Proposal for 43,700 billion VND of public investment capital to build Quy Nhon - Pleiku expressway

Authorized by the Prime Minister, Minister of Construction Tran Hong Minh has just signed a report to the National Assembly for consideration and decision on the investment policy of the Quy Nhon - Pleiku expressway project.

Total length 125km, 4 lanes

According to the pre-feasibility study report, the Quy Nhon - Pleiku expressway project is proposed to be invested with a total length of about 125km, passing through 2 provinces: Binh Dinh (about 40km) and Gia Lai (about 85km). The scale of the route includes 4 lanes, with a continuous emergency lane, a roadbed width of 24.75m, and a design speed of 100km/h.

With the above plan, the total preliminary investment of the project is about 43,734 billion VND, proposed to use budget capital from increased revenue, saving state budget expenditure in 2024, central and local budget sources for the period 2021 - 2025 and the period 2026 - 2030.

The total land area occupied for the preliminary project implementation is approximately 940 hectares, including: nearly 190 hectares of rice land, more than 257 hectares of forestry land, and nearly 500 hectares of other types of land according to the provisions of the land law.

In order to facilitate the implementation process, the project is expected to be divided into 2 component projects: the section located in Binh Dinh province (component project 1) with Binh Dinh Provincial People's Committee as the managing agency; The section located in Gia Lai province (component project 2) with Gia Lai Provincial People's Committee as the managing agency.

Identifying this as a project that plays an important role in socio-economic development, ensuring national defense and security of the Central Highlands and South Central Coast in particular and the whole country in general, with complex technical requirements, the Ministry of Construction believes that it is necessary to apply a number of specific and special policies to successfully implement it.

The Government also reported to the National Assembly for consideration and permission to apply 9 mechanisms and policies. Of these, 3 policies have been applied to the Khanh Hoa - Buon Ma Thuot expressway project, 5 policies have been applied to the Lao Cai - Hanoi - Hai Phong railway construction investment project and 1 policy has been applied to the high-speed railway project on the North - South axis.

Forming horizontal axis, connecting vertical axis to attract investment

Referring to the urgency of project investment, the Government's report stated: The Central Highlands in general and Gia Lai province in particular have great potential for economic development due to their rich resources, potential for renewable energy development, especially hydropower, wind power, solar power and diverse culture with rich identity. The region also has advantages in trade and transit of goods between the provinces of Southern Laos, Northeastern Cambodia and the South Central Coast.

Binh Dinh Province is a major economic and political center in the South Central region, with great potential for developing marine economy, tourism, and international trade. Currently, the province is focusing on strongly developing Nhon Hoi Economic Zone as a multi-sector, multi-sector economic zone, focusing on industry, seaports, logistics, tourism, and ecological urban areas.

In recent years, the transportation system connecting Gia Lai, Kon Tum provinces with Binh Dinh and the provinces of the South Central Coast has been mainly by road, through national highways: 19, 24 and 25, only meeting the normal transportation needs, not attracting investors due to high transportation time and costs. In addition, waterway transport has not had the conditions to develop. Railway transport is ineffective due to terrain differences and very high investment costs. Air transport mainly serves passengers with long distances to the North and South.

The project investment will form an East-West horizontal axis connecting the Central Highlands with the South Central Coast, connecting the vertical axis (Eastern North-South Expressway, Western North-South Expressway, Ho Chi Minh Road, Eastern Truong Son Road, National Highway 1, coastal road) to effectively promote the projects that have been and are being invested in, meeting transportation needs.

The project will contribute to creating space and motivation for spatial development along with a synchronous technical and social infrastructure system, connecting economic centers and seaports, improving competitiveness, contributing to ensuring social security, eliminating hunger and reducing poverty, and gradually successfully implementing the goals and strategies for socio-economic development according to Resolution XIII of the Party.
