Proposal to increase usable area in apartment buildings in Ho Chi Minh City to determine population

(Dan Tri) - HoREA Chairman said that Ho Chi Minh City needs to consider increasing the apartment usage area in the method of determining the population in apartment buildings to develop urban areas and improve housing quality.


Recently, the Department of Construction of Ho Chi Minh City has drafted regulations on methods of determining population in apartment buildings and mixed-use apartment buildings. The draft proposes two calculation methods including determining according to the target of 3.5 people/apartment or determining according to the structure of the rooms and the corresponding apartment usage area.

According to the method of determining by room structure and area for commercial housing, a 1-room apartment has an area from 25m2 to under 35m2 for 1 person, from 35m2 to under 50m2 for 2 people. 2-room and 3-room apartments are similar, with a maximum of 125m2 or more for 6 people.

This draft is giving lower figures than the regulations in Hanoi . In Hanoi, the target is determined at 3.6 people/apartment or determined by the housing structure, the area is also larger than the draft of Ho Chi Minh City (specific comparison table below).

Compare the draft regulations on methods for determining the population of Ho Chi Minh City and Hanoi for commercial housing.

Mr. Le Hoang Chau - Chairman of the Ho Chi Minh City Real Estate Association (HoREA) - said that referring to the calculation method shows that Hanoi has a more reasonable calculation method in the direction of increasing the average housing area used by people to create a better quality living environment compared to the draft of Ho Chi Minh City.

Mr. Chau gave an example of a 2-person apartment. Hanoi allows planning for apartments up to 70 square meters, but in Ho Chi Minh City, it is expected to only allow up to 60 square meters. While both cities are special-class urban areas and are oriented to develop into multi-center urban areas with many satellite cities in outlying districts and suburban districts, which have large land funds, creating quality living spaces for families.

Therefore, the Association recommends that the Department of Construction submit to the People's Committee of Ho Chi Minh City to reconsider and issue this decision in the most reasonable way to orient the development of new urban areas and residential areas and to renovate and redevelop existing modern urban areas, improve housing quality and increase the average housing area for people. Because currently, the average housing area per capita in Ho Chi Minh City is only about 23 square meters, lower than the average housing area per capita of 27.8 square meters in 2023 of the whole country.

The Association also proposed amendments to increase the apartment usable area according to each population determination method, specifically shown in the table below.

Speaking to Dan Tri newspaper reporter, real estate expert Dinh Minh Tuan said that the average living area per capita in Ho Chi Minh City is lower than the whole country, if the city now calculates the population based on small areas, it will be difficult to improve the situation. In addition, the low area also causes more people to move to the center to live, the infrastructure will be overloaded, and the population expansion to the outskirts will be more difficult.

To solve this problem, Mr. Tuan said that the city can consider calculating the population according to the housing structure and usage area for each suitable area, classifying central districts, near-central districts, and suburban areas...

At the same time, along with population regulations, the city needs to pay attention to regulations on utilities around apartment buildings and mixed-use apartments, so that people can have a better living environment.
