The Prime Minister 's night inspection took place in the context of rising water levels in the Cau and Ca Lo rivers, flooding the Luong Phuc dike, affecting and endangering the lives of people living on the dike.
Secretary of the Hanoi Party Committee Bui Thi Minh Hoai and General Nguyen Tan Cuong, Chief of the General Staff of the Vietnam People's Army and Deputy Minister of National Defense accompanied the inspection delegation.
Ready to evacuate 30,000 people if there is an incident at night
At the scene, the Prime Minister asked the Secretary of the Hanoi Party Committee to be ready with a plan to evacuate people in case of emergency. Accordingly, the Prime Minister asked Hanoi to prepare vehicles to evacuate 30,000 people if there is a dike breach or overflow on the Cong River on the night of October 9.
"If the Cong River does not break or overflow, it will be safe here. If the dike breaks, it will be unsafe here. Vehicles must be prepared to evacuate 30,000 people. How many vehicles will be gathered here must be clear," the Prime Minister directed.

In addition, the Prime Minister requested that people be notified to be ready to evacuate from the above area. The Prime Minister also requested the army to mobilize 2 divisions to be stationed in the Trung Gia area, ready to support the evacuation of people in case of emergency.
"We must prepare places to go and places to stay for 30,000 people, in universities, schools, and cultural houses for people to live. Prepare places to eat and stay for people, and if we have to relocate people for a long time, we must also clearly calculate the plan, we cannot be subjective" - the Prime Minister requested.
For more than a day now, rapidly rising floodwaters have inundated some areas of Trung Gia and Da Phuc communes. The Civil Defense Command has joined forces with the military, police and shock troops to mobilize and support people to move to safe locations; at the same time, they have concentrated forces to protect the dike, preventing floodwaters from overflowing the dike surface.
Up to now, the cofferdam, main dike, and level four dike in An Lac and Phong My villages have been built up about 1 meter, preventing water from overflowing into residential areas inside the dike.
However, on the afternoon of October 9, the foundation of some sections of the Hanoi - Thai Nguyen railway line passing through Trung Gia commune was eroded and washed away, causing the rails to sag and the railway line to be paralyzed.

On the same afternoon, the Vietnam Railway Corporation's forces were present at the scene of the railway incident, assessing the damage and losses to find a solution; it is expected that the repair will be completed and the line will be reopened in the coming day.
The Prime Minister emphasized that these are vulnerable areas, requiring Hanoi to coordinate with relevant ministries, branches and units to closely monitor the flood situation to have appropriate response plans, including taking into account the worst case scenario to proactively evacuate people to safe places, respond and prepare in the spirit of "worrying when expensive, being happy when unsalted", ensuring the safety and lives of people first and foremost.

Consider closing the spillways of upstream hydroelectric reservoirs
In a discussion with the Prime Minister, Hanoi Party Secretary Bui Thi Minh Hoai said she would fully absorb the Prime Minister's opinions and would direct implementation on the night of October 9.
Information from the Northern Hydrometeorological Station warns that floods on the Cau and Ca Lo rivers are at very high levels, causing flooding in low-lying areas, mid-banks and riverbanks. The flooding may last 2 to 4 days, and in some places longer.
The exceptionally large floods also threaten the safety of key dykes, underground dykes, spillways, bridges, culverts and roads in many riverside communes, such as: Trung Gia, Da Phuc, Soc Son, Thu Lam, Phuc Thinh, Quang Minh, Tien Thang, and Noi Bai.
Also at the scene, the Prime Minister called to direct Deputy Minister of Agriculture and Environment Nguyen Hoang Hiep to report on the flood situation on the rivers, requesting agencies to closely monitor the rain and water levels on the rivers to flexibly release water, avoiding dyke breaks downstream, including considering closing the spillways of hydroelectric reservoirs upstream.
Encouraging the forces on dike protection duty, the Prime Minister thanked the officers and soldiers for working through the night with the highest sense of responsibility and urgency, and asked the forces to assign tasks appropriately and in the most scientific and effective way.
The Prime Minister sympathized with the difficulties and losses of the people, hoping that people would always unite and support each other to fight floods, and if there were floods, priority would be given to relief for the elderly and children.
The Prime Minister asked Hanoi City to study a long-term solution for this dike because the river water level has now exceeded the historical flood peak.
