Proposal to subsidize 1 year of basic salary for newly recruited preschool teachers

(Dan Tri) - Newly recruited public preschool teachers from the 2025-2026 school year are proposed to receive a minimum subsidy of 1 year of basic salary with a commitment to work for at least 5 years.

This content is mentioned in the Draft Decree on universalizing preschool education for children from 3 to 5 years old of the Ministry of Education and Training .

Specifically, preschool teachers at public educational institutions newly recruited from the 2025-2026 school year to meet the task of universalizing preschool education for children from 3 to 5 years old will enjoy a policy of attracting at least one year of basic salary, with the condition of committing to work at the recruiting institution for at least 5 years.

The Ministry of Education and Training also proposed to support 960,000 VND per month for public kindergarten staff, including contract and probationary employees in extremely difficult areas, who perform universalization duties for 15 days or more a month.

For children aged 3-5 whose father or mother is a worker or laborer working in industrial zones studying at private or non-public schools, they will receive support for monthly tuition fees of 150,000 VND and will receive it for no more than 9 months/school year.

Lunch allowance of 360,000 VND/month for children in villages, communes, coastal areas, and islands with especially difficult socio -economic conditions; children without a source of support; poor or near-poor families; children of martyrs, heroes of the People's Armed Forces, war invalids, sick soldiers, or children with disabilities.

For public preschools in communes in regions III, II, I, communes with extremely difficult villages in ethnic minority and mountainous areas, extremely difficult communes in coastal and island areas according to regulations of competent authorities, with children from 3 to 5 years old boarding, they are entitled to the following policies:

Supported with money to buy paper, comics, crayons, pencils, toys and other learning materials; blankets, mosquito nets and personal items for children from 3 to 5 years old who are boarding at a cost of 1,350,000 VND/child from 3 to 5 years old who are boarding/school year.

Supported with electricity and water for the study and daily life of children from 3 to 5 years old at boarding schools with a standard of 5KW of electricity/month/child from 3 to 5 years old and 1m3 of water/month/child from 3 to 5 years old at boarding schools according to local regulations and for no more than 9 months/school year.

The funding to support the organization of meals for preschool children from 3 to 5 years old is calculated based on the number of children from 3 to 5 years old who receive meals at the boarding school, with a minimum of 3,900,000 VND/month/45 children. The remaining amount of 20 children or more is calculated with an additional support level. Each preschool is entitled to no more than 5 times the above support level/month and no more than 9 months/school year.
