Regional universities increase management layers
Discussing the draft Law on Higher Education (amended), many National Assembly deputies expressed concerns about the operational effectiveness of the regional university model, and at the same time suggested considering whether the regional university model should exist or not.
Delegate Nguyen Van Thi ( Bac Ninh province) expressed concern about the regional university model, which was formed in the 1990s with the goal of concentrating resources on training regional human resources, sharing facilities and human resources, and acting as a focal point for regional development linkages.

"Instead of streamlining the apparatus, regional universities have increased the management levels between the Ministry and schools, created sub-units, prolonged procedures, and dispersed responsibilities. This goes against the spirit of Resolution 71 of the Politburo, which is to eliminate intermediate levels and ensure streamlined, unified, and effective management. Regional universities have not yet organized the shared use of resources. Joint training and joint training programs are not operated. Increasing the number of units has increased the payroll. The shared use of lecturers is only limited to transfers between schools," delegate Thi analyzed.
National Assembly delegates from Bac Ninh province said that regional university brands have not been clearly identified. In many fields, society recognizes the names of member schools more than the names of regional universities, limiting competitiveness and affecting international rankings and cooperation.
Therefore, delegate Nguyen Van Thi suggested that it is necessary to continue to carefully assess the position, role and operational efficiency of the regional university model in the past time to study and propose amendments and completion of the draft Law on Higher Education this time, creating a legal corridor and promoting the pioneering, creative and developing role when building the Law to improve the effectiveness of higher education management.
Delegates suggested that it is necessary to carefully consider whether to continue maintaining this model or not because the above-mentioned shortcomings and inadequacies have existed and lasted for many years.
Should the regional university model be abolished or reorganized?
Sharing the same view, delegate Nguyen Quang Huan (Ho Chi Minh City) said that the concept of "higher education institution" in the draft law, including: university, regional university, national university, multidisciplinary university, is not reasonable, because in national university, regional university there are many "institutions" below.

"If we consider regional universities as the foundation, it does not follow the spirit of Resolution No. 71-NQ/TW. If we follow the spirit of Resolution No. 71-NQ/TW, we must really re-determine whether regional universities should exist or not?", delegate Huan stated.
Delegate Le Thi Thanh Lam (Can Tho City) suggested that the drafting agency continue to research and provide additional regulations on the regional university model. There are still many different opinions surrounding this model, including the opinion that this model should be abandoned or reorganized to increase efficiency and reduce intermediaries.
The delegate said that currently our country has 3 regional universities: Da Nang University, Thai Nguyen University and Hue University. Article 13 of the draft Law describes the National University in quite detail, while regional universities are described in Clause 2, Article 12 as a general description for higher education institutions in Clause 1 and only added the content: "at the same time, have the task of linking regions, developing regions, contributing to the implementation of the national development strategy".
Delegate Le Thi Thanh Lam suggested that the Drafting Committee should remove the regional university regulations or restructure the regional university model in the higher education system. Most of the member schools of regional universities are specialized, which is not the trend of universities in the world. Because multidisciplinary, multi-field and interdisciplinary universities are the current trend.
The delegates recommended that member universities in regional universities should be structured into multi-disciplinary universities with many specialized schools. This could allow each regional university to have many independent universities that are strong enough, continue to invest enough to be strong and meet international criteria and standards and play a role in training research human resources.
"Currently, our Party and State are implementing the policy of streamlining and organizing administrative and public service units. Reviewing and rearranging the regional university model is necessary. Because abolishing this model does not mean abandoning universities that play an important role in regional development, but rather implementing the spirit of Resolution 71-NQ/TW of the Central Committee - eliminating intermediate levels, streamlining the apparatus and increasing the real autonomy of higher education institutions to develop stronger and stronger, more in line with the general development trend of universities", delegate Le Thi Thanh Lam emphasized.
