On the morning of November 30, Politburo member and Prime Minister Pham Minh Chinh attended the Conference to summarize the Project "Supporting women to start businesses in the period 2017-2025" (Project 939); deploy the Government's Project "Supporting women to start businesses in the period 2026-2035" (Project 2415) and commend typical cooperatives within the framework of the Project "Supporting cooperatives managed by women, creating jobs for female workers by 2030."
The conference was organized by the Vietnam Women's Union directly in Hanoi, online with 34 provinces and cities nationwide. Attending the conference were Politburo member, President of the Central Committee of the Vietnam Fatherland Front Bui Thi Minh Hoai; Minister of Finance Nguyen Van Thang; President of the Vietnam Women's Union Nguyen Thi Tuyen; leaders of central departments, ministries, branches, socio-political organizations; leaders of provinces, cities, corporations, banks, international organizations, and embassies of countries in Vietnam.
Within the framework of the Conference, there will be an exhibition and introduction of typical products, OCOP products of enterprises, cooperatives and business households owned by women; digital transformation interactive space; online exhibition "Women's Entrepreneurship Journey 2017-2025."
Women are supported and confident to start a business
The project to support women in starting a business in the period of 2017-2025 has been implemented synchronously, effectively, sustainably, achieving and exceeding all goals. The project has raised awareness, aroused aspirations, inspired, created a widespread start-up movement among women; provided practical support in terms of capital, knowledge, and skills, helping hundreds of thousands of women confidently participate in starting a business. The quality of start-up projects has been increasingly improved; many projects have been developed into sustainable enterprises, cooperatives, and cooperative groups, creating jobs for tens of thousands of female workers.
In the 2026-2030 period, the Project sets out the goals of supporting and advising 50,000 enterprises, cooperatives, and business households owned by women in need of access to preferential credit sources and start-up and innovation funds; guiding 12,500 business households owned by women to register to convert into enterprises; striving for the ratio of female directors/owners of enterprises and cooperatives to reach 30%...
In the 2031-2035 period, the Project will support and advise 75,000 enterprises, cooperatives, and business households owned by women in need of access to preferential credit sources and start-up and innovation funds; guide 25,000 business households owned by women to register to convert into enterprises; strive to reach the rate of female directors/owners of enterprises and cooperatives at 35%...
At the conference, leaders of ministries, branches, localities, enterprises and international organizations in Vietnam discussed the following issues: Breakthroughs in science, technology, innovation and digital transformation contributing to building the economic power of Vietnamese women; The role and experience of Party committees and authorities in effectively implementing policy credit capital to support women in creative startups; Promoting the role of the Women's Union in supporting women in startups and accessing comprehensive finance; Technical recommendations, commitment to support professional training and proposals for long-term cooperation, accompanying the Project; Experience in mobilizing resources, implementing support for women in creative startups, effectively connecting to the market...
Mr. Ngo Tan Phuong, Vice Chairman of the People's Committee of Bac Ninh province, said that after 8 years of implementing Project 939, the province has supported 473,000 women members to access information and knowledge about starting a business and developing a business; organized thousands of vocational training classes for tens of thousands of female workers... Up to now, the whole province has received 3,948 start-up ideas. Of which, 369 projects have received loans with a total capital of 93.6 billion VND for starting a business; many women have developed production and business, creating jobs for thousands of workers. The People's Committee of Bac Ninh province is committed to continuing to care for, accompany, and create the most favorable conditions for women to start a business through expanding policy credit capital sources, increasing support for training, innovation, product development associated with OCOP, new rural areas and circular economy.
Dr. Nguyen Thi Phuong Thao, Chairwoman of Sovico Group, believes that starting a business has never been easy, especially for women. She shared that many women still have to juggle work and family, social expectations and the pressure to make a living, especially disadvantaged women, ethnic minority women, and women in remote areas. She pledged that businesses such as Sovico, Vietjet, HDBank, and Vikki Digital Bank will accompany the Vietnam Women's Union in the long term to empower Vietnamese women to access capital, improve digital capacity, build a startup ecosystem, and train, connect, and lead women in business.
Dr. Pham Hong Quat, Ministry of Science and Technology, recommends building a culture of entrepreneurship for all people, especially entrepreneurship on digital technology platforms and shared technology infrastructure. In order for "everyone to be able to establish a business," universities, colleges, and high schools need to have long-term human resource training programs, following the orientation of university entrepreneurship and innovation, as well as training programs for students. In particular, the capital and financial markets must have breakthrough policies, because ultimately, the measure of efficiency contributes to economic growth.
Prime Minister Pham Minh Chinh also performed the ceremony to launch the Project to Support Women in Starting a Business for the period 2026-2035. The Prime Minister stated that women play an important role in society, are a revolutionary force that has made great contributions to the glorious victories in the heroic history of the struggle to build and defend the Fatherland. Wherever they are, in any situation, in any position, Vietnamese women always strive to overcome all adversities, prejudices, difficulties, obstacles, and strongly promote traditions and good qualities. They not only keep the warm fire in each family but also pioneer, create sustainable social values and directly participate in building and developing the country as beloved President Ho Chi Minh once affirmed: "Our women are not ordinary/Fighting the East, pacifying the North set a lifelong example;" "The Vietnamese people are a heroic people..., Vietnamese women are heroic women."
Throughout the history of the Vietnamese revolution, our Party and State have always paid special attention to the development of women and women's work. They have issued and focused on directing the implementation of many mechanisms, policies and solutions to care for, protect and enhance the role and contributions of women, ensuring gender equality in all aspects of life and society.
In particular, Vietnamese women have been actively participating in creative startups and economic development through many programs and projects of the Party and the State, typically the Project "Supporting Women to Start a Business in the 2017-2025 period" chaired by the Central Committee of the Vietnam Women's Union. With the central role and subject of women and the "Women Start a Business" competitions, it is a large forum, promoting the spirit of daring to think and daring to do of women, incubating many startup models with sustainable vitality in the community.
The Prime Minister acknowledged and commended the noble acts of women across the country, demonstrating their patriotism and love for their fellow countrymen, in participating in ensuring social security, especially supporting their compatriots in natural disasters like the recent one.
On behalf of the Party and State leaders, the Prime Minister acknowledged, highly appreciated and warmly commended the important results that all levels, sectors, localities and women have achieved in the past time, making important contributions to the overall achievements of the country. The Prime Minister frankly acknowledged that there are still limitations, inadequacies, difficulties and challenges in implementing the project.
Based on the inheritance and promotion of achievements and proposals of the Vietnam Women's Union, the Prime Minister has just issued Decision No. 2415/QD-TTg dated October 31, 2025 approving Project 2415.
Women practice 3 pioneers, 5 masters
Prime Minister Pham Minh Chinh analyzed the world situation and noted that we must have greater determination, greater efforts, and more drastic actions to successfully implement the two 100-year strategic goals that our Party, State, and people have chosen, bringing the country firmly into a new era of prosperity, civilization, happiness, and socialism.
In today's world, science and technology are objective requirements; innovation is a strategic choice; digital transformation is a prerequisite; international integration is an inevitable path. These things have opened up new, unlimited development spaces for subjects, especially women, in creative startups, mastering science and technology, promoting digital transformation and deep, substantial and effective international integration.
Continuing the revolutionary spirit of the "Three Responsibilities" and "Five Goods" movements in the previous resistance war and national construction, to contribute to achieving the double-digit growth target in the coming years and the two 100-year goals, the Prime Minister asked Vietnamese women to promote the spirit of "3 pioneers" and "5 masters" in creative startups in the spirit of Project 2415. In which, "3 pioneers" include pioneers who dare to think, dare to do, dare to engage in difficult and complicated fields, dare to overcome their own limits; pioneers in innovation, different thinking, accepting risks; pioneers in promoting integration, connection, flexible adaptation, compliance with business ethics and laws, and contributing to social security.
Women need to practice “5 masteries” including mastering knowledge and skills; mastering science, technology, and digital transformation; mastering finance and development resources; mastering smart management, optimizing work efficiency; mastering the market, the startup ecosystem, and building a business brand.
To successfully implement the goals and tasks of Project 2415 in the coming time, the Prime Minister requested Ministers, heads of sectors, heads of agencies and organizations at the central level, Secretaries and Chairmen of localities to focus on directing the implementation of a number of key contents. In particular, relevant parties need to proactively and actively coordinate closely with the Vietnam Women's Union; deploy mechanisms and policies into specific actions; prioritize investment and mobilize specific resources to provide practical support for women to start creative businesses, as General Secretary To Lam emphasized at the 95th Anniversary of the Vietnam Women's Union: "Investing in women is investing in national productivity, in the future of the nation."
Provinces and cities clearly identify supporting women in creative startups as a key task in local socio-economic development; proactively issue support plans appropriate to the characteristics of each locality, region, area, and target; create the most favorable environment for women in creative startups; build many sustainable women's startup models; support women in participating in sustainable business models, digital transformation, green transformation; honor examples of women in creative startups; focus on solutions to protect women, gender equality, encourage women to study, train, and improve their qualifications. In particular, parties need to pay attention to disadvantaged women in remote, isolated, border, and island areas in equal access to resources and opportunities.
The Prime Minister requested the Vietnam Fatherland Front, socio-political organizations, press and media agencies to continue to promote their role in monitoring, criticizing, and mobilizing the whole society to support the women's start-up movement, arousing the spirit of creative entrepreneurship and legitimate enrichment of women; encourage women's businesses to develop transparent production and business, safe products; expand digital communications, apply artificial intelligence, and improve women's accessibility, especially in remote, isolated, and ethnic minority areas.
Business associations, business communities, entrepreneurs, and cooperatives have specific programs, plans, and solutions to promote women's creative startups and develop women's businesses; support women-owned business households to transform into enterprises; share experiences, inspire, enhance capacity, and connect resources for women members; encourage businesses to fulfill social responsibilities, develop sponsorship models, and accompany women in creative startups.
“If we support men to start businesses partially, we must support women to start businesses two or three times more,” the Prime Minister shared.
The Vietnam Women's Union continues to affirm its core role and connecting center in supporting women to start creative businesses, especially in international cooperation, connecting intellectuals, connecting resources, and connecting businesses. The Union focuses on incubating ideas, providing consulting support, connecting capital and markets, building a network of prestigious consultants and experts to support women's startups, building and connecting to develop a synchronous and sustainable ecosystem to support women's startups. The Union needs to improve the capacity of Women's Union organizations at all levels in effectively implementing activities to support women's startups. Relevant parties promptly honor and commend outstanding examples in the movement of women to start creative businesses, promote propaganda to arouse the entrepreneurial spirit and the desire to do business to get rich legitimately among women.
According to the Prime Minister, the journey of women's creative entrepreneurship is a noble and glorious journey, but there are many difficulties and challenges that need to be overcome, requiring resilience and creativity. It is a path full of dreams and ambitions, striving to become rich legitimately, develop the economy, and is a journey of courage and constant dedication to create positive values for themselves, their families and the whole society.
With the spirit of "Party leadership - State creation - Women pioneering - Association support - Country development - People prosperity", the Government, the Prime Minister and all levels, sectors and localities will always accompany and create the most favorable conditions for Vietnamese women to start creative and effective businesses, further promote their especially important role and position and develop sustainably in the new era.
Prime Minister Pham Minh Chinh wished Vietnamese women to always be brave, intelligent, confident, proud of their glorious tradition, constantly develop, strive to contribute and dedicate to the cause of building, protecting and developing the country. The Prime Minister hopes and believes that promoting the glorious tradition of heroism, indomitability, loyalty and responsibility, Vietnamese women will always be a symbol of will, morality, knowledge, perseverance, resilience and endless creativity, increasingly confident to continue to firmly step into the market, succeed in production and business, master science and technology, digital transformation, green development, constantly innovate, with strong financial and management capacity, deeply participate in regional and global production networks and supply chains. That is also one of the most important endogenous strengths of the nation, as beloved President Ho Chi Minh affirmed: "The beautiful landscape of Vietnam is woven and embroidered by our women, young and old, to make it more beautiful and brilliant."
The conference commended, rewarded and honored 61 collectives and 84 women individuals with outstanding achievements in starting a business, supporting women to successfully start a business and 50 cooperatives managed by women that are exemplary in production and business activities, attracting and creating many jobs for female workers./.
