Quang Ninh Mong Cai City People's Committee has proposed the Provincial People's Committee to reopen the flow of self-driving Chinese tourist vehicles into Quang Ninh through Bac Luan 2 border gate.
Mong Cai City People's Committee proposed that Quang Ninh Provincial People's Committee allow coordination with relevant units to organize talks with the Chinese side to plan the implementation of this tour.
Self-driving cars from China to Quang Ninh have been piloted since 2016, operating limited to Mong Cai city. A minimum of 5 cars can enter the country at a time and a maximum of 20 cars per group. The total number of self-driving Chinese cars in Vietnam is not more than 100 per day. The circulation time is not more than 3 days per license. After a year of pilot implementation, there were 93 cars with 256 tourists from China passing through Mong Cai. In contrast, there were 38 cars with 110 tourists from Vietnam going to Dongxing city.
By 2018, the Government agreed to allow Quang Ninh province to expand the scope of self-driving cars for Chinese tourists to Ha Long city. Vietnamese tourists driving to China can enter Guilin city, about 600 km from the border. Representatives of Hon Gai Tourism Joint Stock Company were assigned to carry out this package tour.

According to statistics, from June to November 2018, the Chinese side had 44 tourist groups entering Ha Long by car, with a total of 289 cars and 988 passengers. The Vietnamese side had 35 with 108 passengers entering China.
After the Covid-19 outbreak, self-driving tours were suspended. On March 9, while visiting and working in Mong Cai city, a delegation of government and businesses from Dongxing city (China) proposed to reopen this tour, through Bac Luan 2 border gate.
