Deputy Secretary of the City Party Committee, Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc participated in discussion group No. 3. Here, delegates discussed traffic jams, flooding, and urban railways (metro) - issues that Ho Chi Minh City residents have always been concerned about for many years.
Resolutely solve "difficult problems"
Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc emphasized that the merger of three localities (Ho Chi Minh City, Binh Duong, Ba Ria - Vung Tau ) is not a simple addition but a resonance and interaction for development.
"Let's put aside all localism. We are one, we must unite, be of one mind, and join forces to successfully carry out the upcoming tasks," Mr. Duoc suggested.

Regarding the orientation of "3 regions, 1 special zone, 3 corridors, 5 pillars" stated in the political report, the Chairman of the Ho Chi Minh City People's Committee said that this orientation is based on the strengths and socio-economic characteristics of each locality and maximizes those strengths.
Discussing further about traffic jams, flooding, and environmental pollution, Ho Chi Minh City leaders acknowledged that this is not an easy problem and that Ho Chi Minh City will be determined and resolute to solve it. Specifically, Ho Chi Minh City will focus on belt roads 2, 3, and 4 as well as the external traffic system from the center to the national highways connecting the region.
Regarding the urban railway network, Mr. Duoc said that many investors have registered, typically Vingroup, Vietjet , and Becamex have registered to implement a number of routes.
"In the next 10 years, we will complete the investment in the urban railway system," said the Chairman of Ho Chi Minh City.
Ho Chi Minh City has 80 flooded areas
Mr. Tran Quang Lam, Director of the Department of Construction of Ho Chi Minh City, said that he was very concerned about resolving people's concerns about traffic jams and flooding. After the merger of Binh Duong and Ba Ria - Vung Tau, the whole of Ho Chi Minh City had about 80 flooding spots. Before the merger, the whole of Ho Chi Minh City (old) had less than 20 spots.
Mr. Lam said that to achieve the goals of the congress, there needs to be planning, resources and human resources to implement.
"These three factors must be prepared thoroughly, fundamentally, and sincerely before we can embark on the upcoming innovation process," said Mr. Lam.

It is estimated that in the next 5 years, Ho Chi Minh City will need more than 7 million billion VND in capital but can only balance more than 1 million billion VND. Mr. Lam commented that Ho Chi Minh City has the advantage of land resources, especially when the Law on Investment under the Public-Private Partnership method and the guiding decrees are very clear, especially the BT (build-transfer) form, attracting many investors to participate. In addition, Ho Chi Minh City can also mobilize bonds to build urban railways.
Regarding human resources, Mr. Lam said that Ho Chi Minh City is facing a great opportunity to develop a financial center, seaport, logistics, and railway, so it needs solutions to supplement human resources for key areas.
The railway sector in particular needs to attract international experts, talented domestic people, architects, and people with experience in the non-state sector.
"Currently, recruiting civil servants and public employees is very difficult due to regulations. We want to recruit a very good consultant to be the deputy head of the railway department, but it is very difficult, especially during this period when we are reducing staff," Mr. Lam shared.
Mr. Bui Ta Hoang Vu, Director of the Department of Industry and Trade of Ho Chi Minh City, said that after the merger, Ho Chi Minh City has gathered all the necessary elements to become a leading high-tech industrial center in Southeast Asia.

Mr. Vu said that it is necessary to prioritize ODA capital and government bond capital for strategic transport infrastructure projects: highways, railways, port and airport connections in Ho Chi Minh City; and develop national renewable energy projects in the Ba Ria - Vung Tau and Can Gio areas.
The Director of the Department of Industry and Trade also proposed that the Central Government allow Ho Chi Minh City to implement a number of special mechanisms such as providing "one-stop-shop" public services at industrial parks, export processing zones, and high-tech zones to serve investors.
Traffic jams and flooding are two of the six issues that General Secretary To Lam suggested that Ho Chi Minh City needs to pay attention to. The General Secretary said that if traffic jams are not resolved, Ho Chi Minh City's advantages will become bottlenecks, making it difficult to attract investors and tourists, and hindering people's lives.
