Proposal for investment policy in Nha Rong Khanh Hoi international passenger port

This project aims to build Nha Rong Khanh Hoi international passenger port to ensure the reception of international passenger ships and tourist ships with a tonnage of up to 30,000 GT.

Saigon Port Joint Stock Company has just sent a document to the Ho Chi Minh City People's Committee, the Ministry of Transport , and the Vietnam Maritime Administration regarding the Nha Rong Khanh Hoi International Passenger Port Project, District 4, Ho Chi Minh City.

Accordingly, Saigon Port Joint Stock Company requests the above agencies to consider, support and agree to allow the company to research, implement and submit a proposal for investment policy for the Nha Rong Khanh Hoi International Passenger Port Project.

Mr. Nguyen Le Chon Tam, General Director of Saigon Port Joint Stock Company, said that the Company is currently conducting research and proposing an investment policy for the Nha Rong Khanh Hoi International Passenger Port Project at the Land of Nha Rong Khanh Hoi Port, Nguyen Tat Thanh Street, Ward 18, District 4, according to the planning orientation and Conclusion Notice No. 761/TBVP dated August 12, 2024 of the Office of the Ho Chi Minh City People's Committee.

Specifically, Saigon Port Joint Stock Company is coordinating with a consulting unit to research and propose a plan with the goal of investing in building the Project into a port to receive international passenger ships; meeting the Government 's requirements on port relocation and converting its function into a modern international and domestic passenger port to meet the city's demand for developing passenger transport and tourism by waterway; implementing the policy of relocating a number of port areas under Saigon Port according to the policy of Ho Chi Minh City.

The project is expected to use the existing wharf infrastructure of Nha Rong Khanh Hoi area to renovate and build into a multi-functional complex with a synchronous and modern technical and social infrastructure system, in which the port will continue to be exploited to serve tourism on the Saigon River. The project will form a passenger wharf and marina right in the city center.

Nha Rong Khanh Hoi international passenger port project is invested on a land area of about 68,618m2, including the entire area 3 and part of K10 bridge extending to Nguyen Tat Thanh street into a multi-purpose complex such as: building Nha Rong Khanh Hoi international passenger port to ensure the reception of international passenger ships, tourist ships with a capacity of 1,000 passengers, mooring yachts; building a complex serving management and exploitation; square area; bus complex and ferry terminal parking lot...

The total investment for the Nha Rong - Khanh Hoi International Passenger Port Project is expected to be 624.9 billion VND and will be implemented in 2025 - 2027.

“Currently, the research and preparation of investment proposal documents are being urgently carried out and are expected to be completed and submitted to the Ho Chi Minh City People's Committee for consideration in the third quarter of 2024,” said a representative of Saigon Port Joint Stock Company.

According to the forecast of sea passenger planning to Ho Chi Minh City seaports in the period of 2021-2030, with a vision to 2050, the number of passengers entering the ports on the Saigon River area is about 101,500 passengers, including 81,200 international passengers and 20,300 domestic passengers.

With the forecasted passenger traffic, in addition to the plan to exploit the wharf to serve international sea and river passengers, the Nha Rong Khanh Hoi International Passenger Port Project also aims to receive other domestic passenger traffic to exploit domestic passenger transport routes to serve riverside tourism in the inner city area and regional passenger transport routes connecting Ho Chi Minh City to Vung Tau and Con Dao.

In recent times, Nha Rong Khanh Hoi Port (under Saigon Port) has regularly welcomed international tourist ships (over 30,000 GT) with large tonnage such as: SEABOURN ENCORE with a length of 210m, width of 28m, number of passengers 960-1070; AZAMARA ONWARD with Maltese nationality, length of 181m, with 400 crew members and over 600 passengers; SILVER SHADOW with Bahamas nationality from Kota Kinabalu port (Malaysia), length of 186m with 290 crew members, 300 passengers have docked at Saigon port in recent times.

In addition, Nha Rong Khanh Hoi Port also serves domestic passenger ships and restaurant ships for sightseeing on the Saigon River at night, creating a vibrant atmosphere for this area.
