Proposal to subsidize 1 year salary for newly recruited preschool teachers

The Ministry of Education and Training proposed that newly recruited preschool teachers at public facilities from the 2025-2026 school year enjoy a policy of attracting at least 1 year of basic salary.

The above proposal is included in the draft Decree on universalizing preschool education for children aged 3-5, which has just been published by the Ministry of Education and Training for comments. The draft stipulates policies to attract and recruit preschool teachers and support preschool staff.

Specifically, preschool teachers at public preschools will be newly recruited from the 2025-2026 school year to perform the task of nurturing, caring for and educating children aged 3-5, meeting the task of universalizing preschool education for children aged 3-5, and will enjoy a policy of attracting at least 1 year of basic salary.

Teachers must commit to working at the recruited preschool for at least 5 years.

Employees at public preschools receive a support fund of VND 960,000/month (the support fund is not used to calculate social insurance contributions and benefits).

The draft clearly states that employees who are entitled to this policy (including those on contract within the payroll quota and those on probation) working in areas with particularly difficult socio -economic conditions are performing the task of universalizing preschool education for children aged 3-5 years old and have to go to villages, hamlets, and hamlets 15 days or more per month.

For children in extremely difficult areas, without a source of support, children from poor or near-poor households, children of martyrs, families with preferential policies..., the draft stipulates that children from 3 to 5 years old (preschool age) are eligible, instead of only 5-year-old children as at present.

At the same time, it is proposed to increase the lunch support level for children from 10% of the basic salary to 15% (ie an increase of 200,000 VND/month compared to the old level because the current basic salary has increased to 2,340,000 VND).

Specifically, each preschool child who is eligible for the subsidy is 360,000 VND per month for lunch and is entitled to no more than 9 months per school year; and 150,000 VND per month for study expenses and is entitled to no more than 9 months per school year.

The draft also states the policy principle for children, teachers, and staff who are also subject to the same type of policy prescribed in another legal document, will only be entitled to the highest level of that policy.

The draft also stipulates priority policies for developing preschool education in disadvantaged and especially disadvantaged areas, ethnic minority areas, mountainous areas, border areas, coastal areas, islands, industrial and export processing zones, etc. Specifically, preschools in these areas with boarding children aged 3-5 years old are supported with money to buy paper, comics, crayons, pencils, other learning materials; blankets, mosquito nets and personal items for children. The expenditure level is 1.35 million VND per boarding child, per year.

In addition, the school also supports electricity and water for studying and living, with a standard of 5 kW of electricity and 1 m3 of water per month per child. In places where there is no electricity or water, the school can use the funds to buy lighting equipment and clean water.

By 2030, there will be enough preschool teachers meeting universal standards.

The draft sets the target that by 2028, preschools will be equipped with enough classrooms, facilities, teaching equipment, tools, and toys, of which 80% or more will be solid classrooms to implement universal preschool education for children aged 3-5. Strive for 50% of provinces and centrally-run cities to meet the standards for universal preschool education for children aged 3-5.

By 2030, preschools will be equipped with adequate classrooms, facilities, teaching equipment, tools, and toys, including 100% solid classrooms to universalize preschool education for children aged 3-5.

Also by this year, preschool education facilities will be provided with enough preschool teachers according to the prescribed standards; 100% of provinces and cities will meet the standards for universal preschool education for children aged 3-5 years old.

Previously, presenting at the National Assembly session last May, Minister of Education and Training Nguyen Kim Son said that every year, 5.1 million preschool children attend public preschools and preschool education facilities, a rate of 93.6%.

However, preschool education still faces many difficulties, especially with nearly 300,000 preschool children not yet attending class, mainly children in remote, disadvantaged areas, and children in special circumstances.

Therefore, according to Minister Son, universalizing preschool education for children aged 3-5 years old aims to ensure equality in access to education and continue to improve the quality of education at this level. Resources to carry out this task in the next 5 years from the state budget need about 25,754 billion VND, an average of 5,151 billion VND/year.
