PROPAGANDA OF THE 13TH CONGRESS OF VIETNAM TRADE UNION,
TERM 2023 - 2028

I. THE CONGRESS MARKS THE BIRTH OF THE TRADE UNION ORGANIZATION AND THE NAMES OF VIETNAMESE TRADE UNIONS THROUGHOUT THE PERIODS
1. Congress to establish the Red General Confederation of Labor of North Vietnam
The Congress was convened by the Provisional Central Executive Committee of the Indochinese Communist Party on July 28, 1929, at No. 15 Hang Non Street, Hanoi . The Congress elected the Provisional Executive Committee of the Red General Confederation of Labor of Tonkin headed by Comrade Nguyen Duc Canh, member of the Provisional Central Executive Committee of the Indochinese Communist Party. The Congress approved the Program and Charter of the Confederation, and decided to publish the Labor Newspaper and the Red Confederation Magazine.
The birth of the Northern Red General Confederation of Labor had great significance, becoming the first Vietnamese Trade Union organization, marking an important turning point in the struggle and development of the workers' movement and the working class in Vietnam.
2. Names of Vietnam Trade Unions through the ages
- The Red Union (1929 - 1935) actively propagated, mobilized, organized, and led workers to fight against oppression and exploitation, and to fight for national independence. The struggles attracted a large number of workers from many sectors in Nghe An, Ha Tinh , Bien Hoa, Ha Tien, Pleiku, Saigon, Gia Dinh, Quang Nam... to participate and achieved certain victories.
- The Friendship Union (1936 - 1939), the goal of the Friendship Union was to demand freedom of unions, to demand the implementation of democracy, to gather the masses widely... from 1936 - 1939, there were tens of thousands of struggles of workers forcing the French colonialists to accept a number of demands: increase wages, reduce working hours, freedom of union activities, freedom of assembly, against employers firing and beating workers.
- Anti-Imperialist Workers' Association (1939 - 1941), with the mission of fighting to protect the daily interests of workers, making revolution to overthrow the colonial and feudal government, liberating the class and the nation, and leading strikes.
- The National Salvation Workers' Association (1941 - 1946), under the leadership of the Party, with a suitable form of organization and clear goals of struggle, the national salvation workers' movement developed strongly in the North and Central regions, especially in the localities of Hanoi, Hai Phong, Hon Gai... In August 1945, the working class under the leadership of the Party, together with the people of the whole country, overthrew Japanese fascism and the feudal government, won national independence, and established the Democratic Republic of Vietnam.
- Vietnam General Confederation of Labor (1946 - 1961), in response to the new requirements and tasks of the revolution, on June 20, 1946, the National Conference of Trade Union Cadres for National Salvation decided to change the name of "Association of Workers for National Salvation" to "Trade Union" and establish "Vietnam General Confederation of Labor", trade unions at all levels mobilized workers to participate in the fight, mobilized workers to build production facilities, serve the long-term resistance war, and build a socialist North.
- Vietnam General Confederation of Labor (1961 - 1988), from February 23 - 27, 1961, the 2nd Congress of Vietnam Trade Union was held in Hanoi. The Congress decided to change the name of Vietnam General Confederation of Labor to Vietnam General Confederation of Labor.
- Vietnam General Confederation of Labor (1988 to present), the 6th Congress of Vietnam Trade Union (meeting from October 17-20, 1988) decided to change the name of Vietnam General Confederation of Labor to Vietnam General Confederation of Labor.
3. Congresses of Vietnam Trade Union
- 1st Congress of Vietnam Trade Union
Meeting from January 1 to 15, 1950 in Thai Nguyen province, the Congress resolved on the immediate tasks of the Trade Union in relation to the Party's resistance and nation-building policy. The Congress elected the Executive Committee of the Vietnam General Confederation of Labor, consisting of 21 official members and 4 alternate members. Comrade Hoang Quoc Viet, member of the Central Standing Committee, was elected Chairman, and Comrade Tran Danh Tuyen was elected General Secretary.
- 2nd Congress of Vietnam Trade Union
Meeting from February 23 to 27, 1961, in Hanoi. The Congress approved coordination measures to implement the guidelines and policies outlined by the Third National Congress of the Party on the construction of socialism in the North, creating a solid foundation for the struggle for peaceful reunification of the country. The Congress decided to change the name of the Vietnam General Confederation of Labor to the Vietnam General Confederation of Labor. The Congress elected the Executive Committee of the Vietnam General Confederation of Labor, consisting of 55 official members and 10 alternate members. Comrade Hoang Quoc Viet, member of the Politburo, was elected Chairman; Comrade Tran Danh Tuyen, alternate member of the Party Central Committee, was elected General Secretary.
- 3rd Congress of Vietnam Trade Union
Meeting from February 11 to 14, 1974 in Hanoi. The Congress praised the great achievements of the working class and the trade union movement in the cause of fighting against the US to save the country and build socialism; set out tasks for trade union work in the new period. The Congress elected the Executive Committee of the Vietnam General Confederation of Labor consisting of 72 members, the Secretariat consisting of 09 members. Comrade Ton Duc Thang, President of the Democratic Republic of Vietnam, was elected Honorary President of the Vietnam General Confederation of Labor. Comrade Hoang Quoc Viet, member of the Party Central Committee, was elected President; Comrade Nguyen Duc Thuan was elected Vice President and General Secretary. Comrades Nguyen Cong Hoa and Truong Thi My were elected Vice Presidents.
- 4th Congress of Vietnam Trade Union, term 1978 - 1983
Meeting from May 8 to 11, 1978 in Hanoi. The Congress concretized the revolutionary tasks of the working class and the trade union movement in the spirit of the Resolution of the 4th Party Congress, the key task was to gather and mobilize workers to enthusiastically compete in labor production, successfully implementing the second 5-year State plan. The Congress elected the Executive Committee of the Vietnam General Confederation of Labor consisting of 155 members, the Secretariat consisting of 12 members. Comrade Nguyen Van Linh, member of the Politburo, was elected Chairman; Comrade Nguyen Duc Thuan, member of the Party Central Committee, was elected Vice Chairman and General Secretary; Comrade Nguyen Ho was elected Vice Chairman.
- 5th Congress of Vietnam Trade Union, term 1983 - 1988
Meeting from November 16 to 18, 1983 in Hanoi. The Congress set out the following tasks: To promote the emulation movement in labor production among workers and civil servants; to launch the emulation movement of workers and civil servants serving agriculture, gradually moving agriculture towards large-scale socialist production; to restore social order on the circulation and distribution front... The Congress elected the Executive Committee of the Vietnam General Confederation of Labor consisting of 155 members, and the Secretariat consisting of 13 members. Comrade Nguyen Duc Thuan, member of the Party Central Committee, was elected as Chairman; Comrade Pham The Duyet, member of the Party Central Committee, was elected as Vice Chairman and General Secretary. The 5th Congress of the Vietnam Trade Union unanimously agreed to take July 28, 1929, the founding date of the Northern Red General Confederation of Labor, as the Founding Day of the Vietnam Trade Union. In February 1987, comrade Pham The Duyet, member of the Party Central Committee, was elected President of the Vietnam General Confederation of Labor; comrade Vu Dinh was elected Vice President, and comrade Duong Xuan An was elected General Secretary.
- 6th Congress of Vietnam Trade Union, term 1988 - 1993
The Congress was held from October 17 to 20, 1988 in Hanoi. The goal of the Congress was to "Implement the Party's renewal policy for jobs, life, democracy and social justice". The Congress decided to change the name of the Vietnam General Confederation of Labor to the Vietnam General Confederation of Labor. The Congress elected the Executive Committee of the Vietnam General Confederation of Labor consisting of 155 members and the Secretariat consisting of 15 members. Comrade Nguyen Van Tu, member of the Party Central Committee, was elected President of the Vietnam General Confederation of Labor; Comrade Cu Thi Hau, member of the Party Central Committee, was elected Vice President; Comrade Duong Xuan An was elected Vice President.
- 7th Congress of Vietnam Trade Union, term 1993 - 1998
Meeting from November 9 to 12, 1993 in Hanoi. The Congress determined the goal as "Renewing the organization and activities of trade unions; contributing to building and defending the Fatherland; caring for and protecting the interests of workers and laborers". The Congress elected the Executive Committee of the Vietnam General Confederation of Labor consisting of 125 members, the Presidium consisting of 15 members. Comrade Nguyen Van Tu, member of the Party Central Committee was elected as Chairman; Comrade Cu Thi Hau, member of the Party Central Committee was elected as Vice Chairman; Comrades Hoang Minh Chuc, Nguyen An Luong, Hoang Thi Khanh were elected as Vice Chairmen.
- 8th Congress of Vietnam Trade Union, term 1998 - 2003
Meeting from November 3-6, 1998 in Hanoi. The goal of the Congress was “For the cause of industrialization and modernization of the country. For jobs, life and democratic rights of workers, civil servants and laborers. Building a strong working class and trade union organization”. The Congress elected the Executive Committee of the Vietnam General Confederation of Labor consisting of 145 members, the Presidium consisting of 17 members. Comrade Cu Thi Hau, member of the Party Central Committee was elected as President; comrades Nguyen An Luong, Dang Ngoc Chien, Do Duc Ngo, Nguyen Dinh Thang were elected as Vice Presidents.
- 9th Congress of Vietnam Trade Union, term 2003 - 2008
Meeting from October 10 to 13, 2003 in Hanoi. The Congress proposed the slogan of action "Building a strong working class and Trade Union organization, caring for and protecting the legitimate and legal rights and interests of workers, civil servants, and laborers, contributing to strengthening the great national unity, successfully implementing the cause of industrialization and modernization of the country". The Congress agreed on the number of members of the Executive Committee of the Vietnam General Confederation of Labor to be 155, at the Congress elected 150 members, elected a Presidium of 19 members. Comrade Cu Thi Hau, member of the Party Central Committee was elected as President; comrades Dang Ngoc Tung, Nguyen Hoa Binh, Nguyen Dinh Thang, Do Duc Ngo, and Dang Ngoc Chien were elected as Vice Presidents. In December 2006, comrade Dang Ngoc Tung, member of the Party Central Committee was elected as President. In September 2007, comrades Hoang Ngoc Thanh, Mai Duc Chinh, Nguyen Thi Thu Hong, and Nguyen Van Ngang were elected Vice Chairmen.
- 10th Congress of Vietnam Trade Union, term 2008 - 2013
Meeting from November 2-5, 2008 in Hanoi. The Congress set the goal of "Continuing to innovate the content and methods of operation of trade unions at all levels; focusing on the grassroots, taking the grassroots as the main area of operation, taking union members, workers, civil servants and laborers as the target of mobilization; strongly shifting trade union activities into organizing and implementing the function of representing and protecting the legitimate and legal rights and interests of union members, workers, civil servants and laborers; building harmonious, stable and progressive labor relations; contributing to promoting the cause of socio-economic development of the country". The Congress agreed that the number of Executive Committee of the Vietnam General Confederation of Labor is 165 members, at the Congress elected 160 members. Comrade Dang Ngoc Tung, member of the Party Central Committee was elected as Chairman; comrades Nguyen Hoa Binh, Hoang Ngoc Thanh, Mai Duc Chinh, Nguyen Thi Thu Hong, Nguyen Van Ngang were elected as Vice Chairmen.
- 11th Congress of Vietnam Trade Union, term 2013 - 2018
Meeting from July 27 to 30, 2013, in Hanoi. The Congress set out the general goals and directions as “Continue to innovate the content and methods of trade union activities towards union members and workers, for the sustainable development of the country; focus on the grassroots, perform well the function of caring for the lives, representing, protecting the legitimate rights and interests of union members and workers; participate effectively in state management, socio-economic management; improve propaganda, mobilization, education and organization of patriotic emulation among union members and workers…”. The Congress agreed that the number of members of the Executive Committee of the Vietnam General Confederation of Labor is 175 members, at the Congress elected 172 members, elected the Presidium of 27 members. Comrade Dang Ngoc Tung, member of the Party Central Committee was elected as Chairman; Comrades: Tran Thanh Hai, Mai Duc Chinh, Nguyen Thi Thu Hong, Nguyen Van Ngang, Tran Van Ly were elected as Vice Presidents. On April 14, 2016, Comrade Bui Van Cuong, member of the Party Central Committee, was elected as President. On March 17, 2017, Comrade Tran Van Thuat was elected as Vice President.
- 12th Congress of Vietnam Trade Union, term 2018 - 2023
Meeting from September 24 to 26, 2018, in Hanoi. The Congress set the goal of "Improving the effectiveness of representation, caring for and protecting the rights of union members and workers, for sustainable employment and increasingly better living standards. Propagating, educating, raising class awareness, political mettle, patriotism, legal understanding, high responsibility, good skills, contributing to building a strong Vietnamese working class. Perfecting the organizational model, innovating the method of operation, building a team of union cadres with mettle, intelligence and professionalism; gathering and attracting a large number of workers to the Vietnam Trade Union; building a strong Vietnam Trade Union. Actively participating in Party building, building a clean and strong political system; contributing to building and defending the Fatherland".
The Congress decided that the number of members of the Executive Committee of the Vietnam General Confederation of Labor is 175, at the Congress elected 161 members; decided that the number of members of the Presidium is 27, at the Congress elected 22 members. Comrade Bui Van Cuong, member of the Party Central Committee, was elected Chairman. Comrades: Tran Thanh Hai, Tran Van Thuat, Phan Van Anh, Ngo Duy Hieu were elected Vice Chairmen. On July 28, 2019, Comrade Nguyen Dinh Khang, member of the Party Central Committee, was elected Chairman. On January 12, 2022, Comrade Thai Thu Xuong was elected Vice Chairman. On March 22, 2023, Comrade Huynh Thanh Xuan was elected Vice Chairman.
II. RESULTS OF IMPLEMENTING THE RESOLUTION OF THE 12TH CONGRESS OF VIETNAM TRADE UNION
1. The task of representing and protecting the legitimate and legal rights and interests of union members and workers has received attention and achieved outstanding results, contributing to building harmonious, stable and progressive labor relations.
- Collected recommendations and promoted the intelligence of union members, workers, and union officials in contributing ideas, recommendations, and proposals to the Party and State on building mechanisms, policies, and laws to protect the legitimate and legal rights and interests of workers and the Vietnam Trade Union (1).
- The role of trade unions at all levels is increasingly affirmed in councils, steering committees, commissions, and elected mechanisms to protect the rights of union members and workers; especially the role of representing workers in the National Wage Council has been demonstrated (2).
- Participate in litigation to resolve labor disputes with high results (3).
- The work of propaganda, dissemination, education and legal consultancy for union members and workers is actively implemented by trade unions at all levels (4).
- The work of inspection, supervision and monitoring of the implementation of policies and laws, especially policies and laws on occupational safety and hygiene and environmental protection, has been effectively implemented (5).
2. Activities to care for the material and spiritual life of union members and workers are focused on and have new developments.
- Continue to develop and perfect many models to care for the lives of union members and workers such as: "Tet Sum Vay" program to help care for the lives of workers, especially poor workers during Tet (6); "Union Shelter" program to help workers build or repair houses (7); "Union Welfare" program with many incentives to serve union members, workers, and all levels of unions (8)...
- Many solutions to help workers access legal credit, gradually improve their livelihoods and raise their living standards have been implemented with attention (9).
3. The work of participating in the prevention and control of the Covid-19 epidemic, accompanying union members and workers affected by the epidemic left many impressions.
- The Vietnam General Confederation of Labor has issued many timely documents directing trade unions at all levels and union members and workers nationwide to participate in epidemic prevention in the context of the Covid-19 outbreak.
- Propaganda and mobilization work for union members and workers to strictly comply with regulations on epidemic prevention and control at the workplace, organize safe production at qualified enterprises... has been carried out seriously, promptly and effectively; coordinated with functional sectors to implement State support policies for workers.
- Proactively issue and implement diverse, large-scale support packages for union members and workers affected by the Covid-19 epidemic(10).
4. Propaganda, mobilization and education work continues to receive renewed attention, contributing to raising awareness of union members and workers.
- Propaganda, political and ideological education, and legal dissemination have been actively implemented in many creative and effective forms (11). The propaganda content is rich and diverse, focusing on propaganda to celebrate major holidays and important political events of the country and trade union organizations in conjunction with propaganda of Conclusion No. 01-KL/TW dated May 18, 2021 and Directive 05-CT/TW dated May 15, 2016 of the Politburo on "Promoting the study and following of Ho Chi Minh's ideology, morality and lifestyle" among workers, civil servants and laborers. The study and following of Uncle Ho's example have been specified in criteria for each target group for regular implementation, thereby many typical and advanced collectives and individuals have emerged (12).
- Deploy many practical, innovative, creative, grassroots-oriented activities during the annual Workers' Month such as: The Prime Minister's program to meet and dialogue with workers, contributing to promptly resolving issues of concern and concern of workers; thematic voter contact activities, dialogue between National Assembly deputies and workers; the "May Dialogue" program, the forum "Workers for businesses, businesses for workers", the activity "Thanking workers"...
- Propaganda and mobilization work for union members and workers to continuously study and improve their qualifications, professional skills, industrial style, and labor discipline are highly valued (13). Attention is paid to and emphasis is placed on building a spiritual and cultural life, creating a healthy playground for workers, especially workers and laborers in industrial parks and export processing zones. Communication work on trade union organizations is of interest and has made breakthroughs, contributing to promoting the image of trade union organizations, gradually pushing back bad, toxic, and distorted information about the working class and trade union organizations.
5. Work on developing union members, building strong union organizations, participating in building the Party, State and political system is focused on implementation.
- The work of developing union members has been focused on and implemented with many new solutions, achieving some important results (14). Actively introducing many outstanding union members to the Party for training and consideration for admission (15).
- The work of building strong trade union organizations and improving the quality of trade union activities at all levels has received attention. The work of arranging and perfecting the organization and staffing of specialized trade union agencies at all levels continues to be vigorously implemented in the spirit of Resolution No. 18-NQ/TW dated October 25, 2017 of the 12th Party Central Committee on "Some issues of continuing to innovate and arrange the organization and staffing of the political system to be streamlined and operate effectively and efficiently" and Decision No. 212-QD/TW dated December 30, 2019 of the 12th Party Central Committee's Secretariat on "Functions, tasks, organization and staffing of specialized agencies of the Fatherland Front Committee and socio-political organizations at the provincial and district levels".
- Training, fostering and building a team of union officials at all levels are deployed synchronously and regularly (16).
- Coordination with functional agencies, departments, branches, socio-political organizations to perform the role of supervision, social criticism, promoting democracy of cadres and union members to contribute ideas to Party building, building a clean and strong government has been focused on and strengthened (17). Actively introducing key cadres of trade union organizations to participate in Party committees, People's Council delegates at all levels and National Assembly delegates of the 15th tenure; participating in contributing many enthusiastic and responsible opinions to build documents for Party congresses at all levels, documents for the 13th National Congress of the Party (18).
6. The patriotic emulation movement of the Trade Union is widely deployed, regularly innovated in content and form.
The organization of patriotic emulation movements has been actively and proactively implemented, attracting a large number of cadres, union members and workers to participate. Notable are the emulation movements "Good workers, Creative workers"; "Innovation, creativity, efficiency in the activities of the Trade Union organization", the campaign "Cadres, civil servants and public employees say no to negativity" associated with the emulation movement "Good advice, good service" by cadres, civil servants and public employees... Many effective emulation movements have been implemented during the complicated developments of the Covid-19 pandemic (19). The achievements in the patriotic emulation movements of trade union organizations and union cadres and members at all levels have been recognized by the Party, the State and the Vietnam General Confederation of Labor, and awarded many noble titles (20).
7. Women's activities continue to be innovated and have positive changes: Participating in building regimes, policies and laws, focusing on specific proposals and recommendations to ensure the rights of female workers; gender equality, family and children, reproductive health, employment, life, improving working conditions, raising salaries, raising ranks, maternity regime, supporting raising young children (21).
8. Foreign affairs and international cooperation activities of trade unions are strengthened and implemented flexibly, adapting to new situations.
- Leadership, direction and management of foreign affairs activities are carried out uniformly throughout the system according to the regulations on foreign affairs management. The Executive Committee of the General Confederation of Labor has issued a Resolution on foreign affairs of the Vietnam Trade Union in the new situation, identifying key issues in international relations, conducting pilot research on gathering, supporting and protecting the rights of Vietnamese workers working legally abroad.
- Actively participate and make positive contributions to international forums and international trade union activities under multilateral mechanisms. Participate responsibly in implementing international obligations; promote an important role in the World Federation of Trade Unions. Effective cooperation with regional and international trade union organizations, the International Labor Organization and non-governmental organizations is enhanced. Bilateral foreign affairs activities are flexibly implemented. Mobilize and gain support, assistance, and cooperation in terms of technology, finance, and experience from international partners, contributing to innovation in the content and methods of trade union activities.
- External information work has positive changes. Training and capacity building for union staff to carry out external activities has been given attention with many diverse forms.
9. Financial and asset management is given attention, creating resources to perform the functions and tasks of the Trade Union organization.
- The Vietnam General Confederation of Labor has issued administrative and career accounting regimes applicable to all levels of unions and deployed a new union accounting software system nationwide; issued many documents regulating and guiding the management of union finance and assets, and issued instructions on the new accounting regime.
- Promote many solutions to effectively manage union fee collection, the proportion of union fee collection has changed positively according to the provisions of the Charter of Vietnam Trade Union. The distribution and use of union financial resources are carried out transparently, in the direction of increasing gradually for lower-level unions, especially grassroots unions (22). The disclosure of union finances has been implemented by all levels of unions according to regulations.
10. Inspection and supervision work is enhanced, contributing to building a strong trade union organization.
- Trade union inspection committees at all levels have strengthened inspection, supervision, and settlement of complaints and denunciations from union members and employees; intervened to help employees return to work, reduced disciplinary levels; resolved issues related to wages, social insurance, unemployment insurance, and severance pay; and recommended disciplinary action according to authority(23).
- The work of preventing and combating corruption and negativity is regularly implemented in all levels of trade unions, integrated with the content of inspection, supervision, settlement of complaints, denunciations and disciplinary action in trade union organizations. Timely detection, prevention and handling of violations in trade union organizations.
- Propaganda, training and professional guidance for union inspection committee officials at all levels are given attention and regularly implemented.
11. Direction and management work continues to have many innovations.
- The role and responsibility of the executive committee and standing committee of trade unions at all levels towards union members and workers are enhanced and promoted; the direction and management work and working style have many innovations towards democracy, increasing decentralization and delegation of power associated with promoting the role and responsibility of leaders; the direction and organization of activities are increasingly flexible and creative, meeting the specific requirements of practical situations.
The Party Delegation of the Vietnam General Confederation of Labor advised the Politburo to issue Resolution No. 02-NQ/TW dated June 12, 2021 on "Innovation of organization and operation of Vietnam Trade Unions in the new situation"; The Executive Committee of the Vietnam General Confederation of Labor issued an Action Program to implement the Resolution in conjunction with implementing the Resolution of the 13th National Congress of the Party with 7 groups of tasks and solutions and focused on directing implementation.
- Theoretical research and practical summaries on workers, scientific and technological activities of trade unions continue to receive attention and have made progress. Focus on implementing administrative reforms associated with the application of information technology in a number of areas of trade union activities, adapting to the new context. The quality of conferences and seminars has been improved.
- Regulations and coordination programs between trade union organizations and the Government, central ministries, branches, unions, local Party committees and specialized authorities, agencies, units and enterprises are strengthened and promoted, contributing to creating timely and synchronous direction and attention, improving the effectiveness of trade union activities.
* General assessment: Over the past five years, in the context of many difficulties and challenges, with the efforts of the trade union cadres, union members and workers, trade union activities continued to have important changes, especially in representing, caring for and protecting the legitimate and legal rights and interests of union members and workers. The scale of the organization has been expanded, the quality of some aspects of work has been improved, in the direction and organization of implementation has been proactive and flexible; many new models, effective and widespread methods have emerged, recognized by union members, workers, Party committees, authorities and employers, continuing to affirm the important role of the Vietnam General Confederation of Labor in representing, protecting and caring for the legitimate and legal rights and interests of union members and workers, making worthy contributions to the cause of national development and innovation.
III. BASIC CONTENTS OF THE 13TH CONGRESS OF VIETNAM TRADE UNION
1. Purpose, meaning and importance of the 13th Congress of Vietnam Trade Union
The 13th Congress of the Vietnam General Confederation of Labor takes place at a time when union members and workers nationwide, together with the entire Party, people and army, are striving, seizing opportunities and advantages, overcoming all difficulties and challenges, determined to successfully implement the Resolution of the 13th National Party Congress, Resolution No. 02-NQ/TW dated June 12, 2021 of the Politburo on "Innovation of organization and operation of Vietnam General Confederation of Labor in the new situation". The Congress is tasked with assessing the implementation results of the Resolution of the 12th Congress of the Vietnam General Confederation of Labor; determining the goals and tasks for the 2023 - 2028 term; reviewing the leadership and direction of the Executive Committee of the 12th Vietnam General Confederation of Labor, electing the Executive Committee of the 13th Vietnam General Confederation of Labor; assessing the implementation, discussing and approving the Charter of the Vietnam General Confederation of Labor (amended and supplemented).
The 13th Congress of the Vietnam General Confederation of Labor is an important milestone, opening a period of development in a new context, building a comprehensively strong Vietnam General Confederation of Labor, a reliable support for union members and workers, and a solid political and social foundation of the Party and State.

3. Goals, tasks, and solutions for the 2023 - 2028 term
a. Goals for the 2023 - 2028 term
Improve the effectiveness of trade union activities, focus on performing well its functions and tasks, promptly meeting the requirements of the new situation, focusing on representing and protecting the legitimate and legal rights and interests of union members and workers. Perfect the organizational model, attract and gather a large number of workers to join the union; build a team of union officials with intelligence, courage, enthusiasm, responsibility, prestige and good working methods. Innovate and strengthen propaganda and mobilization work, improve the political capacity, educational level, professional skills, industrial style, and labor discipline of union members and workers; build a modern and strong working class, contributing to realizing the aspiration to develop a prosperous and happy country. By the end of the term, towards the 100th anniversary of the founding of the Vietnam Trade Union, affirming that the Vietnam Trade Union is strong in all aspects, a reliable support for workers, and a solid political and social foundation of our Party and State.
b. Main tasks and solutions for the 2023 - 2028 term
- Focus on better performing the tasks of representing, caring for, and protecting the legitimate and legal rights and interests, contributing to improving the quality of life of union members and workers.
- Improve the effectiveness of propaganda and mobilization work; innovate the organization of patriotic emulation movements.
- Building a strong Trade Union organization; attracting and gathering a large number of workers into the Vietnam Trade Union organization.
- Participate in building a modern, strong working class, building a clean and strong Party, State and political system.
- Strengthen foreign affairs, continue to affirm the position of Vietnam Trade Union.
- Build strong enough financial resources to perform well the tasks of the Trade Union organization.
- Innovate union operation methods, strengthen inspection and supervision work, contributing to improving the effectiveness of union operations.

The 13th Congress of the Vietnam General Confederation of Labor, term 2023 - 2028 is an important political event marking a new development step of the movement of workers, civil servants, laborers, and the Vietnam General Confederation of Labor; affirming the role and historical mission of the working class, the glorious tradition and great contributions of the working class and the Vietnam General Confederation of Labor in the revolutionary stages of the country under the leadership of the Communist Party of Vietnam./.

(1) The Vietnam General Confederation of Labor has issued over 300 documents with comments, recommendations and proposals on the development of mechanisms, policies and laws. Participated in the development and completion of 15 reports on the implementation of international conventions of the Government, 02 dossiers proposing to join Convention 98 and Convention 105 of the ILO.
(2) In the past 5 years, it has proposed to increase the minimum wage by 23.3%; signed 14,006 new collective labor agreements for enterprises, more than 10 times higher than at the beginning of the term; increased the total number of signed collective labor agreements to 42,324, reaching 71.68% of the total number of enterprises that have established grassroots unions (an increase of 6.03%) with coverage of more than 6.19 million workers.
(3) Participated in litigation to resolve labor disputes in court for 11,908 people, including supporting and participating in litigation to protect 7,399 workers; represented workers in filing individual labor dispute lawsuits for 4,509 people, helping workers receive or be compensated more than 61,205 billion VND.
(4) Conducted 308,332 consulting activities for 1,063,008 union members and workers; 61,145 legal dissemination sessions for 2,666,543 workers.
(5) The grassroots trade union has participated in 28,775 inspections, audits, and supervisions of the implementation of policies and laws on occupational safety and hygiene and environmental protection, and proposed to remedy 77,836 occupational safety and hygiene risks and violations of labor protection policies and regulations. The grassroots trade union has coordinated with employers to conduct 149,650 self-inspections; detected and remedied 207,413 occupational safety and hygiene risks; and developed, revised, and supplemented 114,620 internal regulations and rules on occupational safety and hygiene.
(6) In the period 2018 - 2022, more than 27 million union members and workers were taken care of during Tet with a total amount of more than 26 trillion VND.
(7) More than 9,200 workers had their houses built or repaired with a total support amount of nearly 490 billion VND.
(8) Signed 2,550 cooperation agreements with partners to provide products, services, and goods for 5.5 million union members and workers, benefiting from a total amount of VND 2,143 billion. 81.56% of enterprise-based trade unions organized shift meals for workers, an increase of 18% compared to the beginning of the term, of which 93.55% of units had shift meal values of VND 15,000 or more, an increase of 16.5% compared to the beginning of the term.
(9) Through cooperation with consumer finance organizations, 319,207 union members and workers borrowed VND 5,345 billion at preferential interest rates; more than 1.4 million union members and workers borrowed capital from the National Employment Fund and the fund to support self-employed poor workers, and the microfinance fund with a total amount of VND 5,166 billion.
(10) Support to enhance nutrition for medical staff, frontline forces against the epidemic, workers and laborers at enterprises implementing "three on-site" and "one route, two destinations"; giving union savings books to children of union members orphaned by Covid-19... with a total support amount of nearly 6,000 billion VND, issuing documents to postpone the payment of union fees for businesses facing difficulties, exempting union fees for union members affected by the epidemic... The Presidium of the General Confederation of Labor has issued a Resolution on supporting union members and employees whose working hours have been reduced or whose labor contracts have been terminated due to businesses cutting orders from October 1, 2022 to March 31, 2022. Unions at all levels have received 81,201 applications for support with a total support amount of nearly 119 billion VND, and have completed appraisals and decided to support 55,147 eligible cases with a total support amount of 76.95 billion VND.
(11) Application of digital technology, internet, social networks.
(12) Through the 2-year review of the implementation of Conclusion 01-KL/TW, 133 outstanding collectives and individuals at the General Confederation level were commended and rewarded.
(13) 30,433 units and enterprises have included the task of studying to improve qualifications in the resolution of the workers' conference or in the collective labor agreement; 27,899 units and enterprises have organized vocational training for workers and laborers; 15,701 units and enterprises have organized vocational skills competitions and skilled worker competitions; 18,460 units and enterprises have coordinated with employers to organize "Learning and cultural activity points" to serve workers...
(14) Over the past 5 years, 4,089,357 new union members have been admitted; 25,614 grassroots unions have been established. By the end of 2022, the country will have 11,071,635 union members and 124,889 grassroots unions (an increase of more than 1.02 million union members compared to the beginning of the term).
(15) From 2018 to present, grassroots trade unions have introduced 557,301 outstanding union members (1.4 times higher than the previous term), of which 325,784 outstanding union members were admitted to the Communist Party of Vietnam.
(16) During the term, more than 4,000 trade union officials were sent for training; more than 2.2 million trade union officials were trained and educated in trade union theory and practice (1.6 times higher than the previous term), of which grassroots trade union officials accounted for more than 75%.

(20) The President, the Government and the Prime Minister awarded 176 Medals of various types, 236 Certificates of Merit; 79 Emulation Flags, 01 Labor Hero, 4 National Emulation Fighter titles to collectives and individuals who are union officials and members. The General Confederation awarded 8,453 Emulation Flags, 34,729 Certificates of Merit to collectives and individuals with outstanding achievements in the Emulation Movement "Excellent Labor, Creative Labor"; 4,672 individuals were awarded Certificates of Creative Labor. 658 individuals who are direct laborers without leadership positions, workers and laborers were awarded, reaching 15.2%.
(21) Trade unions at all levels have proactively coordinated with competent authorities to conduct 36,890 inspections and supervisions of the implementation of policies and regimes for female workers. Advised and proposed the Prime Minister's Project 404 on "Supporting the development of private independent child care groups in industrial parks and export processing zones until 2020", Directive 09/CT-CP dated May 22, 2015 of the Prime Minister on promoting the implementation of solutions to solve the problem of preschools and classes in industrial parks and export processing zones; advised and implemented Decree 105/2020/ND-CP dated September 8, 2020 of the Government on regulations on policies for developing preschool education. By the end of 2022, there will be a total of 74,833 mass women's unions, an increase of 4,529 units compared to the beginning of the term; The rate of female cadres participating in the grassroots trade union executive committee reached 50.16% (an increase of 3.76%), the direct superior level at the grassroots level reached 37.11% (an increase of 3.41%), the provincial level reached 32.18% (an increase of 3.78%), a higher rate than the previous term.
(22) The Union's financial expenditure estimate from 2022 has increased the proportion of grassroots union funds used (up to 75% of total union fund revenue), 3 years ahead of schedule in accordance with the spirit of Resolution 7b/NQ-TLĐ of the Executive Committee of the General Confederation of Labor.
(23) Inspected 890,432 cases, supervised 166,263 cases, resolved 3,741 complaints, 248 denunciations, intervened to help 5,950 people return to work, 1,168 people had their disciplinary level reduced, more than 27,000 people had their salary, social insurance, unemployment insurance, and severance pay resolved; the total amount of compensation and support was more than 113 billion VND; recommended disciplinary action according to authority and advised on disciplinary action against 155 collectives, 169 officials, and 237 union members; recommended to pay back nearly 1,073 billion VND of union finances.
