On June 13, 2023, the Ministry of Health issued Decision 2491/QD-BYT approving the Project to implement key tasks on digital transformation of the Ministry of Health for the period 2023-2025, with a vision to 2030.

Accordingly, the specific objectives of the Project to implement the key tasks of digital transformation of the Ministry of Health in the period 2023-2025, with a vision to 2030, are as follows:

* Regarding the tasks assigned by the Ministry of Health in Project 06:

- 100% of people's Covid-19 vaccination data is "cleaned" with the National Population Database (except for those who authenticate incorrect information with the National Population Database due to not having a CCCD or having an incorrectly formatted CCCD number or incorrect personal information).

- Complete upgrading the COVID-19 vaccination management platform to form the National Vaccination Management Platform.

- 100% of medical facilities connect birth certificate and death certificate data via the information technology infrastructure of Vietnam Social Security to perform 2 groups of essential administrative procedures (Birth registration - permanent residence registration - health insurance card issuance for children under 6 years old and Death registration - permanent residence cancellation - funeral allowance).

- 100% of medical facilities (qualified to conduct health examinations for drivers) connect and share driver health examination certificates via the information technology infrastructure of Vietnam Social Security to perform the service of Issuing, exchanging and reissuing driver's licenses.

- 100% of medical facilities connect data according to Decision 3074/QD-BYT dated November 11, 2022 of the Ministry of Health.

- 100% of public health facilities update information and data on physicians, doctors, hospitals, medical stations, pharmacies, hospital beds, and medical equipment.

- 100% of grade 2 hospitals or higher are willing to accept payment of hospital fees and medical examination and treatment expenses by non-cash payment method, creating convenience for people when paying during medical examination and treatment.

- 100% of medical examination and treatment facilities use electronic chip-embedded CCCD cards and apply VNeID when examining and treating patients.

- Complete the connection of the Ministry of Health's administrative procedure settlement information system with the National Population Database.

- Complete the digitization of records and results of administrative procedure settlement in accordance with the Government 's regulations in Decree 45/2020/ND-CP and Decree 107/2021/ND-CP; link the digitization of records and settlement results with the performance of duties of officials and civil servants during the implementation of administrative procedures.

- Complete the review, assessment and restructuring of the entire business process of online public services provided on the National Public Service Portal; at the same time, restructure the remaining administrative procedures to integrate and provide services on the Public Service Portal in a way that is convenient for people and businesses, ensuring the principle of taking people and businesses as the center; standardize and digitize declaration forms in the direction of reducing at least 20% of the information that must be declared on the basis of reusing digitized information and data.

* Regarding infrastructure and information security:

- Complete upgrading the infrastructure of the Ministry of Health's modern Data Center with maximum scale on the existing area, meeting the deployment of information systems, application software, databases and related systems serving the management, direction and operation of the Ministry of Health with information security solutions meeting level 3 as prescribed in Decree 85/2016/ND-CP.

- 100% of the Ministry of Health's information systems have approved documents proposing levels and plans to ensure information security by level and ensure information security by level.

- 100% of the Ministry of Health's information systems at the Data Center and the Ministry of Health are monitored for information security.

- 100% of digital healthcare platforms and information systems are assessed for information security before being put into use, and 100% of the Ministry of Health's information systems are periodically assessed for information security according to regulations.

- Complete the connection and sharing of information security monitoring information at the Data Center, Ministry of Health to the National Cyber ​​Security Monitoring Center, Ministry of Information and Communications.

- Complete the network of information security incident response in the healthcare sector to support handling and overcoming incidents that cause network information security loss for healthcare information systems.
