Speed ​​up the progress of tasks related to Da Nang Free Trade Zone

DNO - The City People's Committee has just issued Decision No. 556/QD-UBND to complete the Working Group to implement the establishment of the Da Nang Free Trade Zone.

According to the decision, Chairman of the City People's Committee Luong Nguyen Minh Triet is the Head of the Team; Vice Chairman of the City People's Committee Tran Chi Cuong is the Permanent Deputy Head. The Deputy Heads include: Head of the Management Board of the High-Tech Park and Industrial Parks Vu Quang Hung; Director of the Department of Industry and Trade Le Thi Kim Phuong; Head of the Customs Branch of Region XII Duong Xuan Sinh.

The working group is responsible for advising the City People's Committee in implementing the activities of the Da Nang Free Trade Zone; working on a part-time basis and enjoying the regimes according to current regulations. The Head and Standing Deputy Head are allowed to use the seal of the City People's Committee; the Deputy Heads are allowed to use the seal of their agencies and units to carry out the tasks of the working group when authorized by the Head.

At the same time, the City People's Committee issued Plan No. 07/KH-UBND on implementing Decision No. 1142/QD-TTg dated June 13, 2025 of the Prime Minister on the establishment of Da Nang Free Trade Zone.

Thereby, relevant agencies and units are required from now until the end of 2025 to develop documents proposing new policies in addition to the policies stipulated in Resolution No. 136/2024/QH15 of the National Assembly on the organization of urban government and pilot a number of specific mechanisms and policies for the development of Da Nang city for the Da Nang Free Trade Zone.

Immediately deploy tasks on adjusting planning at all levels, ensuring current regulations and related procedures on land within the boundaries of the Da Nang Free Trade Zone for 5 locations that can be done immediately: location 2 - part of Lien Chieu Industrial Park (in Hai Van ward - 77ha); location 3 in Hai Van ward (500ha); location 5 in Ba Na commune (located in the Ba Na Suoi Mo tourist complex of 90ha); location 6 in Ba Na commune (Functional area in the hillside urban subdivision of 154ha); location 7 in Ba Na commune and Hoa Vang commune (401ha). At the same time, urgently develop a plan for site clearance in densely populated locations (location 1, location 4).

Departments, branches and sectors research and develop policies to support investors in investing in the construction of technical infrastructure and social infrastructure in Free Trade Zones; policies to support site clearance costs for strategic investors in densely populated locations with high site clearance costs.

Develop a set of criteria for selecting strategic investors and secondary investors; organize investment promotion activities and select investors; coordinate investment promotion activities between the Da Nang Free Trade Zone and the Da Nang Financial Center.

Departments, branches and sectors propose medium-term capital sources for basic construction (central and local) to implement projects and technical infrastructure works serving the Da Nang Free Trade Zone from public investment sources, focusing on traffic infrastructure and information and communication infrastructure projects; carry out investment preparation work, submit to competent authorities for approval; complete the personnel apparatus, organize training and coaching on related state management skills; issue regulations on coordination and operational management.

Departments, branches and sectors propose competent authorities to issue documents regulating and guiding customs procedures, customs inspection and supervision of goods exported and imported into the Da Nang Free Trade Zone; deploy the development of specialized software on customs inspection and supervision; develop an organizational structure project, review and propose the need for customs inspection equipment...

Departments, branches and sectors should study, survey and propose to expand and adjust the boundary of the Da Nang Free Trade Zone to the south to prepare for the preparation of documents to adjust the boundary of the free trade zone at the appropriate time.
