Experts gave their opinions on solutions to create a breakthrough in human resources at the scientific workshop on "Strategic breakthrough in human resources, especially high-quality human resources in the new context", organized by the Central Propaganda and Mass Mobilization Commission in coordination with the Ministry of Health , the National Political Publishing House and Hanoi Medical University on October 8 in Hanoi.
Good experts must be treated like deputy ministers and ministers.
Speaking at the workshop, Mr. Vu Thanh Mai - Deputy Head of the Central Propaganda and Mass Mobilization Commission - said the country is making urgent demands on high-quality human resources.
However, the current situation shows a significant gap between demand and capacity. We are seriously lacking highly qualified human resources, especially in key areas such as high technology, smart healthcare , renewable energy, semiconductors, and artificial intelligence.
He affirmed that high-quality human resources are the driving force of all motivations. Without high-quality human resources, all digital transformation and industrialization strategies and development aspirations will be difficult to realize.

At the workshop, opinions also shared concerns about the quality of human resources, the current quality of education and training as well as the shortcomings in training and using talents.
Experts focused on giving opinions on solutions to create breakthroughs and human resources for the country to enter a new era.
Prof. Dr. Vu Hien - former Vice President of the Central Theoretical Council - said that the private sector must be considered the main force in training high-quality human resources, the private sector must be an important pillar. He also suggested that training in schools must be based on the needs of the labor market to train more closely to practical needs.
Associate Professor Dr. Nguyen Van Phuc - former Deputy Editor-in-Chief of Communist Magazine - contributed the solution that there must be a good remuneration policy for experts.
According to him, a good expert must be treated at the same level as a deputy minister or minister, so that those with good expertise will strive on their professional path, not strive to become an official.
Associate Professor Dr. Le Minh Thong - former Assistant to the Chairman of the National Assembly - agreed with Mr. Phuc's opinion. Mr. Thong said that human resource policy must be such that those with good expertise see the professional path as the most open path for them, not the path of becoming an official.
He also suggested that the working environment and laws must create space for innovation.

Without good politicians, breakthroughs are difficult.
Dr. Nguyen Si Dung - former Deputy Head of the National Assembly Office - affirmed that to create a breakthrough for the country, not only human resources, but also good politicians are needed.
“Without good politicians, it is difficult to have a breakthrough. Good politicians are there to give a vision for the country,” he said.
However, in reality, it is very difficult to have a breakthrough in policy when the current school system in our country does not train politicians. We are behind the world because we lack the vision of politicians.
According to Mr. Dung, a good civil service will help the country develop. A good civil service not only needs good politicians but also efficient civil servants, skilled officials, and those who can compete with the private sector...
To select talented people for the civil service, Mr. Dung said civil servants must be evaluated by KPIs, not by a vote of confidence to get promoted. Civil servants in the transport sector must make sure the roads are not jammed, civil servants in the drainage sector must make sure the city is not flooded when it rains.
In addition, we must pay special attention to human resources in the private sector, and make sure the country has 100 Pham Nhat Vuongs.
