Prime Minister: Logistics industry must grow 15-16%/year in the next 5 years

(Dan Tri) - The Prime Minister requested that Vietnam's logistics grow 1.5 times faster than GDP, reduce costs by 11-12% and develop international transit centers.

On the morning of November 29, in Da Nang city, Prime Minister Pham Minh Chinh attended and spoke at the Vietnam Logistics Forum 2025, with the theme: "Vietnam Logistics - reaching out to the new era".

Prime Minister Pham Minh Chinh highly appreciated the 13th forum held in Da Nang city to promote the rapid and sustainable development of the logistics industry. This is an industry that plays a vital role in the circulation of goods, one of the pillars promoting national competitiveness.

Da Nang is also a locality with a strategic location with a deep-water seaport system, an international airport, located on the North-South traffic axis as well as the East-West economic corridor, connecting countries in the Greater Mekong Subregion (GMS).

According to the Prime Minister, the Party and State are very interested and have had many important policies and guidelines to develop the logistics industry.

Resolutions of the Politburo, institutions, mechanisms and policies issued by the National Assembly and the Government on regional development all have contents on logistics. The implementation of these policies and guidelines has brought about positive results.

Besides the results that the logistics industry has achieved, the Prime Minister pointed out that the Vietnamese logistics industry still has shortcomings and limitations with 6 bottlenecks.

Logistics costs in Vietnam are still high compared to other countries in the region (Singapore only 8%, Malaysia 12%, world average about 11%). Regional connectivity and infrastructure connections are not synchronous, limited, and easily affected by natural disasters.

Small-scale logistics enterprises account for the majority, with weak competitiveness and a lack of large enterprises. A national logistics center for international freight transit has not yet been established. The industry still lacks high-quality, professionally trained human resources suitable for the international working environment.

The logistics institution has not yet specified new types of logistics services for e-commerce, green logistics, and special goods logistics. Digital transformation and green transformation in logistics lack a shared database and unified measurement standards.

The Prime Minister stated: “Those limitations require us to innovate our development thinking, strongly transforming the state from "supporting small-scale logistics" to "developing modern, smart logistics" into an important economic sector to maximize the capacity of localities…”.

According to the Prime Minister, the results achieved are not commensurate with the advantages in geopolitical and geo-economic position, and Vietnam's logistics industry still has a lot of room for development.

To contribute to achieving the target of average GDP growth of over 10%/year continuously in the next 5 years, industries, localities and fields must grow by double digits.

In particular, the logistics industry alone must achieve an average growth rate 1.5 times higher than GDP growth.

Specifically, the proportion of added value of logistics services in GDP must reach 6-7%, the average annual growth rate must reach 15-16%, reducing logistics costs compared to GDP to the world average, about 11-12%...

Specifying eight common and important tasks to develop the logistics industry, the Prime Minister requested that the institutions and logistics policy mechanisms be first completed to ensure stability, synchronization, transparency, feasibility, and to drastically reduce administrative procedures and barriers to reduce implementation costs for people and businesses.

Regarding specific tasks for all levels, sectors and localities, the Prime Minister directed the Ministry of Industry and Trade to urgently guide and coordinate with ministries, sectors, localities, associations and logistics enterprises to properly implement the roadmap of the Vietnam Logistics Services Development Strategy for the 2025-2035 period, with a vision to 2050.

On the basis of planning, localities closely follow reality, deploy investments with focus, avoid spreading, clearly identify investment priorities to effectively implement key, breakthrough projects, create regional, domestic and international linkages.
