The conference was organized by the Vietnam Women's Union in a combination of in-person and online formats at 34 locations in provinces and cities across the country.
Also attending the Conference were Comrade Bui Thi Minh Hoai, Politburo member, Secretary of the Party Central Committee, President of the Central Committee of the Vietnam Fatherland Front; Minister of Finance Nguyen Van Thang; Vice President of the Central Committee of the Vietnam Fatherland Front, President of the Vietnam Women's Union Nguyen Thi Tuyen; leaders of central and local departments, ministries, branches, mass organizations; representatives of a number of corporations, banks, international organizations, embassies and development partners.

The conference commended, rewarded and honored 61 collectives and 84 women individuals with outstanding achievements in starting a business, supporting women to start a successful business and 50 cooperatives managed by women that are exemplary in production and business activities, attracting and creating many jobs for female workers.
According to reports and presentations at the Conference, the Project to support women in starting a business in the period of 2017-2025 was implemented synchronously, effectively, sustainably, achieving and exceeding all goals. President of the Women's Union Nguyen Thi Tuyen said that the Project has raised awareness, aroused aspirations, inspired, created a widespread start-up movement among women; provided practical support in terms of capital, knowledge, skills, helping hundreds of thousands of women confidently participate in starting a business. The quality of women's start-up projects has been increasingly improved; many projects have been developed into sustainable enterprises, cooperatives, and cooperative groups, creating jobs for tens of thousands of female workers.

In the period from 2026 to 2030, the Project sets out goals such as supporting and consulting 50,000 enterprises, cooperatives, and business households owned by women in need of access to preferential credit sources and start-up and innovation funds; guiding 12,500 business households owned by women to register to convert into enterprises; striving for the ratio of female directors/owners of enterprises and cooperatives to reach 30%...
In the period from 2031 to 2035, provide consulting support to 75,000 enterprises, cooperatives, and business households owned by women who need to access preferential credit sources and start-up and innovation funds; guide 25,000 business households owned by women to register to convert into enterprises; strive to have the ratio of female directors/owners of enterprises and cooperatives reach 35%...

At the Conference, delegates presented papers on the following contents: Breakthroughs in science, technology, innovation and digital transformation contribute to building the economic power of Vietnamese women in the new period; the role and experience of Party committees and authorities in effectively implementing policy credit capital to support women in creative startups; promoting the role of women's unions in supporting women in startups and accessing comprehensive finance; some technical recommendations, commitments to support training, expertise and proposals for long-term cooperation, accompanying the Project from the United Nations Entity for Gender Equality and the Empowerment of Women; experience in mobilizing resources, implementing support for women in creative startups, effectively connecting markets in the context of digital transformation...

Believing that "women entrepreneurs are on a courageous journey", Dr. Nguyen Thi Phuong Thao, Chairwoman of Sovico Group, said that the project to support women entrepreneurs in the 2026-2035 period, which the Prime Minister has just approved, is of special importance; said that enterprises such as Sovico, Vietjet, HDBank, and Vikki Digital Bank are committed to long-term companionship with the Vietnam Women's Union in implementing this project.
More specifically, empowering access to capital - prioritizing disadvantaged women, women in remote areas through expanding preferential credit for women starting digital businesses, green businesses and rural small traders; training in digital skills, e-commerce, smart finance for women; building a startup ecosystem for Vietnamese women, supporting education, culture, innovation; promoting women into leadership positions through expanding training - connection - leadership programs for women in businesses; implementing activities to support flood-affected areas, in which priority is given to women in funding and credit packages for social security, business recovery, post-flood startups...

Supporting over 118,000 women to start businesses and start businesses
Speaking at the Conference, Prime Minister Pham Minh Chinh stated that the Conference is a very important event to evaluate the 8-year implementation of the Project (2017-2025); commend good models, honor outstanding examples; and at the same time, propose orientations, tasks, and solutions to implement the Project in the coming time with a revolutionary spirit, more aggressive, long-term strategic vision, adapting to new requirements and aiming to build a dynamic, connected, and sustainable ecosystem to support women in starting a business.
The Prime Minister stated that women play a central role, are a particularly important component of the whole society, and are a revolutionary force that has made great contributions to the glorious victories in the heroic history of the struggle to build and defend the Fatherland of the Vietnamese people.

The Prime Minister emphasized that no matter where they are, in any circumstances, or in any position, Vietnamese women always strive to overcome all adversities, prejudices, difficulties, and obstacles, strongly promoting traditions and good qualities, not only being the keepers of the warm fire in each family but also being pioneers, creating sustainable social values and directly participating in building and developing the country, as beloved President Ho Chi Minh once affirmed: "Our women are not ordinary/Fighting the East, pacifying the North set a lifelong example"; "The Vietnamese people are a heroic people..., Vietnamese women are heroic women".
The Prime Minister said that throughout the history of the Vietnamese revolution, our Party and State have always paid special attention to the development of women and women's work, and have issued and focused on directing the implementation of many mechanisms, policies and solutions to care for, protect, enhance the role and contributions of women and ensure gender equality in all aspects of life and society.
Vietnam is one of the countries that has achieved the Millennium Development Goals on gender equality and women's empowerment the earliest. The proportion of female leaders and managers in Party and State agencies has increased. Women are also a large workforce in society and participate in business leadership (about 30% of Vietnamese enterprises have women in the ownership structure, much higher than in many other countries). Women play an increasingly important role in the fields of scientific research, culture, sports, tourism, security, foreign affairs, etc.

According to the Prime Minister, whether in rural or urban areas, in enterprises, cooperatives, business households or in families, despite facing barriers, difficulties, inequality, non-traditional security challenges..., Vietnamese women are still striving every day to rise up, seize opportunities, boldly start businesses, and apply technology in work, life and management.
In particular, Vietnamese women have been actively participating in creative startups and economic development through many programs and projects of the Party and the State, typically the Project "Supporting Women to Start a Business in the 2017-2025 period" chaired by the Central Committee of the Vietnam Women's Union, with women as the central and main subjects, and the "Women Start a Business" competitions as a major forum, promoting the spirit of daring to think and daring to do of women, incubating many startup models with sustainable vitality in the community.
"We are very excited and proud that Vietnamese women not only continue the tradition, adding more beauty to the eight golden words that beloved President Ho Chi Minh bestowed upon them: "Heroic - Indomitable - Loyal - Responsible"; but are also writing new qualities of the new era every day, which are "Intelligence - Confidence - Self-respect - Self-control - Courage - Creativity - Compassion". The Prime Minister emphasized that, along with the struggle for gender equality, progress and social justice, we must encourage and create more favorable conditions for women to fully develop their intelligence, capacity and efficiency for the country's rapid and sustainable development, worthy of the important position and role of women in the family and society.
Through the summary report and comments at the Conference, the Prime Minister assessed the Project "Supporting Women to Start a Business in the 2017-2025 Period" (Project 939) as one of the outstanding achievements, the clearest evidence for the correct and creative policies and guidelines of our Party and State in implementing the goal of gender equality and developing the private economy among all classes of women" with "5 important bright spots".
Accordingly, more than 118,000 women have been supported to start businesses and start businesses (nearly 6 times the set target); supported the establishment of more than 1,600 new cooperatives and over 6,000 cooperative groups managed and operated by women (6.6 times the target); more than 130,000 newly established female enterprises have been consulted and supported (1.3 times the target); more than 2,400 billion VND of capital has been connected through banks, support funds, microfinance; over 1,800 competitions and women's start-up festivals have been organized, attracting more than 41,000 creative ideas, creating a strong spillover effect with many projects reaching the international market (clean agricultural products, OCOP...).

The Prime Minister proudly recounted the story of when he traveled abroad and witnessed leaders of other countries giving souvenirs to international guests, which were Vietnamese OCOP products such as lotus seeds, silk, cashew nuts, etc., in which Vietnamese women made a great contribution.
"We are very moved, behind each woman's startup story is a flame of aspiration, determination to rise up, change her life, the spirit of innovation and creativity, and legitimate enrichment is kindled; behind each startup model and project is the tireless, persistent effort, the will to dedicate, the determination and fierceness of Vietnamese women are given wings.
What makes the success of start-up projects special is that they do not stop at ideas, but they have spread into movements and trends, fostering a deep entrepreneurial spirit among all women, especially women in difficult circumstances, so that every woman, when given the opportunity, can walk firmly, confidently, self-reliantly on the path to getting rich, developing the economy, contributing to society, promoting nationalism and patriotism, "leaving no one behind", the head of the Government said.

On this occasion, the Prime Minister also acknowledged and commended the noble acts, demonstrating the national and compatriotic sentiments of women across the country in participating in ensuring social security, especially supporting compatriots in natural disasters like the recent one.
On behalf of the Party and State leaders, the Prime Minister acknowledged, highly appreciated and warmly commended the important results that all levels, sectors, localities and women have achieved in the past time, making important contributions to the overall achievements of the country; commended 195 outstanding collectives and individuals honored at the Conference - these are beautiful flowers, typical nuclei in the national startup movement; at the same time commended and highly appreciated the Vietnam Women's Union in its determination and effective implementation of Project 939.
However, the Prime Minister also frankly acknowledged that there are still limitations, inadequacies, difficulties and challenges. The environment to support startups is not uniform; digital transformation is not comprehensive; management capacity and business skills of a segment of women are still limited. Women in remote areas and ethnic minority women still face many barriers in accessing capital, land, science and technology, markets, etc. The ecosystem to support women startups is not yet closely connected, specialized, and meets the diverse needs of women startups.

Contribute to double-digit growth and achieve two 100-year goals
The Prime Minister said that the success and practical effectiveness of Project 939 in the past time is just the beginning, the foundation, creating motivation and inspiration for the next phase. Based on inheriting and promoting the achievements and proposals of the Vietnam Women's Union, the Prime Minister has just issued Decision No. 2415/QD-TTg dated October 31, 2025 approving the Project to Support Women in Starting a Business for the period 2026 - 2035 (Project 2415).
Project 2415 has many important new points such as identifying women as the center, innovation as the driving force, digital transformation and green transformation as the main methods; developing a dynamic, closely linked and sustainable ecosystem to support women in starting a business; enhancing women's economic power; ensuring synchronization between policies to support women in starting a business and socio-economic development programs; contributing to meeting the country's development requirements in the new period.
According to the Prime Minister, the significance of the Project is not only to support and promote women's start-ups, building a dynamic and creative start-up ecosystem, but also to directly contribute to the implementation of the country's strategic goals: Rapid, sustainable and inclusive development; implementing the national digital transformation strategy, developing the digital economy, digital society, digital citizens; identifying people, specifically women as the center, the subject, the target and the driving force of development; maximizing resources to support women's start-ups and promoting internal resources in combination with external resources; arousing the spirit of self-reliance, self-reliance, aspiration to rise up, and innovation of Vietnamese women.

In the coming time, the world situation will continue to develop in a complex and unpredictable manner, with more difficulties and challenges than opportunities and advantages. This context requires all of us to have higher determination, greater efforts, and more drastic actions to successfully implement the two 100-year strategic goals that our Party, State, and people have chosen, leading the country firmly into a new era of prosperity, civilization, prosperity, happiness, and socialism.
In today's world, science and technology are objective requirements; innovation is a strategic choice; digital transformation is a prerequisite; international integration is an inevitable path; thereby opening up a new, unlimited development space for entities, especially women, in creative startups, mastering science and technology, promoting digital transformation and deep, substantial and effective international integration.
Continuing the revolutionary spirit of the "Three Responsibilities" and "Five Goods" movements in the previous resistance war and nation-building, to contribute to achieving the double-digit growth target in the coming years and the two 100-year goals, the Prime Minister asked Vietnamese women to promote the spirit of "Three Pioneers" and "Five Masters" in creative startups in the spirit of Project 2415.
"3 pioneers" include: (1) Pioneers who dare to think, dare to do, dare to engage in difficult and complex fields, dare to overcome their own limits; (2) Pioneers who innovate, think differently, accept risks; (3) Pioneers who promote integration, connection, flexible adaptation, comply with business ethics and laws, and contribute to social security.
"5 masteries" include: (1) Mastering knowledge and skills; (2) Mastering science, technology, and digital transformation; (3) Mastering finance and development resources; (4) Mastering smart management, optimizing work efficiency; (5) Mastering the market, startup ecosystem, and building corporate brands.
To successfully implement the goals and tasks of Project 2415 in the coming time, the Prime Minister requested Ministers, Heads of sectors, Heads of central agencies and organizations, Secretaries and Chairmen of localities to focus on directing the implementation of a number of key contents.
Firstly, relevant ministries, branches and agencies proactively and actively coordinate closely with the Vietnam Women's Union; deploy mechanisms and policies into concrete actions; prioritize investment and mobilize specific resources to provide practical support for women to start creative businesses, as General Secretary To Lam emphasized at the 95th Anniversary of the Vietnam Women's Union "Investing in women is investing in national productivity and the future of the nation".
Ministries and branches proactively advise, propose, and remove institutional and policy barriers, supporting women in accessing green credit sources, development support funds, venture capital funds, land resources, resources, technology, markets, etc.
At the same time, promote trade, expand markets, support women in transforming production and business towards greening, digitalization, efficiency and sustainability, strengthen international cooperation, and ensure that more and more products of women-owned enterprises participate in supply chains.
Second, provinces and cities clearly identify supporting women in creative startups as a key task in local socio-economic development; proactively issue support plans appropriate to the characteristics of each locality, region, area, and target; create the most favorable environment for women in creative startups; build sustainable women's startup models; support women in participating in sustainable business models, digital transformation, green transformation; honor examples of women in creative startups; focus on solutions to protect women, gender equality, encourage women to study, train, and improve their qualifications. Pay special attention to disadvantaged women in remote, isolated, border, and island areas in equal access to resources and opportunities.
Third, the Prime Minister requested the Vietnam Fatherland Front, socio-political organizations, and press and media agencies to continue to promote their role in monitoring, criticizing, and mobilizing the whole society to support the women's start-up movement, arousing the spirit of creative entrepreneurship and legitimate enrichment of women; encourage women's businesses to develop transparent production and business, safe products; expand digital communications, apply artificial intelligence, and improve women's accessibility, especially in remote, isolated, and ethnic minority areas.
Fourth, the Prime Minister requested business associations, business communities, entrepreneurs, and cooperatives to have specific programs, plans, and solutions to promote women's creative startups and develop women's businesses; support business households owned by women to transform into enterprises; share experiences, inspire, enhance capacity, and connect resources for women members; encourage businesses to fulfill social responsibilities, develop sponsorship models, and accompany women in creative startups. "If we support men in starting businesses to some extent, we must support women in starting businesses two or three times more," the Prime Minister shared.
Fifth, the Prime Minister requested the Vietnam Women's Union to continue to clearly affirm its core role and connecting center in supporting women to start creative businesses, especially in international cooperation, connecting intellectuals, connecting resources, and connecting businesses. Focus on incubating ideas, providing consulting support, connecting capital and markets, building a network of prestigious consultants and experts to support women's startups, building and connecting to develop a synchronous and sustainable ecosystem to support women's startups. Improve the capacity of Women's Union organizations at all levels in effectively implementing activities to support women's startups. Timely honor and commend outstanding examples in the movement of women to start creative businesses. Step up propaganda to arouse the entrepreneurial spirit and the desire to do business and get rich legitimately among women.
According to the Prime Minister, the journey of women's creative entrepreneurship is a noble and glorious journey, but there are many difficulties and challenges that need to be overcome, requiring resilience and creativity. It is a path full of dreams and ambitions, striving to become rich legitimately, develop the economy, and is a journey of courage and constant dedication to create positive values for themselves, their families and the whole society.
With the spirit of "Party leadership - State creation - Women pioneering - Association support - Country development - People well-off", the Government, the Prime Minister and all levels, sectors and localities will always accompany and create the most favorable conditions for Vietnamese women to start creative and effective businesses, further promote their especially important role and position and develop sustainably in the new era.
