On May 25, the Ministry of Justice 's Working Group on Researching and Proposing Amendments and Supplements to a Number of Articles of the 2013 Constitution continued to have a working session to discuss major issues in the Draft Outline of the Government's Report and the Summary Report on the Results of Collecting Public Opinions, Sectors, and Levels on the Draft Resolution on Amendments and Supplements to a Number of Articles of the 2013 Constitution.
Ms. Nguyen Thi Hanh, Director of the Department of Criminal and Administrative Law, Ministry of Justice, said that although there is still time to compile data, the Ministry of Justice has just issued a document urging ministries, branches and localities to promptly complete the Report synthesizing the collection of opinions on the Draft Resolution amending and supplementing a number of articles of the 2013 Constitution and send it to the Ministry of Justice.
Through regular exchanges and information gathering with ministries, branches and localities, it can be said that never before has the work of policy propaganda, dissemination and communication been organized on such a large scale, systematically, widely, with detailed and specific plans, implemented at a peak, with the participation of all subjects like this propaganda and dissemination campaign on the work of amending and supplementing a number of articles of the 2013 Constitution.
The consultation on the draft Resolution amending and supplementing a number of articles of the 2013 Constitution will only be conducted for 1 month, from May 6 to June 5, 2025, in the context that the country is implementing many major reforms in institutions and the state apparatus. Therefore, the requirement is not only to ensure democracy, publicity and transparency, but also to have consistent and close leadership and direction from the central to local levels.
Immediately after the Committee for Drafting Amendments and Supplements to a Number of Articles of the 2013 Constitution issued Plan No. 05/KH-UBDTSĐBSHP dated May 5, 2025 on organizing the collection of opinions from the people, sectors and levels on the draft Resolution amending and supplementing a number of articles of the 2013 Constitution, the Government Office issued Document No. 3883/VPCP-PL on implementing the organization of the collection of opinions on the draft Resolution amending and supplementing a number of articles of the 2013 Constitution.
In this document, Deputy Prime Minister Le Thanh Long directed the Ministry of Culture, Sports and Tourism to direct and guide central and local news agencies and press agencies to organize propaganda and dissemination in appropriate forms during the process of collecting opinions from people, sectors and levels on the draft Resolution amending and supplementing a number of articles of the 2013 Constitution; mobilize people from all walks of life to contribute opinions; manage press information during the process of collecting opinions...
Ministries, ministerial-level agencies, and government agencies shall disseminate, popularize, and mobilize cadres, civil servants, public employees, and workers to contribute comments to the draft Resolution amending and supplementing a number of articles of the 2013 Constitution on the VNeID application, the National Assembly Electronic Information Portal, the Government Electronic Information Portal, or send written comments to agencies responsible for synthesizing public opinions.
The People's Committees of provinces and centrally run cities shall publish documents for collecting opinions on the electronic information portals of the provinces and centrally run cities; issue plans or documents to direct, disseminate and thoroughly implement the organization of collecting opinions at the local level.
At the same time, propagate, disseminate and mobilize cadres, civil servants, public employees, workers under the management scope and people of all walks of life to contribute opinions to the draft Resolution amending and supplementing a number of articles of the 2013 Constitution on the VNeID application, the National Assembly Electronic Information Portal, the Government Electronic Information Portal or send written opinions to responsible agencies.
Based on the instructions of the Government and relevant agencies, ministries, agencies and organizations at the central and local levels have promoted timely and widespread communication to all levels of people about the amendment of the 2013 Constitution; maximizing the role and responsibility of information agencies, press and mass media so that people can clearly, correctly and fully understand the purpose, meaning and contents of the amendment of the Constitution, thereby proactively and voluntarily complying with and implementing it after the Constitution is passed. The communication is carried out both before and during the process of collecting opinions.
Ministries, branches and localities have organized conferences to disseminate and thoroughly understand the content and methods of collecting opinions on the Draft Resolution in many different ways, such as inviting experts to attend conferences to disseminate and guide the collection of opinions on the Draft Resolution amending the Constitution.
Information portals of ministries, branches, localities, agencies, units, press agencies, especially key press agencies, open columns, continuously post news and articles about the discussion process, draft content, opinions of National Assembly deputies, experts, and intellectuals.
At the grassroots level, the commune police force, local authorities, and socio-political organizations organize village meetings, broadcast on grassroots radio, distribute leaflets, and knock on the doors of households to provide instructions and feedback via the VNeID application...
Notably, the flexible combination of modern media (electronic newspapers, social networks, applications) and traditional media (loudspeakers, public meetings, live discussions) has helped increase coverage and depth of access, ensuring that all classes of people, from urban workers, intellectuals, civil servants to ethnic minorities in remote areas, have the opportunity to access and contribute opinions.
Statistics from the Press Department, Ministry of Culture, Sports and Tourism show that from May 6, 2025 to May 23, 2025, there were 3,808 news and articles published in central and local press agencies to disseminate information and propaganda about the Draft Resolution amending and supplementing a number of articles of the 2013 Constitution. Many press agencies opened articles and columns on the content of the Amendment and Supplement of a number of articles of the 2013 Constitution, attracting the attention of the general public.
