The National Assembly approved 44,000 billion VND to pay for officials on leave, 6,623 billion VND to exempt tuition fees

The National Assembly passed a resolution to supplement the regular expenditure estimate of the State budget in 2025, finalizing the allocation of VND 44,000 billion to pay for the regime for officials retiring after the streamlining, and VND 6,623 billion to exempt tuition fees.

The National Assembly approved 44,000 billion VND to pay for officials on leave, 6,623 billion VND to exempt tuition fees

The National Assembly passed a Resolution on adjusting and supplementing the State budget estimate for 2025.

With 436/438 National Assembly deputies present voting in favor (accounting for 91.21% of the total number of National Assembly deputies), the National Assembly passed the Resolution on adjusting and supplementing the State budget estimate for 2025 on the morning of May 17.

The National Assembly resolved to adjust and supplement the 2025 central budget estimate to pay for regimes and policies for cadres, civil servants, public employees, and workers when implementing the arrangement and consolidation of the organizational apparatus prescribed in Decree 178 and Decree 67 of the Government according to the salary reform implementation mechanism.

Specifically, the National Assembly agreed with the Government's proposal, which is to use 15,710 billion VND of the central budget from the salary reform fund to adjust the remaining basic salary level in 2024, to transfer the source to 2025 so that the Government can supplement the expenditure estimates for ministries, central agencies and localities to perform the above tasks.

The National Assembly also agreed to supplement the central budget revenue estimate for 2025 by VND 28,290 billion from the central budget's salary reform accumulation fund, and at the same time supplement the central budget expenditure estimate for 2025 so that the Government can supplement the expenditure estimate for ministries, central agencies, and localities to perform their tasks.

In case the funding demand exceeds the above level, the National Assembly allows the Government to use the accumulated salary reform fund of the central budget for implementation.

Also according to the resolution just passed by the National Assembly, 6,623 billion VND of the central budget's regular expenditure estimate for 2024 that has not been allocated will be transferred to 2025 to implement the tuition exemption policy and perform tasks arising from the reorganization of the apparatus as approved by competent authorities (in addition to paying regimes and policies for cadres, civil servants, public employees, and workers).

Regarding the allocation of State budget expenditures in 2025 for science , technology, innovation and national digital transformation, in case after using the increased revenue from the Central budget in 2024 but not ensuring the allocation of at least 3% of State budget expenditures in 2025, the National Assembly allows the Government to adjust and arrange within the scope of the Central budget expenditure estimates in 2025 that have not been allocated at the beginning of the year for implementation.
