Speed up investment in wastewater collection projects along the Han River

Taking advantage of favorable weather, the Project Management Board for Investment and Construction of Traffic and Agricultural Works directed contractors to speed up the construction progress of the project to invest in the construction of a wastewater collection system in the Hoa Xuan area (Cam Le district).

The project has a total investment of 420 billion VND, of which the construction package has a contract value of 358.4 billion VND, constructed by the joint venture of Dacinco Construction Investment Company Limited - Construction Joint Stock Company No. 5 - Hanoi Water Works Construction Joint Stock Company - Nhat Huy Construction and Trading Company Limited with a contract implementation period of 970 days (from August 2024 to April 2027).

However, due to the urgent nature of the project to prevent and minimize wastewater overflow into the Han River, regulating lakes, canals, ditches, etc., the Project Management Board for Investment and Construction of Traffic and Agricultural Works is directing contractors to complete the project within 850 days (end of 2026). In particular, it is necessary to speed up the construction progress so that it can be completed in 2025 if difficulties and problems are resolved soon.

According to records, contractors are focusing on human resources and construction equipment on 31 self-flowing pipeline sections (4 sections have been completed); 3 pressure pipeline sections and 4 pumping stations. However, contractors are facing difficulties and obstacles in some sections and locations due to weak ground and technical infrastructure that needs to be handled, people have not yet handed over the site, some households are obstructing the construction...; the total construction value has reached more than 87 billion VND (more than 24% of the total contract value).

Contractors are focusing on taking advantage of favorable weather to construct items with the expected completion date of the installation of wastewater collection pipes in June 2025 to treat and restore many road sections, sidewalks... before the rainy season. "We are coordinating with relevant units to handle problems and difficulties and urge contractors to focus on construction," said Nguyen Minh Huy, Director of the Project Management Board for Investment and Construction of Traffic and Agricultural Works.

In 2025, the City People's Committee will allocate VND 110 billion to pay for the construction and installation of the Hoa Xuan wastewater collection system investment project (increasing the total capital allocated for this project in 2024 and 2025 to VND 220 billion) to accelerate the construction progress and completion of this project. At the same time, allocate VND 12 billion in construction and installation capital to complete the wastewater collection pipeline project along Tran Hung Dao extended road (Chuong Duong road) from Tien Son bridge to Ngu Hanh Son wastewater treatment plant in 2025 (the pipeline has a total length of 2.56km, collecting wastewater at 10 stormwater discharge outlets to the Han River, Co Co River and 2 discharge outlets at K20 lake).

In addition, 20 billion VND will be allocated to pay for construction and installation work to complete and put into operation a separate wastewater collection system and sewer lines to transfer rainwater to the Han River in the basin from Ho Xuan Huong Street to the border of Quang Nam Province (Ngu Hanh Son District), to minimize the situation of wastewater overflowing into the Han River and the beaches of Khue My, Son Thuy, Non Nuoc, and Tan Tra.

The City People's Committee also allocates funds to carry out investment preparation work in 2025 for investment projects to build projects to minimize wastewater overflow into the Han River, such as: wastewater collection system in the area along the west bank of the Han River (along Bach Dang Street from Nhu Nguyet Street to Binh Minh 6 Street); wastewater collection system in the area along the east bank of the Han River (along Tran Hung Dao Street); upgrading the wastewater collection system along Tran Hung Dao Street from Tran Thi Ly Bridge to Son Tra Wastewater Treatment Plant; renovating and upgrading the wastewater collection system along Chuong Duong Street, from Tran Thi Ly Bridge to Tien Son Bridge; wastewater collection pipeline along the Tien Son - Tuy Loan riverside road, from Do Bridge to National Highway 14B; dredging mud from Do Xu Lake (Thanh Nien Park) to reduce polluted water flowing into the Han River. The City People's Committee requested departments, branches and sectors to urgently complete procedures to prepare project investment and submit for approval of investment policies...

According to the Director of the Drainage and Wastewater Treatment Company, Ha Van Thanh, in the immediate future, to minimize the situation of wastewater overflowing into the Han River, especially at peak times, the company regularly inspects and proactively implements a number of measures to limit wastewater overflow as well as minimize environmental pollution. In particular, the company builds temporary sand dams at the discharge gates to increase the temporary storage capacity of wastewater at the wastewater separation wells (CSO); mineralizes, sprays deodorants to minimize odors at the discharge gates; coordinates to regulate wastewater, increases collection to minimize wastewater overflow at the discharge gates...
