cultural front, serving the Fatherland, serving the people, for the goal of building a strong and prosperous Vietnam.
