Proposing many new policies to support boarding schools in ethnic minority and mountainous areas

Compared with Decree 116 issued in 2016, the draft Decree regulating policies for nursery children, students and trainees in ethnic minority and mountainous areas, coastal and island areas andeducational institutions with nursery children and students enjoying policies, has many new points.

The Ministry of Education and Training (MOET) is seeking comments on a draft Decree regulating policies for nursery children, students, and trainees in ethnic minority and mountainous areas, coastal and island areas, and educational institutions with nursery children and students enjoying policies.

This Decree will replace Decree 116 issued in 2016.

Compared with Decree 116, the new draft Decree has many new points suitable to the actual situation.

Accordingly, the Ministry of Education and Training has included preschool students in the draft of the new Decree.

Preschools with children in boarding kindergartens are entitled to policies such as: financial support to buy paper, comics, crayons, pencils, toys and other learning materials; blankets, mosquito nets and other personal items for children in boarding kindergartens with a budget of 1,350,000 VND/child/school year.

Supported with electricity and water for the study and daily activities of children in boarding kindergartens at the rate of 5KW of electricity/month/child and 1m3 of water/month/child according to local regulations and for 9 months/school year. In places where there are no conditions to provide electricity and water services or there is a power and water outage, the funds can be used to buy lighting equipment and clean water for children.

Financial support for managing children in daycare centers at noon is provided at a rate of 700,000 VND/month/group of children in daycare centers and is provided for no more than 9 months/school year.

Support for main and side meals: Each child in kindergarten is supported with 360,000 VND per month and is entitled to no more than 9 months/school year.

Policies for ethnic minority boarding students and university preparatory students have many additional benefits such as policy scholarships according to regulations; rewards: During the school year, students with the title of "Excellent Student" are awarded 800,000 VND/student; students with the title of "Excellent Student" are awarded 600,000 VND/student.

Personal equipment and school supplies: at each level, students are provided with one-time in-kind items: Blankets, mosquito nets and other personal items at a cost of 1,080,000 VND/student.

Each school year, students are provided with 2 sets of uniforms and school supplies including: notebooks, paper, pens and other school supplies at a cost of 1,080,000 VND/student.

Transportation fee: Students are provided transportation fee twice a school year during Tet and summer vacation (both round trip) according to the regular fare of public transport (in case there is no public transport, it is calculated according to the distance and regular fare of public transport in the province).

Rice support: each student is supported with 15 kg of rice/month and is entitled to receive it for no more than 9 months/school year. Final year high school students are entitled to receive it until the month of graduation exam but not more than 10 months/school year.

In Decree 116, students who are beneficiaries of policies as prescribed in this Decree are supported with food, housing and rice.

Specifically, each student is supported each month by 40% of the basic salary and is entitled to no more than 9 months/school year/student.

For students who have to provide their own accommodation because the school cannot arrange boarding at school, they will receive support equal to 10% of the basic salary each month and will receive it for no more than 9 months/school year/student.

Each student is supported with 15 kg of rice per month and is entitled to no more than 9 months/school year/student.

Policy for ethnic boarding schools

The draft also stipulates that ethnic minority boarding schools are invested in facilities and equipment according to regulations.

Financial support for purchasing additional equipment, repairing physical education and sports equipment, musical instruments, televisions, serving cultural activities, physical education and sports and other items for boarding students with a support level of 180,000 VND/boarding student/school year.

Financial support is provided to organize annual health check-ups for students, set up a common medicine cabinet for the dormitory, purchase common medicines with sufficient quantity to meet the requirements of disease prevention and handling of initial emergencies with a support level of 180,000 VND/boarding student/school year.

Supported with electricity and water for the study and living of boarding students at the rate of 15KW of electricity/month/student and 3m3 of water/month/student according to the local price regulations and for 9 months/school year. In places where there are no conditions to provide electricity and water services or there is a power and water outage, the funds can be used to buy lighting equipment and clean water for students.

The cost of cooking for boarding students is supported at a rate of 2,700,000 VND/month/30 students. The remaining amount of 15 students or more will be calculated once more and will be entitled to 9 months/school year. In case the educational institution has less than 30 students, it will be calculated at one rate.
