The Department of Agriculture and Rural Development of Quang Tri province has just reported to the Provincial People's Committee requesting the allocation of capital with a total cost of 17.8 billion VND to urgently repair and restore 4 irrigation works currently managed by the Irrigation Works Management and Exploitation Company Limited, including: Vinh Phuoc saltwater prevention dam, Truc Kinh flood spillway, Phu Dung reservoir dam and Chau Thi saltwater prevention dam.

Specifically, Vinh Phuoc saltwater barrier dam, after a long period of operation and exploitation, has been frequently affected by floods and saltwater intrusion, so some construction items have been degraded. Currently, the free spillway is damaged, many sections have sunk, the dam body has been eroded, forming a frog's jaw, and in some places the dam body is hollow, with the risk of sinking and collapsing the dam surface.
The concrete of the spillway, the wing walls and the upstream roof are aging and deteriorating, and in some places have collapsed with a damaged length of 29.7 m. In the summer-autumn crop every year, the difference in water levels upstream and downstream is up to 1.5 m, causing saltwater intrusion into the fields, seriously affecting the water source for agricultural production, especially not ensuring the fresh water source for Tan Luong Water Plant to operate and supply water to Dong Ha City.
Similarly, the Chau Thi saltwater dam has been degraded over time, with landslides and roof slides, concrete peeling off the spillway sill, and the reinforced concrete water retaining sluices have aged, rotted, and degraded, causing water leakage, and not holding and storing enough water to pump for irrigation for production.
Regarding the spillway of Truc Kinh lake, before the 2024 storm season, after inspection, all 3 spillways showed signs of rust. In particular, some steel bars of the auxiliary beam system and support bars were rusted and corroded, causing rot, holes, and breaks; the rubber gaskets were aged and damaged, the load-bearing steel was loose and rusted, reducing the load-bearing capacity, and some auxiliary construction items were damaged and degraded, posing a risk of losing the safety of the construction during the flood season.
Regarding Phu Dung reservoir, during the management and exploitation process, the reservoir has a phenomenon of seepage through the dam body, but at an acceptable level. In 2024, the phenomenon of seepage through the main dam tends to develop more strongly, causing dam slope landslides if not handled promptly and there is a high risk of causing unsafe construction.
