Proposal to remove road toll stamps on cars

The Ministry of Construction proposed to remove the road use fee stamps on car windows because the control of fee payment obligations has been integrated into the management system.

The Ministry of Construction has just sent a document to the Ministry of Finance, suggesting amendments to Decree 90/2023 on the collection, payment, exemption, management and use of road use fees. In particular, the Ministry of Construction proposed to remove toll stamps on car windows to reduce administrative costs and align with the trend of digital management.

Currently, on cars, there are two types of oval-shaped stickers, affixed to the upper right corner of the windshield, both issued by the Ministry of Transport (or currently the Ministry of Construction), including: inspection expiration stamp and road use fee payment expiration stamp.

According to the Ministry of Construction, the affixing of road use fee payment stamps is to help authorities check the fee payment obligations of vehicle users. However, the state currently has no regulations for competent authorities to inspect and impose penalties when vehicles do not have affixed stamps or have not fulfilled their fee obligations. Most road use fees will be paid when the next inspection period comes, whether it is overdue or not.

To control the fee payment obligation, the inspection agencies can look up data in the road toll collection management system or look up on the electronic information portal of the Vietnam Register. Therefore, the Ministry of Construction believes that there is no need to maintain the form of paper stamps, instead, electronic data can be used for faster and more convenient lookup.

In addition, the Ministry of Construction proposed to allow all cars that have been suspended continuously for 30 days or more to be exempted from road use fees. Because the current Decree 90 only allows transport businesses that have been suspended continuously for 30 days or more to be exempted from road use fees, this regulation does not ensure fairness for all car owners.

Evaluating the effectiveness of Decree 90/2023 after more than a year of implementation, the Ministry of Construction said that the decree has contributed to the growth of budget revenue, which is the basis for increasing road maintenance funding nationwide. In 2024, the total road use fee revenue will exceed VND14,000 billion for the first time, becoming an important source of contribution to traffic infrastructure maintenance.

However, the decree also has some shortcomings such as vehicles being temporarily seized for 30 days or more, vehicles with expired registrations that are not on the road but are still subject to additional fees. In addition, there are some opinions that the fee for public passenger buses (including buses carrying students, workers and those that enjoy subsidized policies like buses) is not reasonable, and is charged the same as vehicles with less than 10 seats.

The country currently has about 5 million cars of all kinds, with about 500,000 newly registered cars each year.
