Participating in giving comments, National Assembly Deputy Mai Van Hai, Provincial Party Committee member, Deputy Head of the National Assembly Delegation of Thanh Hoa province, basically agreed with the report of the National Assembly Standing Committee on explaining, accepting and revising the draft Law on Teachers. Many contents of opinions expressed by National Assembly deputies were seriously accepted.

Participating in giving comments on Article 5 on the principles of teacher management and development, National Assembly Deputy Mai Van Hai basically agreed with the 6 principles stated in the draft law, but suggested that there should be a principle of equality between public and non-publiceducational institutions. Because this principle affirms that whether studying in public or non-public schools, the building and development of the teaching staff is extremely important and students enjoy the same rights and obligations in accessing education and training, avoiding discrimination between types of educational institutions, ensuring the rights of students and teachers. Furthermore, stipulating the principle of equality between public and non-public educational institutions will create a healthy competitive educational environment, improving the quality of education and training.

In Article 14 on teacher recruitment: The draft law also stipulates quite transparently in teacher recruitment, clearly about the authority, responsibility, and decentralization in recruitment of educational management agencies and educational institutions. However, according to the delegate, it is necessary to stipulate that recruitment must follow the principle of ensuring competition in recruitment, only then can the quality of teacher recruitment be improved.

Regarding the authority to recruit, it is recommended to reconsider the assignment of authority to preschools, general education institutions, continuing education institutions, and public specialized schools when they meet the prescribed conditions. Because the ability of schools to organize the recruitment of teachers is difficult, both in terms of organization and recruitment sources. Moreover, it will be difficult to receive, mobilize, and transfer teachers between schools when there is a surplus or shortage of teachers.

Regarding the priority subjects (in clause 3) in recruitment according to delegates, the subjects and scope are not clear. If it includes people who have time to do teaching duties, it will be very broad and difficult to implement. Therefore, it is recommended that there should be specific regulations on appropriate time. Or for vocational education, it is also necessary to specify the time for people who have experience in actual production and business for how many years? Or the regulation assigns the Government to specify this in detail.

In Article 15 on receiving teachers in public educational institutions, delegates suggested that it is also necessary to clarify the regulations to distinguish between receiving and implementing attraction policies, so that only the implementation of receiving teachers is regulated according to the provisions of the law on civil servants, and the beneficiaries of attraction policies should only be regulated separately as in the draft in Article 27 of the draft law.

In Article 27 on policies to attract and promote teachers: These are very important policies in the context of our fundamental and comprehensive reform of education, and are the mainstay policies to attract both talented people and teachers for ethnic minority areas, mountainous areas, border areas, islands and areas with particularly difficult socio-economic conditions. Therefore, the regulations must be strict and feasible to avoid taking advantage of the policy.

Delegates suggested that the subjects should be defined more clearly, that excellent graduates should be included, and that there should be criteria to identify highly qualified people, talented people, people with special gifts, and people with high vocational skills to determine priority subjects.
