Adding regulations on apartment classification; adding cases for renovating and building new boarding houses and apartments for rent… these are two prominent recommendations made at a recent meeting by Deputy Prime Minister Tran Hong Ha.
On June 20, Deputy Prime Minister Tran Hong Ha chaired a nationwide in-person and online meeting to review and finalize the draft Decree detailing a number of articles of the new Housing Law.

Regarding the fact that many apartment projects are labeled as "high-end" and "super luxury" to raise capital and sell apartments, Mr. Le Hoang Chau, Chairman of the Ho Chi Minh City Real Estate Association, suggested that there should be regulations requiring investors to register to rank apartments according to the standards of the Ministry of Construction and announce them before raising capital and opening for sale.
The Deputy Prime Minister said that along with a set of common, unified standards on apartment building quality issued by the State management agency and evaluated, announced and monitored, it is necessary to encourage the participation of domestic and international social and professional organizations to vote and award prizes to apartment buildings with beautiful, modern and convenient architecture...
Regarding the content of apartment classification, Deputy Minister of Construction Nguyen Van Sinh said that the goal is to develop apartments with increasingly better quality and living facilities; as a basis for calculating apartment management and operation costs.
In addition, in the regulations on development and management of multi-storey multi-apartment housing, the representative of the Vietnam Real Estate Association said that it is necessary to add cases of renovation, repair, and construction of new individual houses, multi-room boarding houses, and apartments for rent. In particular, the regulations need to focus on technical standards for construction safety, fire prevention and fighting; at the same time, regulations on handling transitions with existing works.
Regarding the regulations on the investment preparation stage of housing projects, the Deputy Prime Minister requested the Ministry of Construction to study the direction of simplification, not creating additional procedures and documents for investors to propose housing construction investment projects, refer to the provisions of investment law, and thoroughly decentralize to localities.
Opinions at the meeting also suggested that the Ministry of Construction revise and supplement documents and conditions for public housing according to the law; and supplement cases of capital mobilization for selling future housing according to the Law on Real Estate Business.
Regarding the procedures for converting the functions of social housing projects, resettlement housing, public housing, and old housing projects belonging to public assets, the Deputy Prime Minister clearly stated the principle that the level that approves the investment policy will have a document approving the conversion of housing functions.
Commenting on the procedures for enforcing the handover of maintenance funds for the common property of apartment buildings, the Deputy Prime Minister requested the drafting agency to absorb the opinions, edit and redesign them in a way that is consistent with the provisions of civil law; and provide transitional handling regulations for cases before the decree takes effect.
