Speaking with Thanh Nien Newspaper, a leader of Hanoi National University said that in scientific research activities, it is not necessary to use permanent staff but can use a cooperation mechanism.

The goal of this pilot policy is to attract people to work, not to have a permanent position. With the form of professional outsourcing contracts, Hanoi National University can reduce administrative procedures for subjects such as good, elderly scientists, foreign scientists (in this case, if you want to sign a labor contract, you must have a work permit)...

Attracting excellent scientists is to have excellent scientists to preside over scientific and technological tasks, contributing to creating conditions for the development of strong research groups, not to cooperate only to have products (international publications). This is an attraction policy for long-term systematic investment. Therefore, depending on each case, Hanoi National University will have appropriate mechanisms, the important issue is substance and effective investment, not following the form.

"Only in special cases must a contract be signed for professional outsourcing. Because professional outsourcing is applied to science and technology transfer contracts. Hanoi National University is connecting with scientists and businesses, so applying the outsourcing mechanism makes it convenient for all three parties," this leader explained.

According to the above announcement, outstanding scientists when attracted will enjoy many benefits such as preferential treatment according to regulations of the State and Hanoi National University; priority in using facilities and equipment shared by Hanoi National University; guaranteed working conditions, equipment and implementation of policies and mechanisms according to the agreement to promote key science and technology fields of Vietnam; proposed investment to enhance capacity to develop strong research groups.

In particular, scientists will receive funding to carry out scientific and technological tasks from 3 billion VND in 3 years.
