The wreath of the delegation of the Party, State, National Assembly, Government and Central Lao Front for National Construction bears the inscription: "The Central Executive Committee of the Lao People's Revolutionary Party, the State, National Assembly, Government of the Lao People's Democratic Republic, and the Central Lao Front for National Construction deeply mourn the passing of comrade Tran Duc Luong".
After laying wreaths, burning incense and paying tribute, General Secretary and President of Laos Thongloun Sisoulith was moved to write in the condolence book to bid farewell to former President Tran Duc Luong, with the following content: “On behalf of the Central Executive Committee of the Lao People's Revolutionary Party, the National Assembly, the Government of the Lao PDR and the Lao Front for National Construction, I would like to express my deepest condolences and infinite sorrow at the passing of comrade Tran Duc Luong, former member of the Politburo, former President of the Socialist Republic of Vietnam - an outstanding leader of the Party, State and people of our fraternal Vietnam, and a close friend and comrade of the Party, State and people of Laos.
We would like to express our respect and remember the great contributions of comrades to fostering the great friendship, special solidarity and comprehensive cooperation between the two Parties, two States and peoples of Laos and Vietnam over the past time.

On the morning of May 24 local time, the Vietnamese Embassy in the Russian Federation opened a condolence book and began the funeral ceremony for former Politburo member and former President of the Socialist Republic of Vietnam Tran Duc Luong.
In the main living room of the Embassy, the words on a black ribbon solemnly read: "Deeply mourning comrade Tran Duc Luong, former member of the Politburo, former President of the Socialist Republic of Vietnam", on both sides are white wreaths from the Embassy Party Committee and the Union of Vietnamese Associations in the Russian Federation.

Immediately after receiving the sad news and instructions from the Ministry of Foreign Affairs, the Vietnamese Embassy in Australia and the Vietnamese Consulate General in Sydney widely informed the Vietnamese community as well as international friends in Australia; coordinated with Vietnamese representative agencies in Australia to organize a solemn memorial service in Canberra and Sydney on May 24 and 25.
During the funeral, the Embassy and Consulate General will fly the flag at half-mast and the condolence book will be opened for overseas Vietnamese, international friends, and foreign representative agencies in Australia to come and pay their respects, write in the condolence book, burn incense, and respectfully bow before the spirit of former President Tran Duc Luong.
In Canberra, from 9:45 a.m. on May 24, the memorial service and condolence book signing ceremony for former President Tran Duc Luong took place solemnly at the Embassy headquarters in Canberra with the participation of all members of the Embassy and many members of representative agencies, family members, representatives of Party cells and Vietnamese student associations in Canberra.
