On the morning of May 22, Minister ofEducation and Training Nguyen Kim Son presented to the National Assembly a draft resolution of the National Assembly on universalizing preschool education for preschool children from 3 to 5 years old; a resolution of the National Assembly on exemption and support of tuition fees for preschool children, general education students, and people studying general education programs at educational institutions in the national education system.
Mr. Nguyen Kim Son said that every year, 5.1 million preschool children attend preschools and independent preschool education facilities, a rate of 93.6%. However, preschool education still faces many difficulties, especially nearly 300,000 preschool children who have not yet attended school, mainly children in remote, disadvantaged areas, and children in special circumstances.
The resolution on universal education, according to Mr. Son, aims to build a legal corridor and mobilize resources to ensure universal quality preschool education, prepare children well in all aspects before entering grade 1, and contribute to the realization of children's rights.
Regarding tuition fee exemption and support, in addition to the exemption, reduction and support of tuition fees as prescribed by law, according to the draft resolution, the state budget will support tuition fees for preschool children, general education students, and those studying general education programs at private and non-public educational institutions. The resolution is expected to be passed at the 9th session of the 15th National Assembly , applicable from the 2025-2026 school year.

The reason, according to Mr. Son, is that 5-year-old preschool children at private and non-public facilities, primary school students at private schools in the area do not have enough public schools, and junior high school students at private facilities are receiving tuition support from the state budget.
Minister of Education and Training Nguyen Kim Son said that the addition of tuition exemption and support shows the superiority of the regime, ensuring consistent implementation of policies and fairness in access to education. This regulation is consistent with the Constitution, the Law on Education and the policy of the Politburo .
Examining this content, the Chairman of the National Assembly's Committee on Culture and Society said that the Committee basically agrees with the policy of free tuition (public) and tuition support (private) for preschool children and high school students in the draft resolution.
Regarding the method of tuition support for private and non-public institutions, the Committee proposed that the Government study and pay directly to learners according to the opinion of the National Assembly Standing Committee.

According to current regulations, tuition fees for preschool students range from 50,000 to 540,000 VND per month; for high school students, from 50,000 to 650,000 VND per month depending on the level of education, urban or rural areas, ethnic minorities and mountainous areas. The specific tuition fees for each locality are decided by the People's Council and are within the framework prescribed by the Government.
The state budget is currently implementing many policies to exempt, reduce, and not collect tuition fees, including for 5-year-old preschool children; public primary school students; tuition exemption for secondary school students in especially disadvantaged villages/hamlets and some areas in ethnic minority, mountainous, and disadvantaged areas.
Recently, the Politburo decided that students from kindergarten to high school nationwide will be exempted from tuition fees from the 2025-2026 school year. General Secretary To Lam affirmed that the State's universal education policy aims to ensure that all children can go to school and have the opportunity to learn. This process is implemented step by step, starting from primary school, then expanding to higher levels of education. The State not only creates conditions for children to go to school but also aims to provide financial support, such as tuition exemptions and free meals.
